The 3" rapid-fire guns ended up wieghing a bit too much, and the navy usually had a truckload of leftover 40's.
Also, those things called supersonic sea-skimming missiles. The 3" L50 had problems tracking such speedsters.
The Pahlynx CIWS became a thing as Sea-Sparrow made the range of the 3" CIWS moot*, and the problem became more an issue of saturating the sky.
*Also, there was the ridiculously-high dud-rate of 30% of their WW2 era proximity-fuzes.
