Name: Arsenio Samuel Güeybaná
Age: 39
Languages (in order of acquisition): Spanish, Taíno, English, and very limited German
Hometown: Gran Bateños, Amáneja Island, El Gran Tropico

Arsenio Samuel Güeybaná has been assigned to represent the Tropican Football Federation (FFT) during World Cup qualifications. Güeybaná is a 14-year veteran referee for the FFT who has officiated many high-level national games including, most recently, the 2012 edition of the bi-annual Champions' Cup (Copa de Campeónes) between rivals C.F. Fátima and C.F. Caicique Agüeybaná. Güeybaná is known for his relaxed style, preferring to let play continue and loath to card players unless a blatant or unwarranted foul occurs. His expertise as a football official have been made available to the NSWC during World Cup qualification matches.

[OOC: Any and every player participating in an NSWC-sanctioned event is free to reference Arsenio Samuel Güeybaná as the official for any World Cup qualifying, Baptism of Fire, or Cup of Harmony match (official or friendly) so long as they respect the general style described above (no biased officiating or unfair penalties), unless such a reference would violate the RP permissions of their opponent or contradict the IC claims of any NSWC-sanctioned host.]

Two Kytlerian referees that can be used for UICA and WCC matches, as well as future editions of the Copa Rushmori:

Stanley Hampstead, 38. A somewhat pedantic referee, he regularly gives free-kicks away for minor infringements, and he's definitely not afraid to give a penalty if there's been a foul in the box. Doesn't give away too many cards though. Main language English, has working knowledge of Spanish and French.
Dennis van Dijk, 29. A broadly permissive referee, sometimes to a fault, but well respected for not being influenced by large, vociferous crowds - making him a common choice for big games. Main language Dutch, also fluent in English with a working knowledge of German and French.
Out of international isolation and... winning things? Huh?

Host: World Lacrosse Championship 13, Baptism of Iron X, 7th World Championships of Babbage Rules Football, and Games of the IX Olympiad.

Won: World Lacrosse Championship 13, Elephant Chess Cup 7, and Memorial Cup. Also top of the medals table at the Games of the IX Olympiad (24 gold, 63 total medals).
World Lacrosse Championship 12 and World Bowl 47 quarter-finalists, World Bowl XV and World Baseball Classic 20 octo-finalists
28 medals, 10 gold, at Games of the VI Olympiad (13th in medal table)
7 medals, 5 gold, at VII Olympic Winter Games (7th in medal table)
26 medals, 10 gold, at Games of the VIII Olympiad (9th in medal table)

Harold Johnson (36) One of the FSSO's top referee's, this is not a ref to fuck with. He can be quite harsh and has an excellent eye, rarely getting decisions wrong. He is unsympathetic to divers or those who exaggerate an injury, and will not be blocked by technicalities in the laws of the game when making decisions.

Yuppë Valiçá: Age 35, from Bézburgh, Slembana. He is a strict referee, and he is widely known as the best Slembanan referee there is. He gets most decisions right, but he might award red and yellow cards to your players for things that might warrant less than what is awarded. He started refereeing aged 21, which was way back in 2000 (this is being written in March 2014 Slembanan time, with the BoF starting in May and qualifying for World Cup 62 starting in September according to the Slembanan calendar). Valiçá will referee at Baptism of Fire 49, World Cup 62 qualifying, and World Cup 62. The referee will not be the referee of any Slembanan matches during qualifying (or the tournament proper, if Slembana somehow manage to qualify).

Jaiden Sinclair - 35 - Garton, Montfort Parish:
One of the top referees in the Licentian leagues, when it was requested that the RLFA put forward referees to officiate during World Cup 62 and its affiliated events, Sinclair was an obvious choice. As a former academy defender for SC Montfort, Jaiden is often considered to be lenient compared to others, as he "knows that feel, bro", as some young Licentians would put it, but has eyes like a hawk, and he won't miss a decision that needs to be made. Ever.

Struan Smith - 57 - Pine, Abingdon Parish:
Another Licentian referee who was always going to be picked to represent his nation, Struan Smith is not going to allow anything past him at the World Cup. As a former Royal Licentian Navy ship's captain, Smith has military discipline, and won't allow any kind of diving or simulation in his games. He is also rather harsh on challenges, and he will let the cards fly if needs be. While his eyesight isn't the best, he isn't likely to do a Pedersen and make obvious mistakes.
This nation has now been reformed as the Licentian Isles. Please direct anything intended for me to that nation.

In the spirit of everything, we'll chuck in a ref:

Name: Vlidar Abt
Age: 34
Languages: Dutch, English, French, Spanish

Vildar was never very good at football, but he loved the game nonetheless. He was very fit as well, so was capable of long spells of running. So when his local team's referee moved away, he was asked to referee for them. He was promoted to a NatEc Referee in 2005, and an ABPD, and a professional, in 2009. He's refereed 10s of ABPD matches, including Amzterdam Derbies and relegation ties, which he has refereed excellently. He is measured and calm in the face of pressure from both players and fans. He likes to assert his control over the match in the first 20-30 minutes, and will often dole out cards in that period, and is very whistle-happy at that time. After the first half an hour, he is more lax, and will tend to let little fouls, such as shirt-pulling and pushes. He rarely will give a penalty, unless it is blatant, but likes to award free-kicks, especially in dangerous it seems to be. He doesn't tolerate dissent and unsporting behaviour, and is known for dishing our reds for this kind of behaviour to both him, his officials & other players.

In addition to the following from before...

Johannes Rudkilde
The most respected referee in the nation. Has refereed countless Elfsteijn derbies, as well as the Cuppet final, and the WC TPPO. Fair and even-handed, with a 'death-stare' that players know means they're in trouble. Takes a dim view of diving and time-wasting, but is willing to let more physical challenges go with punishment so much as the players remain safe. Punishes off the ball incidents severely.
May NOT be blamed for a bad result.

Jakkob Rautiainen
Linesman at the WC TPPO, as a referee he is one of the more outspoken professionals when it comes to the issue of player/manager influence on the officials, and tends to book players who wave imaginary cards more readily that other referees might, and has also sent more managers to the stands than any other referee last season. He is a hard-ass in every sense of the word, and his games are frequently card-filled.
May NOT be blamed for a bad result - unless the reason is many sendings off.

Sander Stoa
He was the other linesman at the WC TPPO, and has a host of Latitude Cup Finals as referee to his name as well. Can be more easily led on that Rautiainen for sure, and has a tendency to favour the home side in decisions if the home support are particularly loud.
MAY be blamed for a bad result for AWAY teams only.

See also the following new referees...

Sacha Norregaard
Young and enthusiastic, there is nonetheless a lot that Norregaard has to learn about refereeing in highly charged matches, and has been known to lose control of matches on occasion. Has a keen eye however, provided he isn't swayed by players of fans, he usually makes good decisions.
MAY be blamed for a bad result.

Alexei Sahlberg
Hardy, dependable, scary, and accurate. And hairy. Distant second cousin of former FPIFA Chairman Magnus Ragnorak. So, like any member of the Ragnorak clan, is prone to baffling moments of madness.
May NOT be blamed for a bad result - unless the reason is a hilarious GodMod.

Leo Morgensen
Experienced and headstrong, he can be trusted to run matches effectively and will not tolerate bad behaviour or timewasting. However, has a bad habit of flapping on the big controversial decisions and gets a lot of them wrong. Half Sargossan, so should probably not be used in matches where the Sargossan team could be affected by the result.
MAY be blamed for a bad result.

Pernille Sagen
The nation's leading female referee, Sagen was the first woman to referee in the top flight of Polarian football, and has had to get on with her job in the face of the outspoken minority that have their own feelings about this. As a result, she is highly detached on the pitch, and doesn't let players or fans sway her decisions.
May NOT be blamed for a bad result.

Please also note that unless the referees in question have been used in another match in the same matchday, you may take any of the above to provide linesmen/fourth officials to go with your assigned referee - in which case the same rules are effective.
NO bribes. Ever.

Ludo Hotten

NO LONGER ACTIVE

Image
Mister Hotten, of Brigand's Cove, near the town of Icke, is, shall we say, an eccentric.

A slim and athletic fellow, he prides himself on his undeniable level of fitness, and there is often a suspicion that he will surreptitiously test his speed and agility against the fastest wingers and strikers in the game by running at full tilt alongside them when they streak into the opposition box. Players will complain that not only does this cause a distraction to the striker, and to Mister Hotton himself who is likely to miss any offside calls or even wave play-on because he does not want to stop, but it frequently warns the defence that a raid is on because he tends to shout "GO!" when he senses a potential race opportunity. Defensive managers will argue that he is a distraction to the defenders too, which is probably true. Mister Hotten is an erratic referee, known for bouts of stupendous leniency bordering on complete blindness, whilst at other times, he becomes so officious he is even known to attempt to send off ball-boys, policemen and disabled supporters for unsportsmanlike use of wheelchairs. One thing Mister Hotten could never be accused of is consistency, something to which he is almost fervently committed to eradicating from his game with fundamental excess.

Please note that whilst his refereeing is comical, absurd and dangerously enfuriating (hostile ultras and other violent elements will almost certainly end up fighting during or after a game officiated by Mister Hotten), he is not in the slightest bit biased. He is probably the fairest referee you will ever see in charge of a game, showing incompetence in generous and precisely equal doses to both teams. For example, if he gives a ridiculous penalty to one team, and then decides afterwards that it was a ridiculous decision, he is likely to find the first available excuse to give a penalty to the other team. Depending on whether he is in lenient or officious mood, he may send anywhere between three and six players off, but almost certainly in equal amounts, and never four players from the same team (which would cause abandonment). Occasionally he changes his mind after several minutes and will recall a player to a game. He has been known to book his own linesmen, and if he is in a really self-important mood, he might well end up booking 20 - 22 players.

Like all Wightlings, he dislikes elves and will undoubtedly get himself into a bad mood if elves are in a game he is officiating. Naturally, being scrupulously equitable, he will not target elves for unfair treatment, but will target everyone because he is in a bad mood.

It has been noted that Hotten, sometimes described as thoroughly insane in Tales of Wight, has been roaming around the world for approximately as long as Búa, King of Uncertain Dimensions, has been missing from his granite halls in Wight Spit.

RP PERMISSIONS
Naturally, being of Wightlingstock, you can do anything at all with this terrible referee, within or without reason. Godmodding is perfectly acceptable (providing it doesn't infringe your opponents permissions, of course). If you RP anything interesting with Ludo, please do drop me a TG so I know what he's been up to!

OFFICIATING HISTORY
Despite his shortcomings, Mr. Hotten has refereed at the highest level, and is widely respected for his sense of fair play which does tend to balance things out overall. It's just that a match normally likely to end 1-1 with 22 players on the field and a couple of bookings may well end 5-5 with 18 players on the field and the rest of them booked. Mr. Hotten was named referee in the World Cup 62 Finals and officiated the third-placed play-off; he subsequently officiated to the quarterfinals in Baptism of Fire 50.

Though there is not much information, Mr. Hotten officiated in World Cup cycles 63 and 64. As the named referee of the host nation for World Cup 64, he again took charge of the third-placed play-off held at South Lawn in Spit, Wight, where Osarius won a top three finish over Darmen.

As a small boy growing up in hockey-loving Sicoutimont, he never found a place with that sport. He had always had a passion for the Beautiful Game, no matter how many boys approached him in goalie masks with sticks. After joining a youth football league, he realized that he was no good at the game. Fan he was, his parents brought him to a Lac-Drouin FC game, the Lakes Derby against the Tigres. He then found a love for refereeing. As he grew, he ascended the ranks from a youth ref, to the junior league, into the Sicoutimont Champion's League, and then to the number 1 referee in the nation. International Experiance: 12 games in Campeonato Rushmori Juvenil Sub-17, 103 games in AmpiSport Champion's League. He is a strict ref, and a borderline play can easily get you a yellow. He often feels sympathy for younger players, and is more understandable and less likely to give them red cards.

Kevin Harrison, 39: Kevin was an outstanding soccer player all throughout his life, but with the gender climate what it is in Cassadaigua, he became more interested in officiating then playing on inferior men's teams. Despite his gender, he has been entrusted to referee important games in Cassadaigua, and has earned great respect. Harrison doesn't mess around, and calls the game strictly by the book; but he is fair to both sides in doing so.

Heather Nellis, 42: Heather is similar to Kevin in that she does not mess around out there, but sometimes it can get on the nerves of a physically minded team, because she will freely reach into her pocket to hand out cards that other referees probably wouldn't. She doesn't miss much of anything.

Samantha Grier, 45: The most well-respected ref in Cassadaigua because she is a "player's ref". She understands the game, and if something could be whistled that didn't really affect the result of a play, she will allow play to continue. Because she is consistent with this, for both sides, players have accepted that they will have more freedom. However, if she notices someone trying to repeatedly sneak things by her, she will whip out a red real quick.

Tamworth Gavan - Aged 30

Tamworth was the first referee to pass from the small, but growing school of referee based in Dwile, the capital of Apox, graduating 9 years ago. Since then he has refereed 101 domestic matches and 12 international matches. He is athletic and has a good eye for spotting any emerging situations. He is quite reliant on the assistant referee's so if they make a mistake in calling for something, he will make the mistake as well. He is quite harsh, and doesn't take kindly to being talked back to or to dives, and will always call it back for the free kick or start handing out cards. However, he is very impartial, and will go into any game without any bias towards one team or another.

Icept Bribes:
A referee that is extremely corrupt, will almost always accept bribes, maybe from both sides making the match completely fair. He always tells both sides what the other paid him secretly. After much practice, he's discrete and good at one-way traficking the match.
SHOULD be blamed for bad results

Ibe Fair:
The best Farf referee there is, very athletic and very experienced. Almost never commits an error and has a perfect eye with which he's never commited a gross error.
MUSTN'T be blamed for bad results

Baddy Referisi:
A referee which is really bad, but completely honest. Will tend to commit game-cheating errors, but to both sides. Almost always commits important errors.
MAY be blames for bad results

(All stats are taken from the most recent season of Kinitar football only. Matches lower than Premier Division level are not counted.)

The highest status that can be attained by a Kinitar referee is that of "International List". Referees on the International List are permitted by the FFK to take charge of UICA tournament matches, any other international club tournaments or friendlies and games between national teams. Membership of the International List is limited to eight officials, although not all eight slots have to be filled.

Benes Katai
Games officiated: 39
Yellow cards: 124
Red cards: 6
Penalties: 9
Katai is one of the most accomplished referees in Kinitaria. He has taken charge of some high-profile fixtures including a fierce cup final between the two hated rivals from Mi'ato last season. He does not tolerate dissent and any player who gives him abuse can expect to find themselves straight in the book. He will not stand for impartiality and refuses to be swayed by a hostile or partisan crowd. Simulation is an automatic yellow card in his mind, no matter what the circumstances.

Rene Lipinov
Games officiated: 28
Yellow cards: 101
Red cards: 12
Penalties: 7
Lipinov is a strict disciplinarian who sticks firmly to the letter of the law. Most notably, he was in control of a relegation six-pointer between Čilibeni Town and Taimanesta towards the end of the season in which five players were dismissed, including the visiting goalkeeper. He has a tendency to refer to the lawbook first and common sense second, but one thing that's for sure is that he never allows a game to spiral out of his control.

Libor Halorini
Games officiated: 33
Yellow cards: 97
Red cards: 8
Penalties: 10
Halorini is probably best described as "whistle-happy". He frequently stops play for the most minor infringements, and to see him play an advantage is rare. He's not afraid to make controversial decisions, however, and his gut instinct is usually right. That said, he has been known for the occasional piece of inconsistency and spent a couple of weeks officiating in the B-League last season following a handful of bad games in a row.

Viktor Butala
Games officiated: 30
Yellow cards: 87
Red cards: 5
Penalties: 8
Butala is well-liked by fans because of his tendency to let games flow and not be overly pedantic. Statistically, he does appear to show a slight bias towards home sides. He is the youngest referee on the international list and does sometimes find it hard to stamp his authority on matches, with a number of Premier Division games this season seeming to slip out of his control. One thing which he is strict on involves skirmishes in the penalty box - an inconclusive coming together will almost certainly result in a penalty under Butala.

Remel Malek
Games officiated: 27
Yellow cards: 93
Red cards: 6
Penalties: 4
Following a consistent season of Premier Division officiating, Malek has been elevated to the international list. He utilises a sensible style of officiating, preferring to stay well away from controversy, and tries to be fair to both sides. However, this means that, if he feels he has made a blatant error in favour of one team, he might try to even things up at the other end by looking for an excuse to punish the opposition.

Saša Burcan
Games officiated: 20
Yellow cards: 47
Red cards: 1
Penalties: 5
Burcan is usually reliable, consistent and outspoken. He is yet to put in a bad performance in the Kinitar leagues, and he always lets the players know who's in charge. He is also a committed revolutionary, a card-carrying member of the Socialist Party, and at international level, may show some political bias against teams from capitalist, fascist or right-leaning nations - by which I mean, it's an achievement to get him to leave the Antifa patches off his uniform.

Roman Finoev
Games officiated: 7
Yellow cards: 18
Red cards: 0
Penalties: 1
He hasn't refereed a lot of matches, but found his way onto the International List thanks to some top-quality work as an assistant referee. He works well with his colleagues and keeps up with play efficiently. He very rarely misses a blatant call, but in a tight situation he might well be swayed by a vocal home support, whether on the line or in the middle.

Kris Ilinič
Games officiated: 0
Yellow cards: 0
Red cards: 0
Penalties: 0
We're really not sure how he got on this list. He's related to the president of the Football Federation, you say? Oh. It must just be a coincidence. And there was a free spot on the International List... let's just stop these silly rumours. Whatever the case, he had never refereed a game in his life until he was given a trial game in the lower reaches of the Kinitar pyramid. He showed up in a three-piece suit, suspended the game to take a phone call from his girlfriend, sent off the away captain for having silly hair and penalised players for heading the ball. He eventually terminated the game after exactly 72 minutes of additional time. Nevertheless, the Federation are confident that he'll continue his excellent performances when he officiates at international level.

All the referees on this list are available for appointment as match referee, assistant referees, fourth official, and/or additional assistants (if, indeed, additional assistants are in use).
None of these referees take bribes, nor are they biased in any way other than what has already been mentioned.
The only exception is Ilinič, you can have completely free rein of him. Anything at all goes with him.
Oh, and no killing/mortally wounding the refs.

For some backround info, mainly for Bob, read this RP by PIS.

Bob Age: 38 | Experience: 390 matches
A former homeless man picked off the streets by Government Agents, Bob was forced to become a referee for the Darmeni Soccer Federation. Since then, he has risen through the ranks to become one of the highest ranking referee's in the Darmeni Officiating System. Bob is also known for his appearence in Goal for Polar Islandstates in their World Cup 58 Qualifying match against the New Holy Roman Empire, not that his performance was any good. One of the founders of the Church of Margaret.

MAY NOT be blamed for bad results.

And now for the unnamed members of the officiating team that suffered from food poisioning on that terrible day...

Mike Luke Age: 57 | Experience: 567 matches
One of the more experienced referees in the Darmeni System, Luke was involved in his first match at age 24. Luke has an enormous knowledge of the rule book, and is one of the strictest officials in the nation. Almost always consistent. Except when he's not.

MAY be blamed for bad results.

Nathan Chapa Age: 44 | Experience: 397 matches
Extremely inconsistent, many wonder why Chapa still has his license. Short, standing only 5'4", Chapa is almost always attacked by players for his height after he calls rediculous fouls. Loves the color red.

MAY be blamed for bad results.

Robert Gammon Age: 47 | Experience: 368 matches
Nothing special here. Doesn't like to pull cards out of his pocket, usually just gives warnings out. Will give the occasional yellow.

MAY NOT be blamed for bad results.

Russell Turnage Age: 43 | Experience: 199 matches
Turnage is still trying to find himself out on the pitch, despite gaining much experience. Game to game, Turnage is inconsistent in his consistency. Some games he's extremely strict, while the following match he can be quite the opposite.

MAY be blamed for bad results by teams with rankings above 100th place.

BRIBES will only be accepted from nations that I have had previous RP history with. If your not sure wether you've got that history or not, TG me.

Updated Qazox Referee List

Postby Qazox » Wed Sep 26, 2012 8:38 pm

Tina Bard (26 yrs old; rookie)
Image

She's a ditz, and will likely to favor which ever team has cuter players. Will never red card anyone, as she doesn't like the color red.

John Prado (37 yrs old; 11 yrs exp)
Image
A solid referee, who is slightly biased towards home teams. Is very anti-flopping and will red card if he suspects it.

Teresa Ryder (34 yrs old; 9 yrs exp)
Image
Calls it right down the middle. She isn't afraid to red-card for grievous fouls, but tends to let the players play a bit before calling a foul.

Rory Cloen (46 yrs old; 20 yrs exp.)
Image
A bit whistle-happy, seemingly calling any contact stronger than a push a foul. Tends to let matches run a bit long (avg: 94').

We don't know how this kid became a referee, but..uh...he kind of knows the rules? Like how a goal is scored? That's about it though. May favour teams that give him white chocolate.

For fun, really.

Name: Officer Tirinas
Species: Juddoon (look it up on if you have no idea what they are)
Age: Unknown

Juddoon are known as intergalactic policemen, and have a very black and white view of justice, with pretty much all crimes being sentenced with execution by immediate disintegration. They are sticklers for law and order, and will follow all rules of law, even in an emergency. They are extremely fit and will not tire, at all.

So, Tirinas is a Juddoon referree, but he has been taught that rule infringements are not worthy of execution. He follows the rulebook right down to the letter, and will not have his mind changed about a decision by pretty much anything (except say the defender owning up to what was seen as a dive in the box). Then again, what he constitutes as excessive force and recklessness, nobody knows (yet), so where a yellow would be appropriate, a red may be shown. But he is consistent, so he will punish everyone equally. However, he still has his gun on him, and he won't be afraid from pulling it out on players, if only to intimidate them, and then, if things get too out of hand, such as a fight, he will lose it and fire on the offender for assault, killing them instantly.

RP Permissions: May not be blamed for a bad result generally. But, if you're RPing against someone who allows player killing / has no RP permissions, then you're allowed to open fire, and appropriate blame to the ref.

(RP permissions for Johnathan Oakdoore to be added soon.)

Remember, Fr. means 'father', not 'friar'; 'friar' is a Catholic term, not an Orthodox term.

Fr. Luke the Fair
Holy Monastery of Simonopetra

One of the most highly respected referees in the Archregimancy; known for his subtle and detailed knowledge of the rules, and his total and utter lack of bias in any and all situations. Will also keep his theological opinions to himself while refereeing heathens and heretics. A model referee.

Fr. Melchizedek the Denouncer of Heretics
Holy Monastery of the Cross

Perhaps not as capable as Fr. Luke, but still quite highly regarded in the Monastic League. However, while he won't show bias to any particular team, he won't keep his theological opinions to himself, and will shake his head sadly while awarding free kicks against 'sinners' and 'heathens'.

The Holy Empire is not offering any of its own citizens to referee this World Cup, but rather three referees with close personal links to the Empire who have been offered accreditation by HEFA for the duration of WC62

The Dread Lord Mopsy
Fluffy Bunny World
A giant carnivorous slightly (but not wholly) humanoid clawed rabbit; one of the three dread lords (along with Flopsy and Cottontail) of Fluffy Bunny World. A disciplinarian who doesn't suffer fools gladly, though he's promised not to actually eat them for the duration of the tournament.

Commander Suzdal
Shayol
Something of an unconscious misogynist who will likely be subtly biased against all- or primarily-female teams. Not so much to be definitely provable or the cause of a serious protest, but subtly so. He is, however, rather fond of cats.

Plibbleitsid
Eukaryotica
A sentient dictyostelid who looks a little (though not quite) like a giant bright yellow slug (though 'he' can form any necessary limbs at will); his species only leave their plasmodium stage to reproduce. In plain English, 'he' is an asexual sentient slime mould, a collective intelligence comprised of millions of individual amoebae who only achieve sentience in their collective plasmodial form.

Broderick Manns - 47
The top referee in Falconwhereveryouare's Primary Division; he's very by-the-books, rarely overreacting or underreacting (being very fair and consistent, in other words). He will also declare anything ridiculous void and restart play; if say, a ball deflects off a passing bird and goes into the goal, no goal will be scored and the attacking team will get a corner. He has a firm belief that football is a game of skill and not luck.
May NOT be blamed for bad results, unless they come from him disallowing godmod goals.

Heather May - 35
An actress who never quite made it, Heather decided to fall back on her secondary interest, football. She is very sharp and hasn't missed an offsides call in years. She is also quite good at catching divers and comes down hard on them--unless they fake it really well. If the player can tug on her thespian heartstrings, they'll usually get the call they want.
May NOT be blamed for bad results, unless the aforementioned 'thespian clause' is evoked.

Harry Oslon - 67
He was once the top referee in the Primary League, but age is starting to catch up with him. He's not able to follow play as well as he used to and his eyesight is trending down. He is mostly being offered to officiate international matches out of respect for all he has done to help the league over the past four decades.
MAY be blamed for bad results.

Turnok Flamebeard - Dwarf
The top Dwarven referee in ASMV, Turnok puts up with nothing. Keep the match clean and flowing and things are just fine. Play rough, and by that he means breathe on another player too hard, an he lowers the card boom. He only uses red when fully neccesary, but players have been known to recieve long lectures for minimal or borderline infractions. He is quick, however, to show red to mouthy players who use profanity - kids are present at most matches after all.

Postby Bears Armed » Fri Oct 05, 2012 10:11 am

Bears Armed has supplied the World Cup Committee with three referees for use during the ‘World Cup 62’ cycle. They are all honest, and the following notes explain the circumstances under which each of them is most likely to make calls that could honestly be disputed: In addition to these personal factors they should not be used at all for judging matches where one or both sides includes any obvious Undead, Werewolves, or Demons, and it would probably be best to avoid letting them judge teams who are blatantly anti-Ursine neither… They will not referee matches between teams who are in the same ‘group’ as either Bears Armed or Armed Bears, to make accusations that they’re trying to help the Bears get through less likely, and if an Ursine team gets to a Cup’s knockout rounds then they won’t referee any game involving teams that those Bears could possibly meet on the pitch before the actual Final (Are limitations like these latter ones general practice for referees anyhows?).

Beorranna Urth’hrra o Barrdenn
(female Ursine; ClanGreenWoods; age = 40, left-pawed [but see below], fur = dark-medium brown & quite long, speaks only Ursine and English [apart from some useful phrases from tongues whose native speakers all belong to minority groups within the Bears’ lands…]; a distant relative [although not an actual descendant] of the famous Beorra o Bardenn, Beorranna played for the Barrdenn Barbariennes for eight years — primarily in the ‘lynchpin’ position — until the loss of her left leg just below the knee due to a wound suffered while she was fighting as a member of her clan’s militia against the ‘Dead Bears Walking’ forced her retirement from the pitch and she re-trained to work as a referee instead; she is the current Chairbear of Bears Armed’s professional Football referees; her old team was famed for its ‘robust’ approach to tackling, and she is likely to be more tolerant in this respect than some other referees — as long as there was clearly no malice nor deliberate intention to injure the tackled player, anyhows — but she hates ‘diving’ and will show no tolerance for that behaviour; Beorranna has two daughters who have followed her into Football, both of whom were called upon to play for the ‘Bear-Belles’ in the third iteration of the Brevity Cup’ and both of whom show the potential to be real stars…)
Ends arguments by… looming over people (at 6’10” tall, & sturdily built)..

Karrane Vurra True
(female Ursine; Sun Clan; age = 37, left-pawed, fur = blonde, verry keen eyesight; formerly a lecturer in both Sports Science and Ethics at Grambridge University before she was invited to become a professional referee [which occurred shortly after WC59 was completed]; Knowing all of the rules verry thoroughly, and a lot of the ‘excuses’ too, she is firm but fair and will generally [unless maybeso she’s dealing with players who’ve already argued wrongfully with her] be as lenient as the rules allow about honest mistakes… and has enough of the ‘True’ bloodline’s traditional “gift” that she can be pretty sure whether or not people are being honest even when she’s dealing with members of other species; a natural linguist, she is fluent not only in Ursine and English but also in German, French, Greek, and several other [less likely to be relevant] languages as well.)
Ends arguments by… ‘voice of command’.

Hrrolf Barris
(male Ursine, Clan UnderDown; age = 53, left-pawed, fur = black & quite short; doesn’t [officially] speak any languages apart from Ursine and English but generally seems able to make himself understood anyhows; unusual not only for being a male involved with what in Bears Armed is primarily a females’ sport but also for having become a referee as part of a showbiz career rather than as part of a sports-based lifestyle: Hrrolf had already made a name for himself as a humorous singer/musician, artist, and television presenter, when somebody at the BABC a few years ago had the bright idea of a ‘reality TV’ series in which various celebrities would train as referees for different sports and then oversee games… The series as a whole wasn’t really a success, but the episode in which Hrrolf refereed a ‘Charity Shield’ match between League champions Heroes’ Park Heroines and Cup winners Sun Valley Smashers was a major hit and led to this secondary career for him; he might not have been immersed in this sport for as long as some other referees have, but he knows the rules pretty well by now and any mistakes that he does make will probably be due to applying common sense in cases where the rules are actually counter-intuitive… and will quite possibly lead to more entertaining results than a more accurate interpretation of the relevant rules would do; any yellow or red cards that he presents to players will initially appear as suitably coloured wobble-boards, don’t ask how, and if the weather ever gets bad enough or the pitch’s surface damaged enough to halt play temporarily then expect Hrrolf to grab a microphone and try entertaining the crowd while they wait for the game to resume. Because of his relative lack of experience, Hrrolf Barris probably won’t referee any ‘knockout stage’ matches at all... unless he gets a lot more practice during the qualifiers and the Cup's group stage before then.
Ends arguments by… making people laugh at themselves, or at least at the situation.
The Confrederated Clans (and other Confrederated Bodys) of the Free Bears of Bears Armed
(includes The Ursine NorthLands) Demonym = Bear[s]; adjective = ‘Urrsish’.
Population = just under 20 million. Economy = only Thriving. Average Life expectancy = c.60 years. If the nation is classified as 'Anarchy' there still is a [strictly limited] national government... and those aren't "biker gangs", they're traditional cross-Clan 'Warrior Societies', generally respected rather than feared.

These referees have all retired.

Arturo Vidal is probably our best referee at present; although he's getting older, he can still get a good view of the action. He has a long fuse but will call the game pretty fairly. Perhaps a slight (and subconscious) tendency to be generous towards CTEd teams, but won't egregiously mess up.

Gregoria Roma is a younger referee and fairly restless, she will usually be moving around plenty. Her games tend to be low-scoring, whether because of very limited time added on or siding towards defenders on close calls.

Enrique Topete appears to enjoy booking stars, some would say just so he gets a chance to show off. He is a bit full of himself and somewhat opportunistic, in the sense that he's more likely than the others to take bribes, but then go on to ignore those and just call the game normally.

Feel free to make up others (including non-refereeing officials), and I'll add them in here. Jacinto Naharro rose to prominence as our "best additional assistant referee," just on the off chance it's ever an issue...

To various extents, especially non-full referees, Aguazul's citizens are not very literate. This manifests itself in various ways, such as "offsides, the blue team, number straight line up and down next to a circle..." calls, or "He pulled out his book to give a caution to somebody at one point, but just stared at the little page for about a minute before putting it right back in his pocket." That said, they know their football.

Corrupt Dictatorship

Postby Astograth » Sun Oct 14, 2012 5:06 pm

The following Astograthian referees are fully qualified to perform their duties at any Rushmori, UICA and/or World Cup Committee-sanctioned event, and are perfectly capable of filling in as assistants if required. Unless specified, assume they are all straight and upstanding, any dubious calls most likely born from incompetence than malice. That said, none of them should be involved in a match that could affect the national team of Iturributa, as the consequences could be ugly.

Image Image Image Image
L to R: Yrubetagoyena, Irazutzabarrena, Trakios, Tzaizar

Gilen Yrubetagoyena
The highest-ranked official in Astograth, Yrubetagoyena is in charge of the most important derby matches and, more often that not, the Royal Cup final. Whether this is due to talent or being chums with FAF President Eneko Gandiaga is up for discussion, and the referee has certainly raised enough doubts to be placed under public scrutiny. Yrubetagoyena is very often the target of ridicule, which can cause problems with players and their attitude against him.

Marko Irazutzabarrena
He may be second-best in the FAF's eyes, but "Ira" is without a doubt the most respected referee in the country, having earned his place thanks to a clear head, an open interpretation of the rules and unflinching determination. He allows the footballers a considerable amount of space, preferring to let play flow rather than stop on every minor foul; this requires the teams to be fairly considerate, however, and he will deal swift justice if things get ouf of hand.

Hurko Trakios
The youngest of these four referees, Trakios is still lacking in experience and has a frightening tendency to lose control of the players if he has the misfortune of officiating a particularly intense match. Doesn't have much of a personality either, ceding rather easily if complaints start piling up and rarely if ever taking action against boisterous managers.

Kauldi Tzaizar
Trakios is the youngest, Tzaizar is the oldest of the bunch. Fat and balding, he relies a lot on his linesmen towards the ends of the halves given his difficulty at keeping up with the players. His eyesight isn't what is used to be either, despite his denial. Rather inconsistent with his refereeing, but his bad calls aren't mean-spirited.
