The Commonwealth does not promote slavery, and outlaws any slavery constitutionally. Our purchase of slaves from some certain country is NOT INTENDED to conduct slavery in any form. They are slaves no more, as they are given proper living conditions, and treated properly even though they are "mindless" as we were unable to take their probe to free them.

They've been used as test subjects for research in finding a vaccine for Qi-sensitive people/normal human/non-mutants (those who are unable to withstand Qi from other humans or legendary creatures, which caused their organs went into failure). These non-mutant are a minority in our country, we couldn't risk of losing them as the death from this Qi-sensitive conditions have reached an all-time high since last year. Esteemed Secretary,
Albeit our countries are vastly different by various metrics, in particular politics, culture, religion, and, most importantly, geography, it occured to us, that none of these points excludes the necessity to undergo the same challenges. This year alone, both our countries had to deal with the incidents in Shikonjima upon the Reincorporation of the Ferinan-Archipelago, and the COVID-19 coronavirus has been a challenge for the entire world including our countries, still is, and most certainly will be for a longer time to come. The Visayan Confederation has also faced terrorist attacks, which the Federation of Lillorainen has some experience in from a not too distant past. In a globalized world, geographic distance or proximity is but of secondary meaning at best.
As a result of this on the one hand, and the Confederation's fairly recently announced plans to further maintain ties with member nations of the Strategic and Economic Alliance, which the Federation of Lillorainen belongs to as well, on the other, I hereby propose, that formal relations between our nations be started.

Esteemed Secretary,
Albeit our countries are vastly different by various metrics, in particular politics, culture, religion, and, most importantly, geography, it occured to us, that none of these points excludes the necessity to undergo the same challenges. This year alone, both our countries had to deal with the incidents in Shikonjima upon the Reincorporation of the Ferinan-Archipelago, and the COVID-19 coronavirus has been a challenge for the entire world including our countries, still is, and most certainly will be for a longer time to come. The Visayan Confederation has also faced terrorist attacks, which the Federation of Lillorainen has some experience in from a not too distant past. In a globalized world, geographic distance or proximity is but of secondary meaning at best.
As a result of this on the one hand, and the Confederation's fairly recently announced plans to further maintain ties with member nations of the Strategic and Economic Alliance, which the Federation of Lillorainen belongs to as well, on the other, I hereby propose, that formal relations between our nations be started.

It came to our ears, that a proposed bill known as the Soco Resolution has recently gone through its third and ultimate hearing, upon which the Visayan Confederation will seek to improve its ties with member nations of the Strategic and Economic Alliance; whereas the Confederation already established close relations to the Free Lands of the Selkie, there are also diplomatic connections to the Federation of Lillorainen and the Kingdom of Mervay.
