Celestial Science Accord

This World Assembly,
Aware of the interests of many nations in the exploration and study of regions outward of our atmosphere, and
Despite the immense costs that are required to perform such research,
Realising the appeal and scientific importance of space research to all nations,
Informed of the needless struggles of new nations to achieve what more developed nations have already accomplished,
Also recognising the importance of nations’ withholding of their own research from other nations, and, finally,
Noting the importance of protecting research and transport vessels from military attack,
Hereby establishes the World Administration of Astronomical Research, herein referred to as WAAR.
For the purposes of this Accord, a “ship” is defined as any object, manned or unmanned with internal or external control, in the region outside of any inhabited planet’s atmosphere, or in transit to or from this region.
The WAAR is given the authority and responsibility to:
Advise national and international space agencies when requested,
Perform exploration and research missions for the advancement of science worldwide, and
Gather and make public scientific information gathered from space research
The WAAR is also authorized to:
Certify ships built for strictly non-military purposes; member nations are forbidden from carrying out military attacks of any kind upon certified ships,
Monitor certified ships to ensure no military modifications are made, and
Investigate the reasons for any military attack on a certified ship, if unclear, and take appropriate action against the nation(s) or international body that took said military action,
The WAAR is prohibited from assembling or maintaining a cosmic military or police force.
Individual nations or international bodies may share research data and make monetary contributions to the WAAR, however in order to protect the integrity of the WAAR, all monetary contributions must be made anonymously.
