To whom it may concern,

Heads of state and government, honorable officials, and plenipotentiaries of the Allied Republics and the Imperial League of Nations; greetings on behalf of the Department of Foreign Affairs, the ILN. It is my utmost pleasure to formally and most cordially invite you to a summit in San Palma, Apocryphi; ILN Government Headquarters. It is too often regions remain isolated with little to no foreign relations or allies. I personally would rather face conflict with a friend than alone. The summit will be a forum for inter-regional trade talks, treaty discussions, and alliance/pact terms. All heads-of-state and government are invited to attend, as are lesser ministers. However, lesser ministers may not represent a member-state fully.

Every member state may attend. No one will be denied a voice in the summit because they do not hold an official position in regional government. (Of course, the final treaty must be ratified by the respective due process of law in each region.) Every person who holds a position in regional government is also invited to attend, along with the Head-of-State or government of their home nation. Further details on summit structure and rules/regulations are attached to this communique. I pray everyone may attend. Thank you for your time.

Rules and Management:
A. All Diplomats (i.e. Head of State/Government, Minister, Ambassador, etc.) have full diplomatic immunity. Guards will have semi diplomatic immunity for official acts, but for unofficial (defined as when not protecting delegates or staff) they may be tried and/or prosecuted. Diplomatic staff and aides will also have semi-diplomatic immunity.

B. Military outfits are absolutely prohibited. This is not to frighten or intimidate Apocryphite citizens. Ceremonial dress or suits are preferred. IDs are required for all guards and staff at all times, including pre and post-conference sessions. Only six guards are allowed per delegation.

C. Each delegation will have a motorcade assigned to their party. This motorcade will include an armored Rolls Royce Phantom and two escort motorcycles. Further vehicles may be added to the motorcade following approval by the Summit Security Committee.

D. For lodging, the finest five and four stars hotels in Apocryphi have offered discounted, reserved rooms, for foreign delegations. Delegations with embassies in Apocryphi, please arrange lodging at your embassy.

E. Permitted weaponry includes some assault rifles (must be semi-automatic), submachine guns (semi-auto), semi-automatic pistols, revolvers, tasers, pepper spray, ceremonial swords, and other ceremonial weaponry. Prohibited weaponry includes any and all nuclear or radioactive material, batons/battery weapons, any fully-automatic weapons, machine guns, sniper rifles, anti-material rifles, knives, any explosive weaponry (including grenades), and riot gear.

F. All delegations are expected to follow the laws of Apocryphi, and respect the home country. Also, all delegations are called to respect other delegations. This does not necessarily mean agree with the delegation.


Structure of the Summit:
1. Speaker of the Summit- Prime Minister of Danatha, The Rt. Hon. Issac Allard
Role: Will preside over all sessions, will not be representing Danatha.
2. Sergeant of Arms- General Nicholas Piedmont
Role: The Sergeant of Arms shall have the power to expel delegates from a session of the summit (should any delegate feel this power has been abused, they may appeal to the Speaker). The Sergeant shall also have the power to "silence" (remove from floor) delegates should they be abusing or harassing other delegations.
3. Chief Delegate- Highest ranking delegate within a delegation, i.e. the Head-of-state or government
Role: This delegate will make all official pleas, requests, etc.
4. Associate Delegates
Role: May speak in the Summit, and voice opinions. May replace the Chief Delegate should s/he be absent
5. Regional Government Officials- all regional heads-of-state/government, ministers, secretaries, legislators, etc.
Role: Present the regional government's opinions to the summit

Secretary of Foreign Affairs of the ILN, Charles Motaz, oversaw the staff of the Conference Center as they prepared for the summit. He was happy with their work, as the agenda was laid out on every table and the Center was in tip-top shape. The summit was sure to be a grand occasion. As it was located in the sunny beaches of San Palma, the weather was bound to be spectacular. Heads-of-state from around the regions were to be making appearances, as were many influential regional officials. The Secretary was happy to be in charge of setting up such an event. The summit would hopefully bond the two regions as close allies. Also, military and economic alliances were to be formed, as allies were always beneficial. While some believed in isolationism policies, Charles firmly believed reaching out to find allies was better than facing conflict alone. This summit marked a momentous occasion for the ILN, as the region had never partook in inter-regional discussions before. Hopefully, the member states would see the benefits of such treaties and agreements. Trade routes and pacts would also be forged to increase the economies of all nations involved. Now all that there was left to do was to wait for the arrival of the delegates. Charles was to greet them at the gates as they entered the conference center. It was time, the first delegate was arriving!

Touching down at the San Palma International Airport, the official jet of the Secretary-General of the Imperial League of Nations, Lorenzo Tattaglia, arrived on the tarmac, its engines powering down as it approached one of many terminals. On-board, both Tattaglia and San Monteriani Prime Minister Christina S'Forza were readied for the conference between the ILN and TAR, the Allied Republics. Despite having entirely separate roles - one has head of government of the ILN and of San Monteriano respectively, the two had taken a joint flight together from San Monteriano, where the two had been engaged in a meeting to discuss regional matters.

The jet came to a halt, an extendable passenger tube reaching out to the jet and connecting with its bulkhead door, sealing itself to the plane. The door was opened by staff and the two exited, moving through a cleared section of the airport's lobby to separate vehicles which headed in the direct towards Château Belmont, the ILN Headquarters.

Twenty-three minutes later, the motorcade of black sedans approached the chateau's facade, pulling up outside of the main entrance, greeted by keen reporters and journalists being held back by security. S'Forza was first to exit the car, taking brief photo opportunities by smiling and waving for the reporters and journalists before being escorted inside for the conference by ushers and her own four-man security team, entering the large hall. "Ah, Madam S'Forza, welcome to the Château Belmont, this way, please." A waiting attendant said in a polite and formal tone, directing Christina and her entourage into the Conference Center.

Minutes later, Tattaglia exited the second vehicle, adjusting his tie before smiling and waving at the baying reporters before entering the chateau, directed into the Conference Center by the same attendant. Flanked by three bodyguards and two aides, Tattaglia made his way over Motaz in the center, smiling at his Foreign Secretary, "Charles, I am impressed with...all this. Hopefully, so will our delegates from the TAR, too." He praised, looking around the room in awe. "And how much of the budget will this cost us?" He joked coyly, a smirk on his face.

Emperor Vylkin Dralien I of the Constitutional Empire of Osthia arrived in San Palmo via his Royal Jet and drove to the Chateau alongside three Imperial Guardsmen and five Diplomatic Assistants. This was the first time that an inter-regional summit had been called in the history of the Imperial League of Nations, and Vylkin was glad to be a part of it. Back home, his wife, Empress Eugenia D'Medici Dralien of Osthia and Grand Duchess of San Monteriano, was caring for their baby girl, the Crown Princess Serafina Alexandra Dralien. A picture of the three of them hung around his neck in a locket which he smiled at. It had taken the photographer twenty minutes to get Serafina to smile for the picture.
"Your Majesty, we are at the Chateau Belmont." "Thank you Sergei," the young emperor thanked his driver. As the Osthian delegation exited the vehicle and headed into the Chateau itself, he wondered at how this summit would transpire, with a Dralien caution towards summits. Such caution had been seemingly hereditary since the assassination of Emperor Christofer I, or Emperor Christofer the Humane, at his own peace conference. But Vylkin shoved his paranoia aside. The summit was in friendly territory, and this was merely to talk about a potential relationship with the other region.

The Allied Republics Secretary of Defense private jet touches down. Upon arrival the secretary had several guarded vehicles waiting to take him to the conference. On the way he reads several files to bring himself up to speed.

Prince-Consort Clemet Vermillion IV, Duke of Nanclin, sat leisurely in his private car as it clacked roaringly along the Apocryphite countryside. Though his train was making good time, he squirmed impatiently in his seat; surviving years in various positions in the ILN government, he's grown a disquieting propensity for social occasions. Brushing off his court regalia, he conversed on trite topics with the other Wyethian Dignitaries as the train screeched to a halt in the central station in San Palma.

Making the quick journey by car to Chateaux Belmont as his menagerie shuffled off to the Wyethian Embassy, Clement wondered if his outfits would be properly attended to till his return later that evening. His pomposity has grown steadily since marrying the heir to the throne, and his attention to oppressive decorum had scoffishly increased with it.

As the Royce strolled up to Belmont, he exited the car with a dalliance picular to him. He greeted his longtime cohort, Charles Motaz, with a hearty shake and marshalled off his troupe into the scantum of ILN Administration so often frequented by him as both the former Foreign Affairs and current Internal Affairs Secretary. He respectfully greeted other delegates, both old and new acquaintances, as they walked in the Chamber doors.

Sultan Selim IV of Hakim, his son Osman II and The Rt. Honorable Seham Harim of the League Council all arrived by private jet and landed on the runway in San Palma just behind the San Monteriani delegates. The Sultan was happy to finally be attending summit and to hopefully erase some of the xenophobic ideas from the other nations. Osman was used to following his father around. His father made him do this for two reasons; one was that Selim did not want Osman to end up like his father Suleiman and two; Selim wanted Osman to continue the era of prosperity when it came his time to reign. Councillor Seham Harim was also excited for the event, because it gave him a chance to interact with some of the nations he wrote legislation for, as well as get to know the other region he may write a treaty with.

At the terminal, the delegates were rushed to the convoy escorted by the Sultan’s Janissaries, the top counter-terrorism and protection unit in the Hakimite military. There were twenty of these elite soldiers on duty for the duration of the summit; eight guarding each of the royals and four guarding the League Councillor. In addition to those three officials, Colonel Orhan Jamael, Commanding Officer of the 1st Gurkha Regiment and Martin Trudeau, Nazir of Foreign Affairs, had also already been in San Palma prior to the summit, so they were waiting at the entrance to Chateau Bélmont.

When the Sultan and his party arrived, the five shook hands and proceeded up the stairs tot eh grand entrance. Osman and Harim were both stopped and asked questions by ancious reporters, but the Sultan, Colonel and Nazir all proceeded through and greeted Charles Motaz. “Monsieur Secretary,” Trudeau spoke, switching to Motaz’ native French, “Vous savez comment lancer un grand parti, j’espère que nos nouveaux amis l'apprécient aussi.” Selim listened, and then agreed with Trudeau and waited to see if Motaz had anything further to say.

Secretary Motaz waited as he greeted all of the arriving delegates. He eyed his old friend, Secretary-General Tattaglia. He shook his good friend's hand, and said:

"Oh don't worry, I pulled the cost from this out of the 'Unforseen Expenditure' pile." Charles joked.

Next came Emperor Vylkin. He was happy to see the emperor, as Osthia was an influential member of the ILN. Then Charles was graced with the acquaintance of new friends from TAR. Next came Prince Vermillion, an old friend. He greeted the Prince warmly, delighted to see him again. Last came the Sultan of Hakim-Mu'akhkhir and his son, the Hakimite League Councillor. Charles was happy to finally meet the Sultan, as such a meeting had been long delayed. Taken aback slightly by the Sultan's fluent French, Charles paused before saying:

"Oh pourquoi je vous remercie, Votre Majesté. Je prie nos nouveaux amis faire aussi bien. Votre français est splendide, je pourrais ajouter. Comment foires du Sultanat?"

The Palatine jet was the next to touch down, just following the Hakimite aircraft. Dieterich himself was aboard the aircraft, keen to follow in his Foreign Affairs Minister's advice and reach out a hand across not only the ILN but to other regions too. As the door of the jet opened, two troopers from Grey's Scouts made their way out, dressed in their ceremonial uniform, and awaited at the foot of the steps. Behind them came a further four soldiers from the Palatine Light Infantry, also in their ceremonial uniforms, and formed a line towards the motorcade. Dieterich and his aides were the last out. They strode confidently passed the soldiers and into the awaiting car.

Upon arrival at Chateau Belmont, the delegation began to mingle with the assembled guests. At first, they spoke to those they knew best, those delegates from the ILN. Though Dieterich would have preferred to continue chatting to his fellow politicians, he was interrupted by one of his aides who held an open dossier in front of him. "Sir, this is the main part of the report that you asked for from the Ministry of Foreign Affairs. It outlines the stance that they recommend we take, in line with current regional and domestic policies too."

"Good." replied Dieterich, "I believe this will be a most profitable conference."

Chateau Belmont was only an hours drive from Erion, the Federated Monarchic States' capital. Constantine VI, formally Secretary-General of the League, was heading to the conference by motorcade convoy. The High King had been pre-occupied over recent months with ethics violations relating to his Minister of Trade, preventing him from traveling to prior international conferences. Nearing the Chateau, Constantine quickly signed several papers that required his attention and, as the chauffeur opened the car door, proceeded up the pathway to the Foyer. Not before giving a small gesture of acknowledgement to the worlds press, eager for the latest scoop.

"It's good to be back at the Chateau", he said to a member of the Belmont staff he recognized from his prior term in office.
"Good, to be back in the lions den".

As he spoke, an aide pointed out various guests to the High King and he, despite hating 'small talk', went about ingratiating himself with the crowds.
