The Kingdom of Hedmark is a tiny, pleasant nation, renowned for its compulsory military service. Its hard-nosed, hard-working, intelligent population of 7 million are highly moralistic and fiercely conservative, in the sense that they tend to believe most things should be outlawed. People who have good jobs and work quietly at them are lauded; others are viewed with suspicion.

The large, moralistic government juggles the competing demands of Law & Order, Healthcare, and Education. The average income tax rate is 22%. A large private sector is led by the Uranium Mining industry, followed by Book Publishing and Pizza Delivery.

Voting is voluntary, a well-funded social safety net protects the unfortunate, and the right to free speech is being drastically curtailed. Crime -- especially youth-related -- is relatively low, thanks to the all-pervasive police force. Hedmark's national animal is the Golden Eagle, and its currency is the Hedmark Krona.

Hedmark is ranked 75,419th in the world for Most Corrupt Governments, scoring 3 on the Mugabe Relativity Rating.

Founding

The founding of the Kingdom of Hedmark originally began in 1908 when disgruntled citizens had left their countries to escape oppressive laws, debts or general anger at the government. Upon leaving their home country, which is speculated by modern historians, they went off through the Atlantic Ocean and eventually found unclaimed territory in The Pacific. Settling upon their new island the settlers named it Hedmark and established a Monarchy much like their homeland's, but instead gave the Monarch more power instead of less.

The Foreign War

However the settler's happiness was soon ended in 1909, when foreign settlers had come to the island for settlement. The situation turned violent as the foreigners claimed the land and declared the settlers criminals and would be sent to prison. This started a war known as "The Foreign War" due to being started by foreigners. The citizens of the Kingdom of Hedmark had no official military, and were only able to set up a weak militia. However the situation was greatly in Hedmark's favor, as the citizens used the land to their advantage and other tactics known as Guerrilla Warfare. In late 1909 the Kingdom of Hedmark was occupied by the foreign settlers.

In early 1910, rapid fear of foreigners in general began to spread and the urge to become isolationist. This fear caused the Kingdom to revolt almost entirely, overwhelming the foreign settlers. Further research by modern historians have found out the foreigners were not government-endorsed to explore new lands, and it is unknown why they were.

Aftermath

The aftermath of The Foreign War left the Kingdom of Hedmark extremely suspicious towards foreigners, destroyed local infrastructure and burned crops. An immediate act declared by the King of Hedmark was the creation of the Royal Armed of Hedmark, to ensure defense against any threat.

Rebuilding

In late 1910, the Royal Armed Forces were severely under-equipped, but xenophobia prevented national arms deals. This caused them to use older weapons, that were rarely past the year 1900 in the date of manufacturing. This caused the army to develop an aggressive stance towards combat, emphasizing damage against the enemy. As of such, the army began to issue high caliber weapons, not even taking note of the recoil that the caliber had. All rifles cartridges had a bullet with a bare minimum of 7mm in diameter.

In 1973, government inspectors who were investigating a mine discovered uranium. The mine was subsequently shut down, but the mining corporation was payed for their trouble. The mine was taken over the government, using the uranium for research.

Climate

The Southern and Western parts of Hedmark experience more precipitation and have more mild, but not mild winters than the rest. The Southern parts are the warmest, but are not even considered mild.

Because of Hedmark's high latitude, there are some differences in daylight. During Summer, most of Spring and some of Fall, due to being near the arctics the sun is almost always seen on the horizon. While during most of Fall, Winter and some of Spring daylight is either a couple hours or none at all.

The warmest months in Hedmark average at 12 to 15° C, while the coldest average at -13 to -14° C. The record for the warmest month is 30° C, while the coldest month is -48° C.

Environment

Hedmark has stunning and sometimes dramatic scenery found throughout its land. The northern coasts are virtually untouched and are the most visually impressive.

Terrain

The terrain of Hedmark is mostly high plateaus and rugged mountains broken by fertile valleys and scattered plains. Frozen ground can be found year-long on top of high mountains, due to the high latitude some glaciers can be found within Hedmark too.

Gun Politics

Gun Politics are relatively non-existent in the Kingdom of Hedmark. In order to purchase a firearm you must be 21, and the gun, serial number and your name with contact information will be stored in a government database. It is an extremely simple procedure, and illegal firearms are nearly non-existent.


Parliament

Parliament


The Parliament of is the supreme legislature of Hedmark, right under the King himself. The unicameral parliament has 100 members members, and is elected every three years based on party-list proportional representation. The assembly is led by a President and three vice presidents who are elected every year.

The Parliament was established in TBD and is located within the capital of Hedmark.


Procedure

The legislative procedure goes through five stages. First, a bill is introduced to the Parliament either by a member of the government or by a private party. The Parliament will then study the bill and is subjected to detailed consideration. The first reading takes place when the Parliament debates and then votes. If the bill is turned down, the procedure ends. If approved, a second reading takes place at least three days later after the first reading and a new vote is taken. If it is successful it is submitted to the King for royal assent, if it is turned down the procedure ends. If it is turned down the second time another reading will take place at least three days later, and amendments are made, after this reading there is another vote. If it is turned down it is dismissed, if it is approved it is submitted to the King for royal assent.

Royal Assent

Once the bill has reached the King, the bill must be signed by the Monarch and countersigned by the Prime Minister. The Monarch has the right to not sign the bill, thus it never passes, but this has never been done yet. The bill is put into effect by the date stated on the bill or decided by the Parliament.

Elections

Hedmark elects its legislature on a national level. The parliament has 100 members elected for three year terms. Hedmark has a multi-party system, with numerous parties in which no one party often has a chance of gaining power alone and most often have to work together. Elections are held every three years, divided into two elections every one and a half years alternating between the Parliament and local elections.

All citizens who are 21 years or older, are allowed to vote. Foreigners are not allowed to vote. The Royal family are allowed to vote, but traditionally they do not do so.

Hedmark asserts sovereign rights over all natural resources in its borders, unless they are privately owned. Hedmark also has all mineral rights under 2 Meters of soil, however doesn't prevent construction.

Hedmark's largest industry is Uranium mining, and has been a big part of the Hedmark economy for quite some time and is dominated by state ownership. Uranium trade is restricted and is limited, this is to prevent a rapid rise in nuclear armed states. Thus the Uranium sold is only use-able for power, which is U-238, because it is a component in nuclear weapons but is not a core component.

Even though Hedmark has a unemployment rate of 16.69%, it has a very good and stable economy, with a good welfare and healthcare system in place.

Training

Basic Training

Basic Combat Training is a ten week training period that teaches basic skills for service in the Army.

Phase I

During Phase I all of the recruits' actions are monitored and constantly corrected by Instructors. Punishment can be assigned for the slightest mistake, even if miniscule. This is to develope attention to detail.

Week 1 begins with the recruits meeting their Instructors who will be responsible for their training. Recruits are divided into Platoons, which are apart of a Company which inhabits the base they are stationed at. Recruits take part in exercises that emphasise teamwork. They also learn correct procedures for marching and body movement.

Week 2 is where recruits begin unarmed combat training, also known as hand-to-hand combat. The training finalizes in a competition where each platoon chooses one recruit to compete. Recruits are also instructed in map reading and land navigation. Recruits will also partake in physical challenges, such as climbing extreme heights. They are also given First-Aid training.

Week 3 is where recruits are trained in person-carrying methods and physical problem-solving. Recruits are also given standard-issue weapons, but do not actually fire it yet. Recruits learn how to maintain their rifle and to become familiar with it.

Phase II

Week 4 is where recruits actually fire weapons in this phase. With the Mandalorian Assault Rifle, they will fire at various targets and various distances. Recruits will also learn to use grenades and non-standard weapons such as emplaced machine guns.

Week 5 involves recruits further familiarizing themselves with non-standard weapons. This time it involves rocket launchers and heavy weapons. Recruits will also undertake a obstacle course as well as intense physical training.

Phase III

Week 6 is one of the final parts and most challenging of the trainign phases. During this phase there is a final physical test. Recruits will also partake in simulated night-time combat scnarios, where the Instructor will work against the recruits. Other Companies may partake forming a competition.

Week 7 ends in a final exercise. Instructors will take on a advisor role, while the Platoon Leaders act as Instructors. This is to exercise primary decision-making. The Platoon Leader must command the platoon to perform a series of exercises that vary greatly. Recruits must also show extreme aggression and fearlessness, but must use intelligence and common sense.



Uniforms

The standard uniform for the Army is referred to as the Army Combat Uniform, or ACU. It's color scheme is composed of the colors; Urban Gray 501, Desert Sand 500 and Foliage Green 502 in digital pattern. Currently the ACUs are flame resistant and are thermal to regulate body heat. They are currently made of a nylon and cotton mix, the exact percentage has not been disclosed.

The standard uniform costs about 153 Hedmark Krona each. They feature hook-and-loop fasteners on the pockets, or "velcro". The jacket includes hook-and-loop-backed attachments, to secure items such as name tapes, rank insignia and shoulder patches/tabs as well as recognition devices such as a flag patch and a infrared tab. NIR (Near Infra Red) technology is incorporated to help identify friendly personnel when night vision devices are used. The collar is worn up to fit with body armor, otherwise it is worn down. The front closure is zipped closed and reinforced with velcro, for use with body armor. There are tilted chest pockets, cuffs and elboy pad insert pockets also utilize hoop-and-loop. Skill badges are authorized for wear on the ACU, but the general rule is 5 at one time.

The ACU trouser is worn with a nylon web belt.

Typically the ACU is worn with a Combat Helmet, a atrol cap or a boonie hat. The patrol cap is straight-sided, flat-topped soft cap with a thick bill.

The ACU is worn with Urban Gray 501 Combat Boots with moisture resistant socks.

The Ar 7 is a selective-fire, gas operated 7.62x45mm assault rifle, developed for the Royal Hedmark Military. It is officially known as the Assault rifle 7.62mm. The entire family of the Ar 7 is sometimes called arsenic by combining ar and seven. The weapon owes many inspirations from the AK-47, which was recovered after a border skirmish. It is note-able for its durability and ease of use, however manufacturing costs remain average.

When the 7.62x45mm cartridge is fired, it produces significant wounding effects when it tumbles and fragments in tissue, but wounds are relatively minor when it exits the body before beginning to yaw.

The main advantage of the Ar 7 rifle is its simple design, and a design even more compact than the AK-47. The Ar 7 was based off of the AK-47, as of such it is easy to clean and maintain, with extreme reliability. Due to the arctic conditions, it is designed to be used by glove-wearing troops. Its clearances between moving parts allow it to endure large amounts of foreign objects such as snow without failing to cycle. Initial testing showed that this came at the cost of accuracy, however the increased range of the bullet helped elevate this problem. The average life of an Ar 7 rifle is predicted to be 30+ years depending on conditions.

The notched rear tangent iron sight is adjustable, and is calibrated in hundreds of meters. The front sight is adjustable for elevation. Unlike most assault rifles, the fire selector and safety are combined. When the fire selector is on safe, it acts as a dust cover for the charging handle.

The bore and chamber, as well as the gas piston and the interior of the gas cylinder were chromium-plated. This plating dramatically increases the life of the parts by resisting corrosion and wear. The construction of the magazine is very robust with reinforced feed lips, and allows the bolt to close when the magazine is empty.
