Note: The only persons permitted to post in this thread are the current or acting World Bowl Assembly President and the moderators and admins of the site acting in the line of their respective duties. Others are subject to such sanctions as may be determined by the World Bowl Assembly. No exceptions. Discussion belongs in the World Bowl discussion thread, not here.

This thread will be used solely for official announcements from the World Bowl Assembly President (currently Cassadaigua) or Vice President (currently Drawkland.)

World Bowl Constitution
Adopted August 14, 2009, Last Revised June 21, 2020

a) All nations that participated in World Bowl 6 OR 7 by posting a roster will be automatically admitted into the initial World Bowl Assembly. Afterwards, a nation will had to have participated in the previous two World Bowls.
b) Nations, excluding prior hosts, will be removed from the World Bowl Assembly after failure to participate (posting a roster at minimum) in two consecutive World Bowls.
c) Prior hosts of a World Bowl will be removed from the World Bowl Assembly after failure to participate (posting a roster at minimum) in three consecutive World Bowls.
d) Voting for a World Bowl host shall be restricted to be members of the WBA.
e) The World Bowl Assembly will have a President that will be the spokesperson for the competition during their tenure, which will last three World Bowl Cycles. Once the World Bowl Assembly is officially formed, nominations for the President can be made on this thread by WBA members. Any person receiving two nominations will be put in a vote. The winner of the vote is elected President, and the second place finisher shall serve as the vice-president. Only WBA members may vote.
f) Amendments to this document need to be requested by three WBA members within a span of two weeks. If so, it will go to a vote and must be passed by a 2/3rds majority.

Duties of the World Bowl Assembly President shall be:
-- Creation of World Bowl sign-up thread after a discussion with assembly members when the best timing for the next World Bowl should be.
-- Organizing votes for the World Bowl hosting, and then tabulating those votes.
-- In the event of tie in said vote, they will cast the tiebreaker vote if they had not previously voted, or remove their vote if they were one of the ones who did.
-- Organizing votes for rule changes or changes to this World Bowl Assembly document. Any desired change will need to be requested by three WBA members within a span of two weeks, if so, it will go to a vote. For it to become a change, it must pass via a 2/3rds majority.
-- Make efforts to uphold the integrity of the World Bowl if at any time it seen as though a participant is acting dishonorably.
-- Mediate any arguments or conflicts between participants during a World Bowl with the understanding that the host has final discretion over the running of it. However, if the problem is with the host then the President may step in for a resolution.
-- In the event that an elected World Bowl host is unable to complete the tournament, the President may, at their discretion, choose a replacement host or hold a vote to choose a replacement host.
-- In the event that the World Bowl Assembly Vice Presidency is vacant, the President may appoint a Vice President to serve the remainder of the term

Duties of the Vice-President:
-- The Vice-President shall be the person who finished second in the WBA presidential voting or the person appointed by the President in accordance with this document.
-- They will assume the role of President in the following situations:
a) The President has ceased-to-exist
b) The President has failed to respond to an issue raised over a span of two weeks (in regards to the issue raised).
c) At request of the President.

Constitutional Proposals

There are two proposals to amend the World Bowl Constitution now up for vote.

Proposal 1 (Bluth Corporation)

Be it resolved by the World Bowl Committee that:
  1. The words "The Baptism of Iron Tournament shall be operated" are to be stricken from Article I of the Baptism of Iron Amendment to the World Bowl Constitution and replaced with "At the discretion of the World Bowl President, and with the concurrence of the duly selected World Bowl host once such is named, a Baptism of Iron Tournament may be operated"
  2. Article II of the Baptism of Iron Amendment to the World Bowl Constitution is to be renumbered Article VI
  3. Article III of the Baptism of Iron Amendment to the World Bowl Constitution is to be renumbered Article VII
  4. The following text is to be added to the Baptism of Iron Amendment to the World Bowl Constitution and is to be inserted immediately after Article I of the Baptism of Iron Amendment to the World Bowl Constitution:
    • Article II: The World Bowl President shall, when he or she opens host bidding for the World Bowl, announce his or her determination of whether or not a Baptism of Iron may be held provided the other requirements listed in Article I above are met.
    • Article III: If the World Bowl President announces that a Baptism of Iron may be held, then host bidding and voting for the Baptism of Iron shall take place concurrently with host bidding and voting for the World Bowl.
    • Article IV: If the World Bowl President announces that a Baptism of Iron may be held, then the duly selected World Bowl host, once named, shall, upon acknowledging his or her selection as World Bowl Host, announce whether or not he or she consents to having a Baptism of Iron tournament should all other requirements listed in Article I above be met.
    • Article V: If there are no active host bids for the Baptism of Iron on the date initially set by the World Bowl President as the end of Baptism of Iron host bidding, or if all active host bids withdraw during host voting or the duly selected Baptism of Iron host withdraws after voting, a Baptism of Iron tournament shall not be held.
  5. This resolution shall not go into effect until after an election for World Bowl President and Vice-President shall have intervened, unless both the World Bowl President and World Bowl Vice-President serving at the time of this resolution's adoption individually and expressly agree to the modifications to the World Bowl President's duties introduced by this resolution.




Proposal 2 (Sarzonia)

A) The Baptism of Iron amendment adopted by The World Bowl Committee is hereby repealed, and the Baptism of Iron is hereby abolished.




Members of the World Bowl Committee should TG their votes to World Bowl by 2359 UTC on Friday, August 19 (that's 1859 US Central Daylight Time).

All members of the Committee may vote on both proposals.

These proposals conflict. Should both proposals pass, the one that receives the greater number of Yes votes, or if equal the greater margin of Yes votes minus No votes, shall be adopted.

Constitutional Proposals--Voting Results

Fourteen of the 19 members of the World Bowl Committee returned ballots. Thank you for your participation.

Proposal 1 (Bluth Corporation): 8 Yes, 3 No, 3 blank. PASS.

Proposal 2 (Sarzonia): 6 Yes, 7 No, 1 blank. FAIL.

The adopted amendment will be added to the text of the Constitution in this thread.

From this moment forward, the World Bowl Committee will be known as the World Bowl Assembly. Language in the Constitution will be altered accordingly.

Resolution: BoI Ranking Change

Proposal 1 (Karditan):
Proposed Alteration to the Baptism of Fire Amendment
Article VII of the Baptism of Fire Amendment, which currently reads:
"In the event a Baptism of Iron Tournament is not operated prior to a World Bowl,
new nations shall receive a ratings boost equivalent to the average ranking for a Baptism of Iron Tournament participant."
Shall be stricken and and will not be applied to any future Baptism of Iron tournaments.


Proposal 2 (Saintland):
Article VII of the Baptism of Iron Amendment shall be edited to read: "In the event a Baptism of Iron Tournament is not operated prior to a World Bowl, new nations shall receive a ratings boost equivalent to 50% of the ranking points that would be obtained for a perfect Baptism of Iron Tournament."

[That equals .75 ranking points]


Results:
1. Accept Proposal 1 - 2
2. Accept Proposal 2 - 6
3. Reject both Proposal 1 & 2 - 0

Resolution: Host Appointment Clause

Proposal 3 (Saintland):
The following text shall be added to the Duties of the World Bowl Association President: "In the event that an elected World Bowl or Baptism of Iron host is unable to complete the tournament, the President may, at their discretion, choose a replacement host or hold a vote to choose a replacement host."

To avoid conflicts, the following striken text will be removed from Article V: "If there are no active host bids for the Baptism of Iron on the date initially set by the World Bowl President as the end of Baptism of Iron host bidding, or if all active host bids withdraw during host voting or the duly selected Baptism of Iron host withdraws after voting, a Baptism of Iron tournament shall not be held."


Results:
1. Accept Proposal 3 - 7
2. Reject Proposal 3 - 1

Resolution: Abolition of the BoI

The Baptism of Iron is abolished. The Baptism of Iron Amendment, adopted July 30, 2010 and amended August 20, 2011, is hereby repealed.


Results:

1. Abolish the BoI - 3
2. Don't Abolish the BoI - 1
3. Abstain - 1

For the sake of posterity, here is the text that has been removed from the Constitution in accordance with the abolition of the BoI:

Baptism of Iron Amendment (adopted July 30, 2010; amended August 20, 2011)
Article I: At the discretion of the World Bowl President, and with the concurrence of the duly selected World Bowl host once such is named, a Baptism of Iron Tournament may be operated by a host voted in by the World Bowl Assembly in the event that sixteen (16) new master nations sign up for the tournament.
Article II: The World Bowl President shall, when he or she opens host bidding for the World Bowl, announce his or her determination of whether or not a Baptism of Iron may be held provided the other requirements listed in Article I above are met.
Article III: If the World Bowl President announces that a Baptism of Iron may be held, then host bidding and voting for the Baptism of Iron shall take place concurrently with host bidding and voting for the World Bowl.
Article IV: If the World Bowl President announces that a Baptism of Iron may be held, then the duly selected World Bowl host, once named, shall, upon acknowledging his or her selection as World Bowl Host, announce whether or not he or she consents to having a Baptism of Iron tournament should all other requirements listed in Article I above be met.
Article V: If there are no active host bids for the Baptism of Iron on the date initially set by the World Bowl President as the end of Baptism of Iron host bidding, or if all active host bids withdraw during host voting, a Baptism of Iron tournament shall not be held.
Article VI: The Baptism of Iron Tournament shall not be operated in the event fewer than 16 new master nations sign up for the tournament.
Article VII: In the event a Baptism of Iron Tournament is not operated prior to a World Bowl, new nations shall receive a ratings boost equivalent to 50% of the ranking points that would be obtained for a perfect Baptism of Iron Tournament (equal to 0.75 as of the current formula).

Of course, as we know, yesterday, Cassadaigua was elected President of the World Bowl, and Drawkland the Vice President.

This needed a 2/3s majority to pass. With five votes in favor, and three votes against, this did not get the required two/thirds majority. Therefore, it failed.
