I wasn't sure what it was at all, several people (or maybe it was just one person?) said it was a gang member costume, I assumed they were basing it off of something other than a guess...

basically, Halloween is when people dress up in silly costumes, and sometimes make fun of something in the process. I really think it's not a big deal unless they go out of their way to actually do something that actually harms an actual person. Did I use the words "actually" and "actual" enough there to differentiate between dressing silly and doing something harmful to someone? I hope so.
