In accordance with United Nations Security Council Resolution 2267 and the wishes of the Elizian representatives, the United Nations Special Rapporteur Abdul Razman has called for an official Constitutional Convention on the Government of Elizia. Believing that Clause XIV of the United Nations Protocol for Elizian Democratic Self-Governance, has been duly met, the Constitutional Convention on the Government of Elizia will be executed in accordance with the Constitutional Convention Act, authored by Ahmed Alef, and submitted to the Desk of the United Nations Special Rapporteur Abdul Razman. The Constitutional Convention on the Government of Elizia will be chaired by United Nations Special Rapporteur Abdul Razman, who has supremacy over all workings and traditions of the Convention. In accordance with Section Two, Article One of the Constitutional Convention Act, the Constitutional Convention on the Government of Elizia shall run for no less than, and will not be adjourned before, 360 hours of deliberation. The Constitutional Convention shall try to, when possible, respect the advisory agenda set forth by Section Three of the Constitutional Convention Act.
Invited to the Constitutional Convention on the Government of Elizia shall be selected delegates from the local political landscape of Elizia. The Constitutional Convention on the Government of Elizia will take place from the 2nd of July to the 12th of July at the very least, and will take place at the Kentang Conference Center. For reference, here is the preliminary agenda set forth by the Constitutional Convention Act are as follows.
Section 3: Procedures of the Convention
The general principles of parliamentary procedure shall be adhered to at the Convention. Any proposal may be submitted to the assembly for drafting and critique. With two seconds, any proposal may be submitted to the assembly for a vote. Submissions for votes shall be made with special emphasis to the motion, such that it cannot be accidentally ignored. The agenda of the Convention shall be as follows.a) On the first day the Convention shall elect a President and agree to or amend this agenda, then draft and submit proposals for a preamble.
b) On the second day the Convention shall draft and submit proposals for a Bill of a Rights.
c) On the third day the Convention shall draft and submit proposals regarding the foundations of Elizia and structure of its government.
d) On the fourth day the Convention shall draft and submit proposals regarding devolution, federalism, constituencies, and provinces.
e) On the fifth day the Convention shall draft and submit proposals regarding the judiciary.
f) On the sixth day the Convention shall draft and submit proposals regarding the legislature.
g) On the seventh day the Convention shall draft and submit proposals regarding the executive.
h) On the eighth day the Convention shall draft and submit proposals regarding elections.
i) On the ninth day the Convention shall draft and submit proposals for all other concerns.
j) On the tenth day the Convention shall vote on all submitted proposals and adjourn.
