The instant somebody has to go to another state in order to access what they feel to be important medical care, because some moralistic windbag is trying to curry favor with the evangelical vote, it becomes an undue burden. By all means, seek to establish policies that might help to reduce the number of abortions by reducing the chance that an unplanned pregnancy takes place or becomes a significant burden. Trying to limit access to those services however becomes very not-kosher.
