Foreign aid was sent, but it fell into the wrong hands. You see, our people cannot survive under a democracy. It is in our people's blood to need a strong leader. That's where you get the ideology of Bountyism. We still have remnants of the EMAXX virus and a few bioweapons available. We wish to negotiate peace with your nation. Any opposition to this will result in all out war."
