I'm going to assume you mean safe as in personal safety. In that case, as long as you use your common sense, don't divulge personal information about yourself, or allow yourself to be drawn into situations that you think will put you at risk, you'll be fine.

Being on the internet is always going to put you at some risk. I would classify NationStates as one of the safer forums I've been a member of.

If you're genuinly concerned about your personal safety, then you need to talk to someone in authority who is in a position to help you. Whether that be a moderator, parent, or even the law.

Just use common sense.

It is moderated well, and the site doesn't ask for any personal information outside of an e-mail address. It is safe only if you wish for it to be outside of what moderation can realistically do.
