No, the answer to ça-va is, typically, ça-va bien. At least it was when I was living in Paris.

We often leave out "comment" when talking. You probably know that the Flemish sometimes use French in combination with their regional dialect. Sometimes we just respond with a "Ja", sometimes we use "Ja, ça va"
