[ABANDONED] Care Stamp Act

The Nations of the World Assembly,

REFLECTING on the resolutions in the General Assembly concerning Abortion, Homosexual Marriage, and Child Care;

NOTING the delicate nature and upset certain resolutions can bring to member nations;

EXPRESSING concern for the unborn child and child-bearer who will suffer physical and fiscal pain due to unwanted or forced pregnancies;

BELIEVING there are child-bearers who will opt to bear a child and after needed "care" for the child, surrender for adoption;

HEREBY

ESTABLISHES an "institution" within your nation to distribute and regulate "Care Stamps" to child-bearers and who meet all the following categories:


PREGNANT with child in womb;

PROVEN by a government-administered pregnancy test and/or a government-administered Ultrasound scan;


DECLARES that they will surrender the baby for adoption yet;

ALLOWING the rescinding of the declaration within 90 days after declaring it to the "institution" and;

NOTING that this would cancel any "Care Stamps" distribution to them and;

BELIEVING that the aforementioned "90 days" is a sufficient amount of time to ponder whether or not to surrender the baby for adoption or other decisions.


DEFINES the phrase "Care Stamp" in this Proposal:

CARE STAMPS are a form of currency redeemable for the following:

PRODUCE;

MEDICINES AND SUPPLEMENTS limited to pain relievers and necessary supplements due to pregnacy;

BABY CARE limited to physical devices for normal child raising and care and medical costs;

PAID MATERNITY LEAVE limited to 6 weeks, paid in full by your Member state's own coffers.


I know I'm missing definitions of such phrases as "institution" and etc. But I just wanted to get this idea out. I personally believe a chance should be given to a pregnant women that decides to tolerate the pain of child bearing and other financial drain.

I know there are alot of stretches in this, especially the minimal rider of paid maternity leave. But I just wanted to throw that in to appease some.

It may be worth it to throw in a "income may not be over this much" clause but again, staying a little simple.

If you have any questions or concerns about anything you think might be missing and I will supply my intention to fill that gap or other relevancies.

My apologies, but I have read this five times and I am still at a loss as to what you are trying to do.

Do you want to take unborn babies from one woman and give them another to gestate? Do you want to take unborn babies, wait till they are born and then give them to someone else? Do you want to force nations to set up welfare systems for unwed mothers?

Sorry, but I really can not make head nor tail of it.

You use the phrase 'your nation' multiple times, when 'member nations' is far more appropriate. Your use of 'fiscal' is incorrect: individuals cannot experience fiscal pain, as individuals are not governments. Many nations do not keep their reserves in coffers, and some do not have any physical currency to store at all.

We already have a resolution that require all WA citizens to be equal before the law, we have antidiscriminatory resolutions, we have resolutions about abortion, there are resolutions about welfare, and we also have resolutions on orphans and adoption. I suggest the author goes and reads those resolutions and then comes back to think whether this proposal is 1) necessary and 2) legal.
