Resolution of Confidence in the President

A resolution regarding the confidence of the House in the President, Raharjo Iskandar-Bambang.
WHEREAS—
THE PRESIDENT has supported policies reminiscent of the fascist regime before the December Peace Accords;
THE PRESIDENT has demonstrated concerning leadership quality in his cabinet appointments; and
THE PRESIDENT has exhibited moral deficiency and drunkenness in his governance and personal behaviors,
BE IT THEREFORE RESOLVED by the authority of the Federal Parliament by virtue of the powers placed upon it by the Law, that this House has no confidence in the Government.

OOC: the only thing the Constitution says takes precedence over anything else is a confidence resolution. The Parliamentary Procedure Amendment said that constitutional amendments took precedence over everything else, but it was just repealed. No business can be considered until the resolution is disposed of.

"Mr Speaker, we have never done things this way. The entire purpose of the Repeal of the PPA was to bring the Constitution and our parliamentary procedure back to its previous state - as you well know, Mr Speaker, its previous state was one where we debated what was tabled during the week and where we voted on what was debated at the end. There is no reason for us to subvert our precedents and vote on a bill halfway through the week! Following every precedent of the Elizian Senate, I remind the Speaker that the Resolution will have to be voted on this Saturday - as was always planned in the Order Paper. Since this Resolution will be joined by the Budget this weekend, the Resolution will have one of two outcomes: either it is redundant or it is contradictory - two outcomes which are not conducive to the purpose of our Senate. For the sake of our increasingly-large backlog of bills, and in the interest of maintaining our set parliamentary precedent, debate on this Resolution should be replaced with debate on the Budget - swapping a useless confidence vote for a useful confidence vote.

AN ACT to Amend the Constitution of the Federation of Elizia to Alter the Appointment of Ambassadors to Foreign Countries and Holders of Other Office
Part Two, Article V of The Constitution of the Federation of Elizia shall be amended from -
"The President of Elizia may, with the explicit consent of the Senate, appoint ambassadors to foreign states and any other office which the Senate finds should require their expressed approval to appoint. All other offices of the government may be appointed by the President of Elizia with the implicit approval of the Senate’s confidence. The President of Elizia may appoint any office requiring the explicit approval of the Senate which is vacant when the Senate is in recess and such appointments shall expire at the end of the next session of the Senate unless the Senate shall give its expressed approval."
To -
"The President of Elizia may, on the advice of the minister responsible, appoint ambassadors to foreign states and any other office. The Senate may move to block the appointment in accordance with it's own procedures and by-laws."
