Panama Canal

The Empire maintains full control over the Panama Canal with the Panama Canal Authority (PCA). The PCA is a government-regulated corporate alliance of which the Panamanian Canal Corporation owns 51% and many other corporations own the other 49%. Manchurian Global, for example, owns 4.5% of the PCA. In Earth II, the Panama Canal has four sets of locks, the fourth having been completed in 2001 and the third in 1989, before the Empire controlled Panama. Security is maintained by the Imperial Layartebian Defense Forces and the Empire allows merchant, civilian, and scientific vessels to transit the Panama Canal without hindrance. Military vessels are required to obtain clearance from the Ministry of Foreign Affairs (MoFA) prior to transit. A lead time of 5 days is recommended to allow for sufficient handling time for requests. The MoFA is required to know the vessel classes, their powerplants, their weapon systems, and their overall commanding officer in order to ensure speedy processing. All vessels are subject to inspection by the PCA and vessels that do not submit to an inspection cannot transit through the Panama Canal.

Suez Canal

The Suez Canal is wholly owned by Manchurian Global. Manchurian Global is a private corporation and is not under the authority of the Layartebian government. Manchurian Global assumed total control over the Panama Canal in May 2011 by purchasing it from the Suez Canal Company (SCC). Security is maintained by Manchurian Global's private military division. As a pledge to the SCC, all vessels from all nations are allowed to pass through the Suez Canal without prior notification to the Layartebian government. Authorization from the MoFA is not required. However, acts of sabotage against the Suez Canal is considered a violation of the Doctrine of Sovereignty. Because there are no locks, there is no limitation to length but there is limitations to both beam and draft.

Thai Canal

The Thai Canal is a construction project begun by the Empire in April 2010. The Thai Canal was opened for maritime traffic on March 1, 2013 and all support facilities were fully completed on January 5, 2015. The Thai Canal cuts through the Kra Isthmus in Thailand with a western opening at Marui Thap Put (8° 23' 5" N, 98° 39' 39" E) and an eastern opening at Khlong Chanak (9° 11' 9" N, 99° 22' 9" E). The administration headquarters is located in Surat Thani (9° 8' 7" N, 99° 19' 4" E). The Thai Canal was built to circumvent the Strait of Malacca and to provide the Empire with an unrestricted entrance into the South China Sea. It is navigable by all states and powers. The Treaty of Quang-sow guides the Empire's administration over the Thai Canal Zone.

Classification Levels

Diplomatic Communique

Standard: Standard classification is the normal level of encryption. It uses 512-bit RSA encryption methods and has several key ciphers that change unpredictably.
Confidential: Confidential classification uses 1024-bit RSA encryption and several key ciphers within them that change unpredictably to ensure that message traffic is not hacked or decoded. Access to said messages would require heavy cracking software and significant resources but it is not " uncrackable."
Secure: Secure communiques use 2048-bit RSA encryption and multiple key ciphers within it to ensure that cracking it would take such a significant amount of time to accomplish that, should it be done, the message's usefulness would have already expired. Though anything is crackable, because of the methods employed, this level is often considered " uncrackable" by current capabilities. To ensure revolving protecting, ciphers and encryption algorithms will change unpredictably. This level is sufficient until 2030.
Encrypted: Encrypted classification uses 3072-bit RSA encryption and multiple key ciphers that change unpredictably. It can provide protection past 2030.
Maximum: Maximum classification is the highest level of classification available. It uses 15360-bit RSA encryption and multiple key ciphers that change unpredictably. It was previously experimental but now is recognized as maximum.

Document Classification

Unclassified: Though not technically a classification level, the label Unclassified is used on documents to refer to those that have been made available for public, free access.
Public Trust: This is a unique level of classification, which is not necessarily a level of security clearance but it is a restriction to certain documentation. It is used to denote sensitive information, which can be disseminated to certain government officials and individuals outside of the government but which is not available for general, public release. A background check is required to obtain this designation.
Confidential: This is the lowest classification level and it is used to denote information, which could damage national security if disclosed without authorization. This information can be shared with foreign governments and intelligence agencies.
Secret: This denotes a higher level of clearance than Confidential to distinguish information that would cause serious or major damage to national security should it be released without authorization. Information at this level of secrecy can be shared with October Alliance members freely but not to other governments without prior authorization.
Top Secret: This is the third-highest of the five levels of classification and it denotes information that would cause irreparable damage to national security should it be released without prior authorization. Information classified to this level can be shared to October Alliance members but not without review.
Core Secret: This level denotes the second-highest level of classification and it is used to distinguish between information classified as Top Secret but can be shared with October Alliance members and information that is not, which receives this designation. No two documents classified to this level are identical and each is tracked via serial numbering. This is done to prevent and identify leakers.
State Secret: This is the highest level of classification and only select, government and military officials receive this level of clearance. Information classified to this level like that of the Core Secret level cannot be disseminated to anyone, including October Alliance members. It denotes information so sensitive that it would directly jeopardize the national security of the Empire of Layarteb to a point whereby damage would not only be irreparable but cause massive shockwaves throughout the world. At any given time, less than ten individuals within the Layartebian government possess this level of secrecy on a particular matter. Individuals authorized for this level of secrecy are evaluated on a case-by-case basis so that not all individuals at this level of classification have access to all materials classified to this level. Nothing classified to this level exists in electronic databases or on computers. All documents exist in a hard copy only. Up to ten copies may exist, each of which is identified by serial number and each of which contains unique information to differentiate it between all other copies.

In addition, ATC is a leading manufacturer of both nuclear reactor technology and satellites. The company is rumored to be involved with working on cryogenic suspension technology for long-term space exploration and in developing nuclear reactors for long-range space vehicles.

ATC also has a private military contracting division that is based in the Democratic Republic of the Congo. The entire PMC division numbers approximately 5,500 personnel and it includes at least 500 contractors.

The Layartebian Defense Corporation was created following the establishment of the Empire. Under an executive order, all independent defense contractors were merged into a single, government-enforced monopoly. Notable companies that merged into the LDC were Heckler & Koch: Layarteb, Colt, Bushmaster, Springfield Armory, Grumman, Northrup, Boeing, General Dynamics, McDonnell Douglas, Rockwell, and Lockheed. The Layartebian Defense Corporation is the single arms manufacturer in the Empire of Layarteb with 51% of its shares being owned by the Layartebian government. Laws and regulations built into the LDC mandate that, at all times, the Layartebian government will retain 51% ownership of the corporation. As an enforced monopoly, it has no competition within the borders of the Empire.

Manchurian Global had been founded in the early 1910s as a construction and holdings firm. They built railroads and drilled for oil and cornered the market within a decade. By the 1930s, they were producing automobiles, airplanes, ships, and building bridges and highways. By the 1950s, they had sold off their manufacturing sectors and gained a massive profit, which they reinvested into further construction. By the end of the 1970s, Manchurian Global was a multi-billion dollar company that oversaw divisions on every continent in practically every country in the world. They bought and sold textiles, built up entire cities, maintained the infrastructure of the Republic of Layarteb, and practically owned the shipping lanes in the North Atlantic Ocean. With the rise of the Empire, Manchurian Global found itself in hot water and went through a major restructuring. Most of the corruption that got them contracts with the Republic's government was weeded out and their board was practically crucified in front of the public in Times Square. They shifted around leadership and sought an entirely new business strategy, which was to embrace competition and develop. To them, the Empire's Conquests was their savior.

As the Empire trounced through the Western Hemisphere conquering everything and anything that it could, Manchurian Global reaped the benefits, reconstructing what the Imperial Layartebian Military destroyed. They expanded their influence throughout the October Alliance thanks to free trade and even moved into the United States of Brink, arguing the worlds' most economically friendly nation. After acquiring the Suez Canal in 2011, Manchurian Global saw record profits, becoming the first Layartebian corporation to top §1 trillion in revenue in 2013.

Umbrella has been a pioneer in the medical field, producing vaccines and researching diseases untouched by many of its competitors. Umbrella Corporation has been the leading developer of research into AIDS, cancer, and various other infectious diseases such as Ebola and Marbug. Umbrella Corporation put itself on the map in 1969 when it developed a much more powerful vaccine for smallpox, which was widely distributed throughout the world. It has currently produced more innovations in the pharmaceutical field than any company in history. Umbrella Corporation has become a leading manufacturer of pharmaceuticals and medical hardware. Recently, they began a cosmetics division, which has seen significant success in the markets of the world, especially in Europe, where many of its subsidiaries in this division are based. Umbrella has many research facilities throughout the world and is the prime source of drive for Raccoon City, which can be defined as a corporate city more than anything, although it is not above the laws set by the Empire. National holidays are enforced throughout the Empire of Layarteb and all government offices, schools, banks, and many businesses are closed in observance. Regular holidays see only government offices, banks, and schools closed. Fluid holidays change yearly whereas static holidays are the same day every year. Outside of these dates listed, there are many cultural, ethnic, and historical days celebrated throughout the Empire of Layarteb.

January 1: New Year's Day - New Year's Eve celebrations are a big part of Layartebian culture and the day after is considered a national holiday. In ancient times, this was done to wish all workers good fortune for the coming year.
July 4: Empire Day - Celebrates the end of the Second Layartebian Civil War in 1980 and the establishment of the Empire of Layarteb.
October 31: Independence Day - Celebrates the day the Layartebian people declared independence from the Dominion of Tnemrot in 1157.
December 1: Treaty Day - Celebrates the signing of the Treaty of Layarteb in 1215, ending the War of Independence and establishing the four tribes of Layarteb.
December 21 - 22: Winter Solstice - This is the biggest holiday of the Layartebian Pagan Rite.

Easter Sunday: Easter Sunday is a major holiday for the Roman Catholics of the Empire of Layarteb. Additionally, the following Monday is often included as a holiday as well as Good Friday.
Memorial Day: Memorial Day is celebrated on the final Monday of May. It is a day to celebrate all of the men who have died in the service of Layarteb.
Labor Day: Labor Day is celebrated on the first Monday of September. It is dedicated to all laborers.
Election Day: Election Day is held on the first Saturday of November. It is a time when Layartebians can vote for local leaders and other elected positions.
Veterans Day: Veterans Day is celebrated on September 18. It celebrates all veterans of the armed forces, both living and deceased in honor of Layarteb's victory over Garamound in 1812.
Thanksgiving: Thanksgiving is celebrated on the fourth Thursday of November. It is a day dedicated to the family.

Special Zones

Cultural Zones

A Special Cultural Zone (SCZ) is a specific area of the Empire designated as such by the Ministry of the Interior with the approval of the Emperor whereby many laws of the Empire are relaxed or removed altogether. This is to allow for a greater level of personal freedom to the citizens of the Empire and of the world. Restrictions into these SCZs are significantly reduced although movement from an SCZ to another part of the Empire or another part of the world is held to the same standard as the destination.

In an SCZ, recreational drug use and prostitution, for example, are legal. "Victimless crimes," so to speak, are not seen as crimes in these SCZs but major crimes, such as robbery, rape, assault, and murder, to name a few, remain illegal and punishable by law. SCZs are popular destinations for tourists and because of their reduced laws, they can create an issue with job requirements for drug use especially. Private companies can bring disciplinary action against employees who visit these SCZs if it is determined that continued illegal activity occurred after their departure from the SCZ. For law enforcement agencies, though drug use is legalized in SCZs, it remains forbidden and use in an SCZ will result in a 30 to 45 day suspension without pay, should drug use be detected and proved.

All visitors to SCZs must be eighteen years of age. The following are SCZs of the Empire:

Economic Zones

A Special Economic Zone (SEZ) is a specific area of the Empire designated as such by the Ministry of Commerce with the approval of the Emperor whereby many of the Empire's trade laws are relaxed. All trade in these zones is considered free trade and nations who do not have permission to trade with the Empire or who can do so on a restricted versus unrestricted basis, may trade freely in these SEZs without repercussion. Travel and visa limits in SEZs are relaxed only for nations who have achieved "Free Trade" status or higher.

In a SEZ, goods traveling through the SEZ to other destinations around the world are subject to less scrutiny however, goods entering the other parts of the Empire from an SEZ are subject to the same levels of scrutiny as anywhere else in the Empire. Trade from the Empire into an SEZ carries less scrutiny as well. However, any trade done concerning illegal goods or illegal services is forbidden. This is done to prevent SEZs from being stopover points for the black market.

Companies from the Empire trading in SEZs are subject to accountability audits to ensure that they are not skirting taxes and tariffs through abuse of an SEZ. The following are the Empire's SEZs:

The Yutani Corporation found its beginnings as the ‘Yutani Company for Medical Care’ during the late 1920s when the Hi No Moton Government began its forays into more exotic territories in Indo-China and Indonesia. The company began development for a widespread of tropical diseases that the expeditions would need when facing the hazards of the jungle. The company served in this role up until 1955 when Hi No Moto was invaded by the United Eastasian Republic whereupon the Company was suspended by the occupying Eastasian’s and much of its research taken back to China with little regard and no compensation for the company.

It was only during 1965 that the company was allowed to resurface by the occupying Eastasian Republic who had allowed the Hi No Moton people some sort of autonomy. The company was renamed as the ‘Yutani Corporation’ and branched out its services into the production and sale of pharmaceutical goods, medical hardware, ICT and later branching out into departments more in the public eye such as the distribution of foods and cosmetics. Yutani Corporation quickly became a household name throughout the Hi No Moton Home Islands and even began to have deals in Eastasian territory which marked a huge increase in the Corporation’s profits. Good news continued to come when the Yutani Corporation followed up with massive contracts in the Commonwealth of Hirgizstan by providing medical hardware to hospitals and also moved into the construction field by building many hospitals throughout the country.

It was during the early 70s however that Yutani Corp. made one of its greatest achievments; developing a vaccine for Poliomyelitis or as it is more commonly known, Polio. The vaccine was quickly used to eradicate the disease in areas such as the Americas, Europe, Oceania and the Far East whilst continued use of the vaccine was made in Africa where reported cases of the disease were still high, despite the development of the vaccine.

The Yutani Corporation quickly became known as the saviour of Africa as it did its best to combat the rampant disease throughout the country. The Corporation continued its work in Indonesia, South America and the Middle East aswell and it was soon known as a household name around the globe. Its increased status though had its drawbacks with many of its centres around the globe raided by criminal gangs and it pharmaceutical and food supplies stolen. With the Eastasian Republic and the Hi No Moton Nation unwilling to offer security for the Yutani Corporation, the board decided to form the ‘Yutani Security Service’, which became a private military contractor and soon became a familiar sight in many of the Corporations places of work.

In the year 2000 the fortunes of Yutani Corp. went from strength to strength as the Hi No Moton people threw of the chains of occupation and declared themselves free at last of the Eastasian Republics rule. Yutani Corp. supplied its compatriots with a cut price supply of large quantities of medical supplies, earning a large sum, whilst still providing the Eastasian’s with foods and medical goods, at much more extortionate prices. Yutani Corp continued its trend of playing both sides during the ‘Onin War’ when it supplied all sides of the civil war and saw its profits continuously boom. The formation of the Hi No Moton Empire brought Yutani Corp. much higher respect and it soon found itself as a formidable part of the Empire with considerable influence in it. It was during this time that Yutani Corp. was able to fully eradicate its second disease; Rinderpest, the viral disease that infected cattle and other ruminants.

At present Yutani Corp. continues to be a worldwide brand with medical research centres across the globe in places such as Khartoum in Africa, Delhi in India and Riyadh in Saudi Arabia. Recent criticism has been directed at Yutani Corp. for its perceived failure by many to combat disease across the world, especially in Africa and India, more decisively with many feeling that Yutani Corp. is purposely supplying limited amounts of medical care to these countries and withholding cures so that its business can continue almost indefinitely. Yutani Corp. has denied these claims repeatedly and said it is working with its research teams to find cures to disease daily and has provided massive amounts of care to those areas affected by humanitarian issues.

Yutani Corp. is heavily invested in the combatting of diseases and is considered by many to be the leading pioneer into development and research of cures and vaccines for Malaria, Lymphatic filariasis, Measles and Rubella. Yutani is also involved in projects that will increase cleaner water supplies in countries such as Sudan, Chad, Ghana and plans for this project to expand into Ethiopia in an attempt to fully eradicate the disease Dracunculiasis.
