Well, if you continue to encroach into China, I'll be compelled to deliver greater volumes of assistance to the KMT. I may even have to cross into Manchuria because it is not in the USSR's interest to have a restive Japan directly bordering us in East Asia.

Acquiring Manchuria will be a tad pointless if Japan is allowed control over most of China. The Soviet Union cannot possibly allow the KMT to be ground down because an independent Chinese government is essential for maintaining regional stability, nor would the Japanese Army take too kindly if the Emperor agrees to handover Manchuria (and Manchukuo) to the Soviet Union just like that.

So I'm afraid the chances of border clashes between our two nations remain high. If Herr Hitler goes ahead and follows up on his promise to invade the Soviet Union then I cannot possibly wait until June 1943 to move eastwards.

The problem is that Japan also cannot "consolidate" and fight a protracted war because the longer she does that, the greater the breathing space is granted to Chiang and the KMT to recover from the losses of Shanghai and Nanjing. Japan does not have the resources to fight a protracted war, especially if she ends up supporting Britain against the United States. Likewise, public opinion will increasingly turn against Japan the longer she continues to occupy Chinese territory.
