Comunipro Headquarters

Nestled amongst the buildings of the Yitankan capital, the headquarters of the Commonwealth of the United Proletariat stands tall and proud. A monument to the working class, it is the administrative and legislative beating heart of the alliance. The flags of each member nation flutter gently in the breeze alongside the Comunipro banner, all raised at equal heights in a display of equality and cooperation.

The interior of the building is warm and humbly decorated. The walls are pained carmine red, trimmed with a locally sourced dark birch wainscoting that covered the lower section of wall. A far cry from the opulent, almost imperially decorated interiors of the old government buildings of Moscow as painstaking effort was taken to ensure the place was befitting a Council of the Proletariat more than the old USSR ever had been. There were no grand chandeliers, no godly white walls, no marble, and no gilding save large emblem of the Comunipro standard was affixed squarely in the far wall of the lobby, opposite the bulletproof glass doors. The emblem is easily visibly by passersby, and during its unveiling many Yitankans stopped to marvel the glittering golden icon within.

Beneath the emblem is the reception desk, and to either side are elevators and stairs that ran up the entire building. Several floors had already been dedicated to the administrative work of the alliance with offices, server rooms, and the likes occupying the first few floors. Several floor remain unoccupied, laying in wait for use should more space be needed.

And at the top floor is a small waiting room and a pair of large wooden doors that within contain the Comunipro Council Room, where the Council of the Proletariat convenes to discuss and vote on all matters of the organization. It is a circular chamber containing a semi-circular desk at its center where delegates of each Comunipro member sit. The floor immediately around the desk and its chair is bare, allowing for expansion should the need arise, and the walls are lined with seats for observers who wish to sit in on Council meetings. An emblem similar to the one in the lobby had been installed in the far wall, flanked on either side by large digital screens and speakers.

Yitankan representative Umichi Namihara was first to arrive, which was little surprising considering she lived less than an hour away from the new Comunipro HQ. She remembered when the ground was first broken for the building, but until recently had no clue what its purpose was going to be. Now this was her place of work, representing her country in an alliance that would hopefully help millions across the globe.

Taking her seat, she took the extra time she had to review her dossier as she waited for her peers to arrive. There were a number of things she had prepped for the first meeting, but the outcome of the first session of the Council of the Proletariat rested firmly in the hands of the other representatives. Only time would tell what Comunipro would be to the world at large.

Rep. Dexzarsch walks along the halls of Comunipro Building, navigating his way towards the meeting point. A graduate of the University of Munschen - Political Science, Dexzarsch is a member of the Janpian Diplomatic Corps, and was held in high regard to the likes of Rep. Helmin and Koriyorny. Like every diplo corps member, he wore a black suit, a tie of his choice, the badge of the party, and his personal watch. He also holds a suitcase containing necessary papers, recent reports back in Janpia, and the recent news on the international world.

As he arrives by the doors of the meeting room, he took a deep bow as per custom, before proceeding inside and locating his desk. He fixed his suitcase and prepared the papers on his workstation.

Long live the Janpian Union of Revolutionary States!

Dr. Conrad Dietrich quickly snuffed out his cigarette in the passenger seat ashtray before the car came to a full stop at the Comunipro headquarters. His smoking habit proved that, while he is a doctor, he's not that kind of doctor - public administration, not medicine. He gently brushed the lapels of his grey suit jacket to ensure none of the Yitankan Blend lingered behind.

He took a moment to appreciate the new building and the host's efforts, as not every nation is gracious enough to build a new edifice for meetings of this nature. The warmth of the lobby and corridors stood in pleasant contrast to the cool pre-fall morning weather outside. Once he and his small team of analysts had checked in, they entered the meeting hall and took their places. While placing down his dossier and silenced work phone, Conrad grinned and shared polite nods with the Yitankan and Janpian representatives in the room who had already found their seats.
Welcome to Grussland: The land of beer and bratwurst.
A modernized ex-communist country that chose reform instead of capitalism. It went through a period of de-communization and economic reform without the nasty crashes faced by other ex-communist countries by refusing wholesale adoptation of capitalism with basically zero transition.
Doesn't represent my views. Mostly me asking... what if East Germany, Poland, Czechoslovakia, etc had not gone down the neo-con crash capitalist route, and instituted people-oriented reforms instead?

Representative Paraíso cleared his throat as he exited his car, waving a hand to his driver. His driver began to drive away and he adjusted his suit. The Comunipro building was big. Bigger than he expected, certainly.

He tepidly began to walk forward. A thought lingered in the back of his mind; could he trust them? How many of them would attempt to drive the Philippines towards revision or downright abandonment of Marxist principles? He shook his head. No. No, he could afford to think of that later. He was here to put on a good show for the Philippines, first and foremost. The Philippine representative was an average man --- average height, build, appearance. Hard to pick out of a crowd, for sure. Representative Paraíso liked this. He wasn't a glorious leader, he was an average Filipino. He would take that thought process with him as he entered the building, sitting at his assigned seat with his dossier.

Rep. Namihara: "Welcome, gentlemen. I'm glad you could join us. There are a few other representatives we're still waiting for, but with the majority here we can at least open up discussions."

Representative Namihara opens her dossier and flips through a couple of pages.

Rep. Namihara: "Now, I did want to start by asking for everyone's thoughts on the Comunipro Charter. Specifically, is there anything that needs to be changed or could become problematic in the future? It would be much easier to ammend it now in its infancy, while the Council is still small, than later."

"Aside from that, there are certain aspects of an alliance that the Charter has left to legislation. Matters like common defense, economic cooperation, and other such things will need to be established. Before we get into the fine details and start drafting proposals, I'd like to ask what pieces of cooperative legislation each of you deem necessary. That way we can focus our efforts on the most important legislative propositions and work our way down."

Anarchia Island

James Ardmore was buzzing as he packed his suitcase, having recently been elected by the Communal Assembly to represent Anarchia Island in a new alliance. It would be his first time leaving the island since he migrated here in 2013. He packed lightly, pushing down the small suitcase as he zipped it up. His cell phone then rang which he quickly answered.

"James speaking"

"Hi James, its Rita here, I just wanted to congratulate you on your election as the communes representative and wish you good luck and safe travels"

"Thanks Rita, I'll do my best"

"Anyway I won't keep you, just wanted to let you know the communal council sends its best wishes"

"Thank you" with that he hung up.

James lived in a small hempcrete tiny home, there was no lawn around his house, instead the lawn had been converted into a tiny back and front yard microfarm. His neighbors promised to tend it while he was away and as thanks he told them they could help themselves to the produce. He walked a few blocks to the bus stop before jumping on the blue bus that would take him to Anarchia International Airport which was a very small airport consisting of a few hangers and a single airstrip. Being such a small island the airport was fit for purpose.

James didn't have any suits and like most citizens of Anarchia, the clothing he wore was made from hemp, making him look like a hippy to most outsiders. The plane ride was long but eventually he landed in Yitanka and immediately made his way to the alliance HQ building where he checked in, heading up to the meeting room, entering and taking his seat.

"Sorry I'm late everyone, it's lovely to meet you all. My name is James Ardmore from Anarchia Island" He said as he took his seat, he quickly brushed his thick brown beard before making himself comfortable and pulling out a folder.

Rep. Namihara: "Now, I did want to start by asking for everyone's thoughts on the Comunipro Charter. Specifically, is there anything that needs to be changed or could become problematic in the future? It would be much easier to ammend it now in its infancy, while the Council is still small, than later."

That way we can focus our efforts on the most important legislative propositions and work our way down."

"Anarchia is completely onboard with the current charter. We are very interested in economic cooperation as the quickest and easiest way to improve the lives of all our peoples. We particularly want to push for environmental sustainability and work towards a carbon negative economic system that will not plunder the planet to extinction like Capitalism does"

Louis Schiller, the Aquaria's representative to the Comunipro, arrived the headquarter after a long flight. Right after he alight from the car, he started to vomit, since he didn't expect the trip to be that long.

Soon, after packing up equipments in his office room, he soon rushed into the council, seeing other representatives already started the convention. He showed his staff card, and the security let him in. He quickly sat down while the unwell feeling remains.

Conrad briefly looked at the other delgates as they spoke and blinked a few times in thought at the suggestion of an economic system, given the Charter of Comunipro explicitly forbids imposing policies on member states. He also focused on how Grussland's form of socialism was a fair bit different than others here and, while green policies are a foundation of Grusslander economic planning, the size and scope of each nation's individual system weighed on his mind.

"With all due respect to the esteemed Representative from Anarchia, it may not be wise to implement new systems as quickly as possible. Indeed, given the variation in socialist economic systems of each country here, and the Articles of the Charter, a series of guiding principles and pollution goals may be more appropriate until our respective economies are more accustomed to working with each other."

"On that note, Economy and Trade, Culture and Travel, Enviroment and Health, Military and Defense, and and Administrative Legislation would be our preferred order of topics."

Busan, Neo-Korea.

As he looked upon the port that slowly faded out of his view, Sergey could not help but be conflicted.

Despite all of its flaws, despite how badly it had been damaged by hidden reactionaries and foolish officials, despite how many of his closest compatriots had suffered under those who ruled it, he could not help but, in some small, strange way, miss the land that he had resided in all his life.

As the great port faded out of view, he returned his mind to the present, and to his goal, as set by the Party, and how to achieve it.

It would be a long journey to Yitankan, and so, he decided to return to his cabin, and acquire the best suit he had managed to acquire from the meager luggage he had brought with him.
As they said, dress to impress.

Syunkau, Yitankan

As he finally shook off the last feelings of sea-legs, he looked in (some) awe at the headquarters of the Comunipro.

While, admittedly, he was no stranger to grand architecture and large structures, there was something about the…. genuine-ness of the building that appealed to him.
So far removed from the over-extravagance and obsessive decoration of the structure of his homeland, wreathed in gold and garnished with enough raw material to sustain 100 families.

In comparison, as he walked into the reception area of the great structure, he was struck by the taste, the humble-ness somehow making it feel far more pure in its purpose as a building of the people, and not of the elite.
The most-similar construction to his homeland was the grand sigil of the Comunipro itself, but even here the difference between the two-nations was evident.
The lack of extravagance everywhere else made the sigil truly stand out, drawing the eye and attention of an individual instead of simply being there as another sign of wealth (as had been the general use of such things in Neo-Korea).

Realizing he had been standing in the lobby for…. A decently long period of time, he made his way to the Comunipro Council.
Taking a seat upon the chair which had been marked for his organization, he made his introduction.

“Greetings, comrades.”
“I apologize for my own lateness in arriving here, I had become…. Quite sidetracked, one could say, by the lobby.”

Yitanka wrote:Rep. Namihara: "Now, I did want to start by asking for everyone's thoughts on the Comunipro Charter. “Admittedly, as we are not in current control of our nation-“
(He paused for a moment, trying to figure out the best way to express his desired sentiment)
“-…. We are not currently in the best position to make specific statements about what issues we deem important, although according to the material I was given by the Party….”
(It takes him a moment to retrieve the piece of paper, seemingly having placed it in the wrong pocket)
“…… Seemingly, their list of priorities is: Research-and-Technological Development, Travel and Culture, Military and Defense, and Environment-and-Health.”

We're only just starting to cooperate after all. And Representative Dietrich is correct in pointing out that while we are united by our similarities, our differences mean we must take slow and sure steps in our building of this alliance or we run the risk of alienating some of the members here."

Umichi took count of the current ranked votes presented, marking them down on the paper before her.

Rep. Namihara: "As it currently stands, Economy and Trade is currently the top of the current vote with 15 total points if we are counting Representative Namgung's vote for 'Research and Technological' as Economic, followed by Culture and Travel at 10 points, Environment and Health at 9 points, Military and Defense at 8 points, and lastly Administrative Legislation at 3 points. And since the Yitankan SSR is the founding member of this alliance we shall vote last, so as to not unintentionally influence the votes of others."

"Esteemed friends and comrades, on behalf of the Partido Veragüense del Trabajo, and on behalf of the masses of Veraguas — from the exploited factory workers who toil 14 hours a day, 6 days a week for starvation wages while their employers amass huge profits; the downtrodden and oppressed indigenous people who suffer racist abuse, exploitation, and virtual enslavement, living in conditions that harken to the worst excesses of Tsarist Russia; the women, who very much remain second class citizens; the youth; and all other marginalized peoples — I extend my heartfelt thanks for welcoming my party into this esteemed organization. It is heartening to know that there are people in the world cognizant of, and sympathetic towards, our struggle. For too long, one of the biggest obstacles facing the Veraguan people was the belief that they were alone — that no one cared about them, or about their struggles. That your organization would welcome us with open arms belies that. The world does care and the world is listening. My party recognizes its internationalist duty and pledges its full support and cooperation on behalf of the revolutionary cause.

You may have heard that a new 'reformist' junta has taken power in Veraguas. Whatever promises the junta makes, it has no intention of keeping them. We do not expect anyone to involve themselves directly in our struggle, but we do ask all members of the Council, and indeed, all progressive nations, to withhold diplomatic recognition from the so-called 'Revolutionary' Government Junta and proffer no aid of any kind to the Republic of Veraguas until a genuinely democratic, popular government takes hold and the people breathe the air of freedom at long last. After having received the letter from one of her aides, Umichi interrupted the voting to read it aloud. She paused for a moment after finishing, contemplating how to address this new issue.

Rep. Namihara: "As much as I instinctually want to motion for us to vote on collectively refusing recognition of the junta in Veraguas, I think it might be prudent to investigate these claims first. Does anyone here have any intel on the situation in Veraguas, and if not is anyone willing to lead an investigation into this new junta and their plans?"

Sergey, finally breaking the long pause, raises his hand to speak:

“While, admittedly, we do not have any specific individuals of our party within Veraguas itself, I believe we may be able to look at the words of the Junta itself, and see condemnable it truly is.”

Sergey pulls out a piece of paper, and, while reading over-it, seems unsurprised but irritated.

“I believe the condemnable policy our brothers in Veraguas mentioned can be seen in this excerpt of their ‘reforms’”.

Veraguas wrote:Political reforms
Whereas before a political party required a minimum of 50,000 eligible voters as members in order to register, now a minimum of 10,000 eligible voters will be sufficient. Illiterate persons will no longer be ineligible to vote. The previous electoral formula, whereby the party that received the highest number of votes automatically received two-thirds of the seats in the legislature, with the remainder distributed among the other participating parties in proportion to their share of the vote, will be abrogated. The new Electoral Law will provide for genuine proportional representation.

Parties that are based on race or class; that have international connections; or that oppose the multiparty, representatively democratic system, are absolutely prohibited. Nor may parties receive subsidies or directives from abroad.

“This is clearly policy intent on damaging the ability for those individuals in native communist groups to exert influence over the ‘Revolutionary’ government.”

“I believe we should, with all haste, vote for refusing to recognize the current government of Veraguas, and prehaps….”
He picked up a glass of water, and began to think out his next statement carefully

Time system inspired by(copied from- since i'm still in the early stages) Swatch Internet Time.
1 day is 1000 Myaku, 1 Hour is 41.6 Myaku, 1 Myaku is 1.26 minutes. To get the time in Myaku, do (3600(hour) + 60 (minute) + seconds) divided by 86.4

“….I believe it may be prudent to consider including a recommendation for them to change their policy in such a message, lest they continue the suffering they claimed to oppose.”

Rep. Namihara: "Thank you, Mr. Namgung. I'll have a letter to the government of Veraguas sent shortly, urging them to reconsider their policy on the disallowing of class-based parties. Unless anyone here has anything to say in opposition to this, of course. Either way, it's clear with this policy they have no intentions of giving the working class a voice, and with the purely undemocratic way they have achieved their power I think it is fair that we encourage all members of Comunipro to not recognize the current regime in Veraguas."

Radwill walked towards the Council room. He was dressed nicely in a suit, and he was bringing a suitcase with him.

"Hello, friends. I am Nelson Radwill, and I am here to represent the Kingdom of Charoskania. It is a bit bizarre that a monarchy is socialist, however, we have made that decision to help increase our public services such as transport and healthcare. We don't want to come to blows with the more communist of the alliance over our form of government."
