Krudd is saying he will do this because it is an election year and the polls are starting to swing against him.
Krudd said at the last election campaign that he will pressure Japan to stop whaling and will take them to international courts.

I see, so you don't think he'll really go through with it? Its a pretty specific threat/promise, although easily overlooked I suppose in the big scheme of things.
