Nations of the world,
It has been a long time indeed since the far-off days when free peoples could live their lives without fear. There was once a time when free states were considered to be the very epitome of civilisation, providing their citizens with the right to self-determination and self-government, alongside many civil liberties that other nations' citizens went without. Yet this was a time when said free states were either more numerous or more active internationally than the authoritarian dictatorships and fascist empires which now seemingly overrun the face of the earth.
The very existence of free peoples everywhere is threatened by the hives of tyranny which-seemingly overnight-have begun to sink their claws into the smaller free states, doubtlessly trying to bring down the young and the weak as opposed to the strong. It is in light of this appalling situation that the Polaris Initiative has been formed.
In the interests of protecting the sacred institution of democracy, of preserving the liberty that free peoples everywhere enjoy, of keeping the truth afloat amidst a squall of lies, and of bringing justice to the tyrants who would stamp out the very existence of the free world if they could, Polaris has been created. We shall stand alongside our member-states like a great bulwark of freedom, safeguarding against the torrential downpour of tyranny that would threaten to sweep all we know away in a maelstrom of oppression, slaughter, and fear.
The member-states of this alliance, therefore, pledge to uphold the values of democracy and freedom, to support other member-states in times of war, conflict or hardship, and to forge strong bonds of friendship during times of peace, in accordance to the constitution of this organisation, which may be found below.
CONSTITUTION OF POLARIS
MILITARY
I. The member-states of Polaris do, first and foremost, pledge to uphold the sovereignty of each an every member-state within the alliance, whether it be through military or diplomatic action.
II. In the event that war is declared upon one member of Polaris, the other member-states are expected to mobilise and treat this as if it were a direct attack upon their very own nation.
III. No Polaris member-state shall take military action against another Polaris member-state, under any circumstances.
IV. An all-volunteer force, henceforth known as the Polaris High Readiness Force, shall be formed from volunteers from the militaries of member-states. PHRF troops must be fully mobilised and ready for deployment within five to ten days. The PHRF will be headquartered in Rostgard, Salzland.
V. A second force, henceforth known as the Polaris Gendarmerie, shall be formed from volunteers from nations' police forces and military police. Their duty will be to assist in crisis management either within Polaris states or abroad. The Gendarmerie will be headquartered in Salisbury, Britannia.
VI. The Polaris fleet, henceforth known as the Polaris Naval Battlegroup, shall be funded directly from the Polaris treasury, and crewed by volunteers from other nations' navies.
VII. In the event that the Senate should declare war upon a nation, all Polaris members are expected to mobilise to meet the threat.
VIII. The nations of Polaris must brief their forces in the usage of the Polaris standardised brevity code, to ease in coordinated military operations between member-states.
ECONOMICS
I. The nations of Polaris must provide approximately 1% of their annual government budget to Polaris yearly. This money will be directly wired to Polaris' treasury.
II. The member-states of Polaris must pledge to remove all tariffs between fellow member-states entirely, when it is possible. In the event that it is not, a message should be lodged with the organisation's current President informing them of the situation. However, tariffs placed on other member-states are not to exceed 5%.
III. The member-states of Polaris must pledge to not undertake an action that could result in a significant economic downturn in a fellow Polaris state, such as aggressively selling currency reserves.
IV. Polaris nations experiencing an economic downturn may apply for a bailout. If the economic situation is deemed serve enough in that nation, then adequate funds will be transferred from the Polaris treasury to the afflicted nation in order to remedy the situation. Misuse of these funds will, of course, result in disciplinary action.
ADMINISTRATIVE
I. Polaris will be headed by a Senate consisting of five representatives from member nations. Senators will be elected for 4 month terms.
II. This Senate will be democratically elected by the member-states of Polaris.
III.The Senate's purpose will be handling the administrative duties of Polaris, whilst also deciding on issues such as declarations of war, the expulsion of member-states from Polaris, and the application of sanctions against nations. Issues will be decided by a simple majority vote.
IV. In order to apply for Polaris, nations must issue a communique to the alliance. Once this is done, a reviewing process will begin that will determine whether or not the nation will be admitted to Polaris. Nations must be full democracies or an equivalent with a reasonable degree of personal and political freedoms in order to be admitted to Polaris. (OOC:Issuing some form of communique is mandatory for admittance now, as it allows your RP skills to be judged fairly well.)

VI. Upon application, a sovereign state pledges to abide by the rules and conventions laid down by this constitution.
VII. The system of admission to the alliance is as follows. In regards to new applicants, all full members have one vote, which can either be registered as an 'aye' or a 'nay'. All full members may vote as they see fit in regards to new applicants, and on the potential upgrading of provisional members to full members. Voting on new applicants will be held within a one-week timeframe, and if one third of all full members vote 'aye' within that time frame, the applicant will be admitted. Similarly, if one third of all full members votes nay, the application will be denied. Applicants may re-apply after two weeks.
VIII.Applications for membership may be accepted as provisional members of the alliance. This means that they are officially considered a 'part' of Polaris, but cannot send troops to assist the PHRF or personnel to the Gendarmerie and may not hold Senate seats. This is normally due to concerns regarding a state's stability, and will likely be changed at a later date.
