Another question, how come on the lower deck of the CP-111 there are 8 standard seats in a row whilst the upper deck has 6 standard and 2 business seats(total 8 ) in the same space?

First of all, yes, please not that it is PMT, and thus could not function properly today. Secondly, the tank I believe you are reffering to (the one under the belly of the aircraft) is an external drop tank, there are 2 internal fuel tanks that hold a majority of the fuel.
