“Pipeline to connect Russia and Hi No Moto declared a Glorious Monument to the Fraternity of the two peoples!”

February 15th 2012

Following the heroism and terror of the Patriotic War of Last Autumn that affirmed the military might of the Slavic Race, our mighty Union has proved itself to be ingenious in matters of peace and economics as well! In honor of the unbreakable alliance between the Moton Empire and the Union of Sovereign Slavic Republics, Gazprom Corporation has named their newest pipeline, “Unity Line”. This great project has been started by the Gazprom corporation and is projected to be finished by Autumn of 2015.

The pipeline shall run down the Kamchatka Peninsula to cross the Kurile Islands and connect to the Moton Home Islands themselves! Magadan shall see the construction of two purpose built refineries that shall be fed directly from the Siberian Mineral Fields of the Russian Federation. The Trans-Siberian Rail Line shall serve to lead directly from this Refinery Complex, to Kiev; forging a physical link between our Union Capital and the Moton Empire.

Forward the Russo-Moton Alliance, forward the USSR!

New Prime Minister appointed!

November 15th 2011

Alyosha Velesovitch Perunikov (age 45) has recently been appointed Prime Minister of the Russian Union State by direct order of President Dmitri Siloviki. The young and energetic Perunikov has for the past two years been Supervisor of the Ural Federal District, appointing and managing the various governors and ensuring that the Urals prosperity. Rising GDP Per Capita in the Urals, and the rapid growth of cities in said region have been the direct results of the Supervisor's programs and decrees, marking him as a man who is wise beyond his years!

His elevation to the Prime Minister-ship comes to no surprise as he enjoys all around support within the Pochvennichestvo Movement and the remnants of the Russian Unity Party. This coupled with his brief military career (five years of service in the Strategic Submarine Branch of the Navy) makes Alyosha Velesovitch a well rounded man who surely shall do great things for the nation!

His appointment comes at a critical time, as our heroic soldiers force their way deep into the Persian Islamic Republic.

Forward for the Union!

Davies Sentenced
By Arnold Paltier

[London, Empire of Banjamos] John Davies, 22, was sentenced today in London, signaling the end of the monumental trial here in the Empire of Banjamos. After two weeks in deliberation, a jury found Davies guilty of all charges. His charges include: 52 counts of looting, 4 counts of purchasing a weapon with intent for malice, 17 counts of felony vandalism, 16 counts of grand larceny, 16 counts of aggravated assault and 3 counts of attempted murder, as well as 19 counts of hate crime.
Davies was involved in the infamous riots in London just a few months ago. Banjamo security forces quelled the riots, and notably, Royal Investigative Force paramilitaries gained control by use of lethal force against the rioters. The specially designed black armor of the Banjamo RIF has now become a sign of the power the Empire holds over those who rebel against it.
Davies, a young man incensed by what he called “the menace of Imperial Control” on his blog, joined the rioters on the streets of London when the riots broke out. He quickly found a niche looting and vandalizing stores that he claimed “were allied with the traitors.” When he was not looting or vandalizing, Davies decided to attack and attempt to kill many Banjamo Asians, as he believed that the “source of the problem was those [sic] Asians.” This is believed to be because the Empress is Asian as well.

In the sensational trial, Davies’ defense was decimated by the hours of video evidence and eyewitness testimony the prosecution held. Davies’ defense switched multiple times as well, finally landing on an insanity plea. He was deemed mentally fit by a court psychologist before his sentencing.
Davies was sentenced today to a combined 250 years, with at least 100 of those years without a chance for parole. This is essentially a life sentence for Davies, who cried silently as the judge read his sentencing. Of the charges, Davies received the maximum sentence for many, only receiving a light charge on 2 counts of looting and one count of vandalism.

“This is a score for the Banjamo courts, as well as a message to those who attempted to maim, loot, or otherwise harm others during the Banjamo riots,” Lead Prosecutor James Smith said, “We will find you, and you will be charged to the fullest extent of the law.
Davies and his counsel refused to comment.
The Empire now awaits the imminent appeal, tentatively set in December.

Amigard Launches First Shuttle

October 10, 2011

The first space shuttle ever to be launched by the Amigard government lifted off today at 0733hrs from its launch pad several miles outside of Karbala in the Iraq Diocese and ascended safely into orbit. The HES Archangel will spend two weeks in orbit performing upgrades, inventory and maintenance on the Theocracy’s current satellites which were inherited from the former Federation of Eurasia and include various communications and surveillance satellites. Officials at the Cathedral of St. Michael stated that the mission had been in the planning stage for nearly a year and was instigated by the Theocracy’s Department of Defense shortly after the borders of the Theocracy were stabilized and the government firmly established.

Currently the Theocracy maintains control over several satellites that had been obtained after Amigard forces secured satellite communications and monitoring centers in Karbala and modern day Amigard City, however none of the satellites had been placed in orbit by the Theocracy itself and the Department of Defense expressed great concern that the satellites were in need of maintenance.

The HES Archangel is the result of nearly a year’s worth of upgrades and reconstruction on a partially dismantled shuttle left behind by the Eurasian Federation in Karbala. The launch center and pad were also remnants of the old Federation and were quickly integrated into Amigard systems and renamed the St. Dominic Space Center.

The Theocracy’s meager space program falls under the jurisdiction of the Department of Defense and is considered grossly underfunded by many within the program. However, the program is receiving some supplement to its budget from private communications corporations that have contracted with the program to provide citizens with a variety of services including satellite TV and civilian GPS services which until now were mostly limited to the military in Amigard. The HES Archangel is expected to install several of these updates onto the existing satellites during its stay in orbit. Cathedral officials refused to elaborate on any other upgrades that the satellites are due to receive stating this was currently classified information due to national security reasons.

Nanjing City, Republic of Sinae

Earlier today, Sinaeans around the world celebrated the nation's 116th National Day. Large screens outside the Presidential Palace allowed thousands of people to watch the events happening on the grounds of the palace while hundreds of millions watched on TV and online. After the singing of the national anthem performed by girl band Secret Love, President Marino addressed the crowd and nation, including a commendation of the work ethic and morals of the average Sinaean "without which our nation could not be great." In attendance were all the major officials of the central government such as Premier Lo and his government, the Speaker of the National Assembly, the President of the Legislative Court, the Chief Justice of the Constitutional Court, the President of the Examination Court, and the President of the Auditing Court. Also present were the Dalai Lama of the Tibet Area and Nikolai Ungern the Mongolia Area, each representing their governments. The celebrations at the Presidential Palace also included cultural performances from groups and artists around the nation.

The annual military parade during the National Day celebrations were especially meaningful this year due to an overhead fly-by of the new F-16s, which have officially replaced the F-5 fleet this year. This comes after a string of military upgrades such as the Andreas-class phasing out the old Josse-class submarines, the début of indigenous unmanned aerial vehicles, retrofitting existing fighter jets, deployment of more advanced missiles, and the sea trials of the stealth corvette. The modernisation of the air force and navy is one of the major selling points struck by former President Damian Marino and former Premier Elizabeth Smith during the secretive talks about reuniting Sinae two years ago.

Over the weekend, hundreds of Sinaean communities abroad conducted their annual celebrations of National Day too. Festivities included parades, banquets, and cultural exhibitions that highlighted not only the accomplishments of Sinaeans and the diversity of the nation, but also the strong ties Sinaeans have with the international community.

Census shows increasing trend toward Catholicism in the Theocracy

Several months ago Amigard citizens found a census survey in their mail boxes in an attempt by Amigard officials at the Cathedral of St. Michael to accurately account for the nation’s population as well as economic, and cultural trends. The results of the survey were recently released and offered few surprises.

Most notable, however, was the significant increase in people claiming Roman Catholicism as their religious affiliation. While the sections dealing with religious and political opinions were not obligatory, the vast majority of Amigardians did complete the survey in full. Pre-census estimates placed the percentage of those living within the borders of the Theocracy and claiming to be Roman Catholic at around 66%. The current census has shown an increase in that number to around 70%.

While some of these numbers are the result of conversion it was shown that the vast majority of the increase was a result of the immigration of Catholics from around the world coupled with the emigration of non-Catholics. Among non-Catholics, followers of Islam were the most numerous to emigrate from the Theocracy to neighboring Arab nations.

Not surprisingly this also led to a decrease in the number of those claiming Arab decent and an increase of European decent, which now stand at approximately 55% and 40% respectively. Sociologists and statisticians predict that if the current trend continues the Theocracy will be more than 90% Catholic and a majority of its citizens will be of European decent by the end of the decade.

Zanarj, Afghanistan Devastated By Terrorist Attack

November 7, 2011
Written by Awrang Zwarzi

Kabul, FSCA -- Shock, terror, despair, and dread. Just some of the feelings that are being shared throughout the community of Zanarj, Afghanistan following a devastating attack in the center of the local market. Blood painted the walls and stained the clothes of the survivors of the horrific attack, which has undoubtedly scared this border town with a history of being a prime target for terrorist attacks.

At approximately 6 PM, the bomb went off in the center of a crowd of nearly fifty people. The gargantuan explosion immediately consumed them, killing nearly 47 immediately, and injured hundreds. After just hours of attempting to save the wounded, the local hospital and relief groups have reported that an additional twenty deaths have been confirmed, thirteen of which were children under the age of five.

A government-led investigation was immediately launched and almost instantaneously they identified who the culprits were. Through the use of field technology in the vans that the FIB operate, the bomb was traced back to a town in Eastern Iran that was once prominent for making illegal bombs for the local militia: Zabol. The Al-Swaleez clan has, since its foundation, based itself out of the Iranian town. Because of the town government's association with the Al-Swaleez, and the Al-Swaleez presence in the local government itself, the FIB almost unanimously blamed the Al-Swaleez family for the attacks.

No response from the Al-Swaleez family leaders have been heard yet, but they are expected soon. The attacks come at a tense time in FSCA-Swaleez relations as the extremist group has demanded that the FSCA let them base and train within Afghanistan, so as to launch attacks on approaching Russian forces as they steamroll throughout Iran. However, President Al-Shari has assured the people of the FSCA that the wars fought with the Al-Swaleez in the past to rid them from Afghanistan will not go to waste, and that he will remain steadfast in keeping the clan from returning. This statement has led the FIB to further believe that Al-Swaleez is behind the attack.

The lack of an official government response to the attacks has shocked most of Zanarj, prompting them to gather around the investigation site and demand retribution and war against the Iranian militants. Rumors have spread that Al-Shari himself will approve of a thirty day military action against the militant bases through the use of air attacks until official war must be declared by Congress, but these are both baseless and unconfirmed.

Mighty Arms Deal Re-Seals Slavic-Pashto Friendship!

The Union of Sovereign Slavic Republics has released limited information regarding a recent arms deal signed with the former Soviet Republic of Afghanistan. Ties with the only former Soviet State not to actively maintained friendly ties with Kiev have for the past few decades declined, but the arms deal and tentative free trade agreements speculated on promise to effectively reset relations.

Cloaked in secrecy the deal is for an unknown amount of weapons of assorted types, the USSR Ministry of Foreign Affairs confirming only that the sale includes small arms and armored vehicles.

Court Martial into Loss of FSS Audacity ends. Acting Commanding Officer decorated for his service.
1st October 2011

A Military court-martial into the loss of FSS Audacity during the Third Nevadan War has today returned a verdict against the senior surviving officer; Lieutenant Commander Jack Baker. The verdict was that the Lieutenant could not have done anything more to prevent the loss of the vessel, and indeed had served with distinction during what is generally being referred to as the Audacity Incident. A Court-Martial is standard procedure following the loss of an American Warship, and does presume any wrong-doing, and unlike most other Court-Martials, there is no negative effect on an officers career, unless of course they are found to have been derelict in their duties. Normally such a Court-Martial would be of the ships commanding officer, however both the CO and XO were killed during the attack, and Lieutenant Commander Baker was the ranking watch officer on duty at the time. Indeed Lieutenant Commander Baker requested the Court-Martial.

The Loss of the Audacity resulted in the deaths of twenty-six American Sailors and the injuries of many more, and resulted in the invasion of Louisiana to retaliate against the forces that had perpetrated the attack, and to protect New Orleans, and it was this action that brought the state into the union. The wreck of FSS Audacity, has become a designated war grave as a result of the several bodies that were not capable of being recovered due to internal damage, and sits where she went down in the Gulf of Mexico off the coast of Texas.

Following the end of the Court-Martial, Baker was awarded the Navy Distinguished Service Medal for his cool leadership under fire and for getting the vast majority of his crew to safety, by the Secretary of the Navy, and received a promotion to the rank of Commander. The Navy has also confirmed that Commander Baker has been given command of another Arleigh Burke Class Destroyer, Interceptor, as a result of his clear aptitude towards command. The Interceptor has since been assigned to partake in the continued operations off the coast of California.

Preparations for the World Cup Almost Complete
Published: November 26th, 2011; Hi No Moton National News

The massive outburst of joy had been going strong now ever since the President of FIFA announced that the Empire of Hi No Moto had successfully been awarded the prestigious position of being the host of World Cup V with news networks and papers constantly reminding the population that the World Cup was not far away and what it meant to the nation and the people and that this was a moment for the Hi No Moton people to show the world how far they had come in such a short amount of time. Networks and the Information Ministry of the Kempeitai began public campaigns to make the people aware of how they were expected to behave during the World Cup and also how different cultures would act in certain situations. Small businesses were given grants by the government to provide cuisine from these other cultures to try and make them feel a little more at home but emphasis was first and formerly placed on Hi No Moton culture and making sure that all visitors experienced it.

Minister of the Interior, Yuuto Takaki, earlier made a statement about security at the World Cup. “Security at the World Cup is of the utmost importance and our main focus, and in my opinion is more important than the actual football itself. We live in a dangerous world and with the rise of terrorism security is now even more important than it was before. All branches of the Hi No Moton Law Enforcement and other Emergency services will be on highest alert and elements of the Military will also be on station to provide security. I must stress that those visiting the Home Islands for the World Cup should not be alarmed at the security measures being implemented and that this is very much necessary to make sure these games are a success.”

After the Ministers press release a similar announcement was made by head of the Kempeitai, Colonel Daishi Saigo, who made claims about the need for strong security and also made an announcement that the Kempeitai will also be providing security, an announcement that will no doubt be met with controversy by foreign governments but one that is entirely necessary for the safety of all those in attendance.

Deal struck to base American military forces out of Qater.
21st November 2011

The Department of Defence confirmed today that a deal had been struck with the nation of Qatar allowing the Federal Armed Forces to operate out of Al Udeid Air Base, an installation basically maintained by the Qatar government, but with no permanent garrison force. The Federal Armed Forces are expected to operate the base as a forward deployable Air Base and a deployment center for any operations in the Middle East and South West Asian theatre. Although the deal has already been struck, personnel have been on the ground for some time working on getting the base up to standard under the assumption that the deal would be accepted, meaning that the Federal Air Force plans to begin deploying to the base as quickly as possible.

The Federal States’ interest in the region has been growing steadily since the siege of the American Embassy in Cairo in September and the deployment of American Military Personnel to bases on Foreign Soil were authorised by Congress at the beginning of last month, meaning that the experiment that began with an Air Base in Switzerland is now likely to result in more bases across the world in coming months as the Federal States deploys itself to counter any threat to American interests across the globe, which as last months events showed are more than capable of happening.

Amigard Teen Arrested for Offense Relating to Morals

Postby Amigard » Mon Nov 28, 2011 3:57 pm

Amigard City News Network

November 29, 2011

An Amigard teen by the name of Gregory Alexander was arrested late Friday evening in Amigard City for violation of a little known, and rarely charged, Diocesan Statute that deals with “offenses relating to moral conduct.” According to the warrantless arrest affidavit the young man was contacted by police officers after the department received a call regarding a suspicious person matching his description. Officers claim Alexander became agitated when confronted and was verbally abusive and non-cooperative.

Mr. Alexander was taken into custody and charged with failing to cooperate with law enforcement, which is a class 1 petty offense and is a separate and distinct charge from obstructing a peace officer, a class 3 misdemeanor. Alexander was also charged with disorderly conduct and wearing clothing that was deemed grossly immoral, both of which are misdemeanors, an allegation that the teen claims was the primary dispute between him and the investigating officers.

The Amigard City Police Department refused to comment on the incident until after a disposition has been reached by the courts. However, the warrantless arrest affidavit stated that the charges were based largely on the fact that the teen was engaging in conduct, and wearing clothing, that was causing alarm to other citizens, citing the fact that the initial call had come from a concerned citizen who was uncomfortable with the young man’s public behavior. The officer also stated in the affidavit that Alexander was charged with disorderly conduct as a result of dancing to music that was obscene and which could cause an immediate breech of peace, specifically citing the fact that lyrics in the song referenced sexual acts.

The case is noteworthy in that Gregory Alexander has expressed his intent to fight the charges and because it highlights a growing trend among the youth in Amigard toward various subcultures that some officials and citizens have expressed concern over given what they believe is the tendency of these subcultures to encourage anti-conformity and teenage rebellion, and which many claim are “anti-Christian” in nature.

The Amigard City News Network has recently obtained video footage taken of Mr. Alexander just prior to his contact with police. To see the video footage of Mr. Alexander follow this link*.

OOC: *Note: In Amigard a person attempting to view the video would be presented with a disclaimer stating that the material may be offensive to some viewers and would require proof that the person attempting to view the video is over the age of eighteen (this would generally be accomplished by the citizen providing their Selective Service Identification Number)

The president and officials of the Ministry of National Defence will meet this week to discuss transitioning the administration of Bavaria to the Kingdom of Holland. On October 17, the Sinaean government had announced that the administration of Baden-Württemberg would be handed over to Holland after a gradual withdrawal of peacekeeping forces over the course of eight weeks. At that time, the Sinaean government would re-evaluate the situation in Germany to assess the appropriateness of also handing over Bavaria.

The spokesperson from the Office of the President did not comment extensively on the talks between President Marino and Prime Minister Sedláček over the past several weeks regarding the prospects of the handover of Bavaria. However, he did say, "The Kingdom of Holland has provided a much-needed force of stability for the lands of the former Prussian Reich. Since September, the Ministry of Foreign Affairs has also monitored the development of the Federation of Lacoze and the signs of progress its government has made is noteworthy."

Recent polls asked whether Sinaeans felt that our peacekeeping efforts in southern Germany have been successful and an overwhelming 92% said "yes." When asked about the timetable for the withdrawal of Sinaean peacekeepers from Baden-Württemberg, 81% said that the pace was "just right," 10% said it was "too slow," 4% said it was "too fast," while the remaining 5% had "no opinion" on the matter.

OOC: So Metallica in Earth II is a New York band versus California [sorry folks but it is just this way]. Jason Newstead never left the band but Cliff Burton did die [RIP]. I left it this way because Metallica's music post-Cliff is still epic³ [I don't care what you say] and frankly Newstead was a great bassist and not having him makes Creeping Death [he did lead the "Die, Die, Die" chorus] kind of meh live. It's interesting to note that in Earth II, the Empire was extremely pissed off at Cotland when Cliff died, since he died in the Realm technically. We were mad bro. Yes Metallica is the national band of the Empire.

SOLSTICE CONCERT TO BE ON GOVERNORS ISLAND
By Maryanne Beauford

LAYARTEB CITY, NEW YORK — The annual Solstice concert on December 22, will be held on Governors Island, marking the first time, in Layartebian history, that such an event is being held on the island.

Just announced only minutes ago, the Solstice concert, which will feature Sevendust, the newcomer Five Finger Death Punch, and the greatest band of all time, Metallica, will take place only a few hundred feet from the Fortress of Comhghall, where the Emperor and the seat of Layartebian government rests.

The Solstice concert every year is a staple point of the Solstice festival, which is "Christmas" for the Layartebian Pagan Rite. Every year, celebrations mark the end of a year where worshippers of the moon goddess Luna can pay Her thanks and wish for good fortune for the coming new year. Since 1975, that celebration has included a concert, normally held in the vicinity of Layarteb City. Last year it was held in Giants Stadium in New Jersey.

Though crowds normally exceed 40,000 for this concert, because of the venue, security, and the available space, only 20,000 tickets have been sold for this year's concert but at the same rate as last year. This will mark the eighth year, in a row, that Metallica has played this concert and the twelfth year overall for the Empire's "national band."

When asked how he felt about this year's concert, Metallica front man, James Hetfield, said, "That is amazing man! I love it; I'm amped. The crowd is going to be good, a lot of energy. There are some great bands playing too. You know, Sevendust is a personal favorite of mine and I see a lot of hope in FFDP's future."

Sevendust front man Lajon Witherspoon had similar comments stating, "This is really special, and Sevendust is honored to be here this year. This'll be our third time playing but I can't see any that have been more special than this year will be for us."

Ivan Moody from Five Finger Death Punch, a relatively new band, often called "FFDP" was almost at a loss for words. "To play with Metallica and Sevendust is something I think I've been dreaming about since I was this high. I can't, Zoltan?" He quickly passed the microphone over to lead guitarist Zoltan Bathory who had few words to say but all of which were truly inspiration for the feeling. "I think I'm going to be more star struck than a teenage girl."

While we do not know yet if the Emperor will attend or be on Governors Island, this paper, and the entire Empire owes him a degree of thanks for approving this venue. It promises to be a monumental occasion. Parking will be available at the beginning of the causeway but fans will be required to walk across it and go through two security checkpoints. For a list of what is approved and what isn't approved, please see our website for a comprehensive list. Alcohol is permitted. Rock on Solstice!

Sir,

I have thought for some time regarding the nature of our new society and have come to several conclusions. It in undeniable that we have rejected Capitalism, the longtime tool of Western Imperialists and Tyrants. However we have also rejected Communism in favor of a quasi collectivist Pochvennichestvo movement. By your orders we have brought freedom and fraternity to all Slavic Republics, yet we have also alienated ourselves from the traditional unifier of the masses; I speak of course of religion.

The Orthodox Church has been exiled to Bahrain, the only non-Slavic territory to be held by our beloved Republic, but it is not finished. We must press on and destroy them, before the very institution that was partially responsible for the initial union of the Slavic Race contributes to a disastrous backslid into subjugation at the hands of the Scandinavian Foe!

Our people also need tending, for here in the Caucasus the recent war against Persia and the wealth carried back into the Motherland has led to a stagnation or even regression in the social sphere. Fathers squander new found capital reserves on all of the myriad pleasures of life, and children grow fat for lack of exorcize and work. It is my humble opinion that a great mobilization of the people into a completely new social structure be undertaken by the State, if only to motivate the passions that saw our foes vanquished and the Motherland brought only mere days from complete unification.

Your Loyal Comrade,

Ivan Illyich

The Phoenix Times

Two Carriers Sold to Federation of Lacoze
15th December 2011

The Federal States completed its sale today of two Nimitz-Class Aircraft Carriers to the Federation of Lacoze. The two 100,000 tonne Supercarriers, formally designated as Constitution and Constellation in American Service, have recently been replaced by two Gerald R Ford Class vessels. The Nimitz-Class vessels are still in good enough condition to last well into the foreseeable future and will no doubt provide the Federation’s Navy with a much needed tool of power projection. The two Carriers sailed into their new Homeport on the Polish Coast which had been overhauled to be able hold the two large vessels this morning and were met by senior Naval Officials and President of the Federation Nathan Yanai in person.

Relations between the Federal States and the Federation have been developing since the Federal States provided the Federation with a much needed fuel-supply during its early weeks which meant that the Federation could avoid being forced into an unholy marriage with the Russians without any other options, which also resulted in an American Airbase in Switzerland.

This military sale is seen as an advancement of FS-Federation relations and is only seen as a good thing by both governments. The Phoenix Times can confirm that the two Defence Departments are considering further sales.

Results of the 4th Bishops Council

January 7, 2012

The Council of Bishops met for the regularly scheduled meeting on January 2, 2012 and daily meetings continued for nearly a week, finally wrapping up late on the evening of January 6th. The nine members that currently make up the Council of Bishops suffered through long arduous days debating nearly every issue imaginable that faces the fledgling Theocracy from how to proceed with the newly attained Saudi territories to plans for economic growth. Council meetings began at eight o’clock every morning and usually lasted well into the night with one meeting reported to have gone on until two in the morning the next day.

The Council of Bishops meets regularly twice a year, although they may be called upon by the Cardinal at any time to discuss matters of importance to the State. At the start of the Council session the Cardinal will issue a State of the Theocracy address in which he advises the Council of the current political, economic, and social status of the Theocracy. The Council’s primary function, however, is advisory and meetings generally result in dozens of statements of opinion issued by the council to His Eminence, advising him of their positions regarding various policies and other topics. Often several statements of opinion will be issued on each topic as the Bishops will form “coalitions” with those that share similar opinions, and issue one statement for the coalition as opposed to each individual issuing a separate statement. The Council does maintain legislative powers as well, and the meetings serve to allow the Council of Bishops to enact legislation twice a year assuming the proposed legislations are approved by the Cardinal.

Numerous drafts of legislation were debated with only few new national laws actually being passed in the end. The most notable piece of legislation was a bill that granted Amigard citizenship to all those that were formerly citizens of the United Territories of Saudi Arabia, waiving any citizenship naturalization requirements, although former citizens of the UTSA are not exempted from the semi-compulsory military service requirement in order to enjoy the full benefits of citizenship, However service in the former UTSA military will be accepted.

Scribes present report that foreign policy was the most hotly debated issue throughout the entirety of the Council. Cardinal Steele continued to urge the council to reject the isolationist tendencies of the past and for the Theocracy to become more involved in global politics, while a small coalition led by Bishop Laythe of the Diocese of Syria strongly criticized the Cardinal’s new political outlook. Bishop Laythe was unable to garner enough votes to veto the Cardinal’s policy, however, with only two other Bishops, Yasin of Jordan and Hargis of Lebanon, in support of his opposition. Bishop Laythe in his official statement of opposition stated in part:

“…the Theocracy is playing with fire when it attempts to become engaged in the chaotic and tumultuous arena that is global politics. If we fail to proceed with caution we will get burned. We must work to establish an independent and self sufficient government, free of the immoral and decadent influences of this world. His Eminence’s policy will bring the wolves to our door step and we, the shepherds of the flock, will be hard pressed to protect our own if we are busy trying to protect others and police the world.”

In response, Cardinal Steele declared that ignoring the world’s problems will not make them go away, nor will they prevent them from finding their way to the Theocracy. His Eminence was adamant that Amigard must work to identify and eliminate threats to world peace quickly, before they have time to fester and gain power. The Cardinal pointed out that the terrorist organization, Al-Shams, was known to have originated outside of the Theocracy, yet intelligence sources indicate the organization has infiltrated Amigard borders and may have several sleeper cells in operation throughout Amigard. Cardinal Steele also placed a great deal of emphasis on reports that former President of the UTSA, Fawzi Hatem, was a member of the Children of God terrorist organization, and that his rise to power in Saudi Arabia went unchecked by Amigard as a result of the Theocracy’s insistence on a policy of isolation and ignorance regarding events outside of Amigard’s borders.

In the end, the majority of those of the Council of Bishops seemed to agree with His Eminence, and ultimately voiced their support for the Cardinal on the matter with the exception of King Yadin of Israel who abstained from voting or voicing an opinion one way or the other on the subject.

The Council of Bishops also voted to support the Cardinal’s plans to cement diplomatic relations with its neighbors including The Second Republic of Sinae , although they stopped short of supporting further relations with the Empire of Layarteb with most Bishops voicing their concern over becoming too friendly with a “pagan” nation. The Council refrained from issuing a statement of opposition to the Cardinal’s policy regarding the Empire of Layarteb but did issue a statement of opinion in which they cautioned His Eminence about becoming too friendly with the super power.

The Council of Bishops also weighed in on the issue of the Russian Union States with two opposing statements of opinion issued. In a statement drafted by Bishop Gibson of Iraq and supported by Bishop Ricker of Kuwait, Bishop Traver of Northern Saudi Arabia, and Bishop Rasheed of Eastern Saudi Arabia; Gibson urged Cardinal Steele to actively work to prevent the spread of the RUS and provide support to nations that oppose the massive nation. Bishop Gibson’s coalition expressed great concern in the militaristic tendencies of the RUS and its abhorrent treatment of civilians including the indiscriminate bombing of civilian targets during the RUS’ conflict in Persia, and the alleged use of chemical weapons on civilian and military targets. With Russian involvement in Turkey, Bishop Gibson warned that the day may soon be upon the Theocracy when it shares a border with the Russians, and could easily find itself on the receiving end of such atrocities as were delivered in Persia. Gibson stopped short of supporting military intervention, but urged economic, diplomatic, and intelligence support to any nation or group of people that resist the RUS either in an overt or more covert manner.

Bishop Laythe, on the other hand, supported by Bishop Yasin, while agreeing that the actions of the RUS have been despicable, does not warrant Amigard intervention. Bishop Laythe cited the fact that such intervention could easily bring the Theocracy into conflict with the Russians and could potentially result in greater loss of life, especially if the RUS were to engage in military operations against Amigard. Bishop Laythe stated that a war with the Russians would be devastating and could provoke even greater human rights violations as well as widespread death and destruction. Laythe pointed to Tabriz and northern Iran and expressed his concern that Amigard could have a similar fate in store if she provoked the wrath of the Russians through active support of Russia’s enemies.

It is unclear which side Cardinal Steele is likely to fall on, but many authorities at the Cathedral of Saint Michael admit that Cardinal Steele has expressed a great deal of concern over the RUS and that he has been monitoring the situation in Persia and Turkey closely.

As the Council of Bishops comes to an end, Cardinal Steele has invited the leaders of the Dioceses to dine with him at the Cathedral of Saint Michael in a banquet that will be held Saturday evening. The Bishops will then attend Mass at the Cathedral on Sunday prior to their return home to their respective posts.

Formation of the Tōhōkai

The people of the Hi No Moton Empire today woke up to two major changes to its political system with both it's Prime Minister and its ruling party replaced in a single day. The Former Prime Minister, Shigefumi Mori, today handed over his power and office to the Vice Prime Minister, Tago Akihiko, in a ceremony presided over by Emperor Koan who gave his required blessing to such a move. Having served his nation and people well, Shigefumi Mori was named immediately as Vice Prime Minister so as to keep his expertise within the government.

In his first political movement as Prime Minister, Tago Akihiko was quick to announce the dissolution of the ruling 'Imperial Rule Assistance Association' which had been formed by Shigefumi Mori during the formation of the Empire of Hi No Moto to slowly take over the ruling of the country in wake of the 'Onin War' alongisde the Emperor. In its place the new Prime Minister announce the formation of the Tōhōkai in a move he described as on that 'bring major stability to the Empire and ensure that its security and status would be assured for the future'.

As part of the Tōhōkai movement, the Kempeitai have been announcing major reforms in its organisation and membership as it takes on its new role as the police and armed wing of the government, becoming a completely different entity for it's origins as Military Police in the Imperial Army in it's effort to undertake operations separtately from the Imperial Army and also Navy.

Secret Conference Ends
By Dustin Sand
Published: August 8, 2011 | 11:00 [UTC-5]

LAYARTEB CITY, NEW YORK — In a startling and secret announcement by the Ministry of Commerce, a secret conference, held at an undisclosed location last week has concluded. The conference, which was called the "Conference on the Influence of Global Politics and Trade," took place from August 1 through August 5 and included businessmen and women, politicians, academics, and other influential individuals from around the world.

Though the full guest list has not been made public, the Ministry of Commerce has stated that in attendance from the Empire were the Emperor, Stacy Harding (CEO of Umbrella Corporation), John Patrick (CEO of Manchurian Global), Dr. Francis Xavier IV (President of the University of Layarteb at Layarteb City), the Minister of Foreign Affairs, James Rudolph (noted historian), Maxine West (noted historian), and Dr. Edmund Ralt (note economist). President Samuel Briddick of the New African Republic was also in attendance as were representatives from the Realm of Cotland and the Respublica Sinae.

The Ministry of Commerce did not state if any other nations or individuals were present or who had been invited to this conference. Further, the Ministry of Commerce did not state what was discussed but has issued this summary. "The Conference was a symposium for respected and intelligent individuals, men and women, from around the world to come and discuss a wide array of topics in a non-hostile and open environment. The Conference was a major success and those present were magnificent in ushering in a new era of global cooperation that has never before been seen."

No further details were given and those named as being present were neither seen at this conference nor have they offered any comments when contacted. The secrecy of this conference will certainly be cause for concern among conspiracy theorists and nations of the world such as the United Latin Republics, the Russian Federation, and the Hi No Moton Empire.

OOC: In response to Angels of Frenzy thread

Cathedral of St. Michael
Media Chamber
0900hrs December 28, 2011

The room was packed with the members of the press that had gathered around the podium positioned on a raised platform and flanked by the flag of Amigard. Bishop Gardner approached the podium dressed in his priestly garb and shuffled a stack of papers. A hush fell over the group as the television cameras focused on the aging bishop.

“Good morning” Gardner began solemnly and he was greeted by a soft mumble from the group as they returned his greeting. “I’m sure you are all aware of the event that took place yesterday in London in respect to the execution of a suspected terrorist at the hands of the Empire of Banjamos, as they have made no efforts to hide this event.”

“While His Eminence, Cardinal Steele, and the government of the Theocracy of Amigard do not condemn capital punishment in response to the most heinous of crimes or in response to significant threats to a nations security or well being, we do strongly condemn the means by which this punishment was carried out by the Empire of Banjamos. Not only does it appear that there was no due process in the conviction of this suspected terrorist, but the method of execution was barbaric and tantamount to torture in the eyes of the Theocracy.”

Bishop Gardner paused for a moment before continuing “Now understand that the Theocracy does not see itself as the moral police of the world, but we cannot stand by silently while a man is tortured and cut to pieces in such a despicable display. His Eminence calls all the leaders of the world to join him in condemning the barbaric action taken by the Empire of Banjamos in their dealing with this suspected terrorist. Make no mistake, the Theocracy strongly condemns terrorism in all its forms but to respond to the crime of terrorism in such a vile and violent manner makes us no better than the terrorists themselves.”

“The Theocracy can accept that this man’s crimes, along with the threat he posed to the Banjamos society, may have been worthy of the death penalty. But because there is no evidence that he was allowed due process we cannot even be somewhat assured that he was guilty in the first place. Even if he was guilty and sentenced to die, the use of torture was not only unnecessary but also worthy of condemnation.”

Having completed his statement Bishop Gardner allowed the press to ask questions. The first came from a young man near the front of the group. “Will the Theocracy be seeking any sanctions against the Empire of Banjamos in response to this event?” he asked.

Gardner shook his head “There are few sanctions that the Theocracy could put in place that were anything other than symbolic. Trade with the Empire of Banjamos is minimal already and the same applies to diplomatic contact. However the Theocracy would not be opposed to encouraging other nations to join in enacting sanctions if the Empire of Banjamos continues to participate in such displays in the future.”

“There has been talk of some form of European alliance that the Empire of Banjamos may be involved in” an older man called out “is there any truth to that, and if so how will the Theocracy respond?”

Bishop Gardner thought on this for a moment before replying “We believe there may be some discussion among several nations in Europe regarding a possible alliance and that the Empire of Banjamos may be involved. The only response the Theocracy would have to this is to caution the various nations of Europe, and throughout the world, in allying themselves with any nation that openly uses torture to achieve its goals.”

The bishop fielded a few more questions before politely excusing himself and leaving the podium amidst a flurry of last minute questions from the reporters.
"Saint Michael the Archangel, defend us in battle. Be our protection against the wickedness and snares of the Devil; may God rebuke him, we humbly pray; O prince of the heavenly host, by the power of God, thrust into hell Satan and all evil spirits who prowl throughout the world seeking the ruin of souls. OOC: Reaction to this.

The Empress Strikes back!
By Alfred Johnson, London Examiner

LONDON- Today, only hours after the Amigardians condemned the Empire of Banjamos for its execution of the Belgian Bomber with “means by which this punishment was carried out by the Empire of Banjamos,” the Banjamo Empress has retaliated with a terse and personal press release. In this release, the Empress states the reasons why the man was no longer entitled to many of the rights Banjamo and Banjamo Belgian subjects enjoy, as well as a thinly veiled warning. The Empress also said that rumors of an alliance were preposterous, and that there were no alliances “in place or planned, with the exception of the (Spanish) 4th Republic’s interactions with the Empire.”

The full release can be viewed below.
When I awoke this morning, I came upon a terrifyingly sad scene. The Amigardians were condemning us, calling for sanctions against us, and spreading rumors about a preposterous alliance. There are no alliances in place or planned; with the exception of the 4th Republic’s interactions with the Empire. Let me explain to you why I was so shocked and saddened by the swift and silly judgment the Amigardians shoved upon the Empire.

The Banjamo constitution, drawn up when the Empire came into existence, states that every man, woman, and child is allowed to have his or her natural rights: life, liberty, and property. The constitution is built around this, and the protection of such rights for each individual citizen. However, the constitution’s authors also knew the limits of such rights, and thoughtfully added some exceptions. One of these clauses, “On Treason,” states that if a citizen has perpetrated a capital crime against the Empire, his right to due process can be waived if there is such strong evidence to prove his crime, as well as either multiple eyewitnesses or recordings. This subject has no protection under the law, even from cruel and unusual punishment, which was waived by a violation of the Belgian Compromise of Banjamo Ascendency, which states that any that harms more than a hundred Banjamo subjects could face a loss of their protections. The Belgians, in an effort to protect themselves against any possible threats, wanted this clause included in the Compromise. Under the Brussels Treaties, he lost any chance of being treated as an enemy combatant, which he was not; as well as the protection of the Constitution, by perpetrating an act of Terrorism against the Empire of Banjamos and her Belgian subjects. Finally, under the Belgian Citizen’s Legion Immunity clause of the Compromise, he became legal to kill after killing four of their own. His executioners were all members of the 63rd Belgian Rifles, as well as part of the initial wave of volunteers for the Belgian Citizen’s Legion.

The Belgian Bomber knowingly waived his rights when he perpetrated an act of treason and terrorism when he attacked the Empire and her subjects. He should have fled, like his colleagues; who face a similar, but delayed, fate.

I myself promised this would happen, and I intend to follow my promises.

HNLMS Eversten has seen off of the coast of France this month

AMSTERDAM, HOLLAND

Just yesterday in a joint Executive-Ministry of Defense Press Conference, Prime Minister Květoslav Sedláček and his Minister of Defense Aard Sjaak announced that they planned on submitting an proposal to Parliament that would call for the Treasury to allocate an extra four hundred million marks to the Ministry of Defense so that they may continue along with the heavy expansion of Her Majesty's Royal Navy that was promised by the Prime Minister in his campaigning speeches.

A previous press release and conference held by Minister Sjaak as well as the Prime Minister and other Dutch military officials have only slightly indicated at what is exactly being planned in terms of expansion, however yesterday at the most recent one, the Prime Minister read directly from a Directive both the Secretary of the Navy and his Cabinet had approved for. The Directive is calling for the continued construction of more naval warships, specificially it calls for the construction of six more De Zeven Provinciën-class destroyers as well as four more Holland-class frigates all within the next decade and a half and the possible discussion with the Empire of Layarteb for the purchase of an aircraft carrier, however the latter part is pure rumor and subject to be denied. The Directive also, indirectly, hinted at the rather obvious huge increase in manpower for the Navy, however the Prime Minister denied this, saying rather more time and recruiting campaigns would be spent on the Dutch Federal Army, whom he announced plans to add an additional five divisions to it's ranks and the Marines an additional two in order to provide what he described as a "fluid and well trained staff that would be fully supported and equipped to man the newfound oversea's bases and serve the Kingdom to it's needs"

Almost five hours after the Prime Minister held this press conference, several anti-war and anti-imperialist rights activists took to the air on radio and television public talk shows, slamming the Prime Minister and his proposed and planned actions, calling them " fit for the 1800's" and "barbaric and unneeded". The Prime Minister came under fire last month from the same crowd when he ordered the deployment of a division to Iran in order to conduct military operations with the Russians in their invasion of Persia.

The Imperial Times

Jonathan Taylor, formally a mid-ranking civil servant, was executed (by means of Hanging) yesterday following his conviction last month for High Treason. Taylor, who was responsible for the arranging the sabotage of Imperial One last year which resulted in the deaths of dozens of Imperial Citizens and placing the then-Archduke in mortal danger, was found guilty at the High Court of Justice and did not appeal within the allotted timeframe following this conviction and indeed his lawyer indicated that he would not be seeking to appeal the conviction, despite the sentence of death handed down upon him by The Honourable Mr Justice Pierson KAE, the presiding High Court Judge. The Crown Prosecution Service was able to provide overwhelming evidence, in particular a wealth of intelligence gathered during a raid by members of the Metropolitan Police Service, to prove Mr Taylor’s complicity in both the planning and the execution of the plot that sought to topple Walker Von Karin’s government.

The Execution Warrant was signed by His Majesty The King this morning and the sentence was carried out at sunset at HM Prison Crystal Peak. Mr Taylor is the only member of the conspiracy who has been sentenced to death over the plot, with all other convicted members being sentenced to life imprisonment without the possibility of parole as a result of the seriousness of their crime. Speaking at the Fortress last night the King said that he hoped that this execution of the traitorous mastermind would finally put an end to this shameful chapter of modern Imperial history and that it will be the last execution for treason in the Empire for a very long time.

This Execution is the first sanctioned execution by the Apilonian Empire since its rebirth.

Gregory Alexander Trial Ends

February 01, 2012

The trial for the Amigardian teen arrested in late November on various charges ranging from disorderly conduct to wearing clothing deemed to be grossly immoral came to a conclusion late Monday afternoon on January 30, 2012. Alexander was found guilty on some charges, but the Accusers Office was unable to make every charge stick.

In the end the judges found Alexander guilty by a unanimous vote on the charge of failing to cooperate with a law enforcement officer, and guilty by a vote of two to one on the charge of disorderly conduct. Alexander was found not guilty by unanimous vote on the charge of wearing clothes deemed to be grossly immoral.

The judges were given an opportunity to explain their findings to the judge prior to sentencing. The judges had little to say regarding the charge of failing to cooperate with a law enforcement officer, only saying that the youths behavior and verbal tirade toward the officer obviously fit the definition of the statute. The judges explained that the genre of music was not at issue, nor was the fact that Mr. Alexander was dancing in public even if the form of dance might be deemed strange by some. What struck the judges as disorderly were the lyrics of the music (or rather one particular lyric) and the gestures made by the youth that referenced sexual acts which were seen as offensive.

According to the judges the location of the incident had a lot to do with their finding toward a guilty verdict on the charge of disorderly conduct. Such behavior may be acceptable in certain circumstances or locations, but a public place subjected to the possibility of the presence of children is not an appropriate venue for that kind of language or display. Moreover people have the right not to be subjected to such displays in public areas where a reasonable person would not expect such gestures and/or language to occur.

Judge Renley, having cast the nay vote, dissented stating there was no evidence, in his opinion, that the gesture or display caused an immediate breach of peace and that while the form of dancing that the youth engaged in and the lyrics of the music may not be considered appropriate in the eyes of some people, it was not criminal. Judges Matthews and Basir both agreed that the fact that a person or persons felt compelled to contact the police in order to abate the behavior was evidence enough that a breach of peace had occurred.

All of the judges agreed that Alexander’s clothing was not grossly immoral though they seemed to have difficulty in describing what would constitute grossly immoral dress. When asked to describe what he would deem to be grossly immoral in terms of clothing Judge Renly simply stated “I know it when I see it.”

Inquisitor John Quain sentenced the young man to sixteen hours of community service and a total fine of $150. Alexander could have received up to twelve months in the local Parish Jail along with fines totaling up to $1,250 but Inquisitor Quain stated that he took into account the youths lack of any previous criminal record or run ins with the law. Mr. Alexander did receive a verbal lashing, however, from the Inquisitor who was particularly adamant that the young man fully cooperate with law enforcement in the future.

Referring to the charge of disorderly conduct, specifically the fact that the young man made a “course and obviously offensive utterance, gesture, or display in a public place and the utterance, gesture, or display tends to incite an immediate breach of the peace” Inquisitor Quain had this to say to Mr. Alexander:

“I understand you are young and you feel the need to dress differently and listen to music that some of us older people don’t always approve of. As a society we try to be open minded. This does not mean that you can go around engaging in such shameful behavior in public where you know that such behavior is likely to cause offense. You want to listen to music with that kind of language in it and make those kinds of gestures you best do it in the privacy of your own home young man! You don’t need to be doing that out in public where children may see it. I certainly wouldn’t want to, nor would I expect to, come across that kind of display on my way to work or on my way to dinner with my family.”

Mr. Alexander’s Advocate announced that his client does not intend to appeal the charges and will agree to pay the fines and complete the community service as ordered by the Inquisitor, although he did state that his client continues to disagree most adamantly with the charge of disorderly conduct and firmly believes that he was simply expressing himself in a non-violent manner and not directing the gesture at any particular person.

The seventeen year olds parents claim they grounded Gregory for a month shortly after they found out about the charges. At the time of trial Gregory had only recently been released from being grounded by his parents and says he looks forward to being allowed to hang out with his friends and play his Xbox again, after he completes his community service of course.

Theocracy of Amigard and Federation of Lacoze Sign Agreement

January 2012

Officials at the Cathedral of St. Michael have announced that a mutually beneficial trade agreement has been reached between the Theocracy of Amigard and the Federation of Lacoze allowing for decreased tariffs on imports. According to sources within the Ministry of Foreign Affairs Amigard diplomats have been in contact with Lacoze officials for some time now attempting to foster a more amicable relationship between the two countries.

The two nations have also agreed to some form of military support in which the two countries agree to house a number of each other’s aircraft at one or more of their air force bases. Cathedral officials have declined to go into further detail regarding this agreement and would not disclose how many aircraft are to be housed or their planned locations. However, officials did state that the agreement represented a significant step forward in the diplomatic relationship between Amigard and Lacoze and that any aircraft sent to Lacoze air force bases would readily assist the Federation in the event of any hostile and/or aggressive actions taken by other foreign powers.
