Lord Hill did resign; however, we're legally required to supply a Commissioner so long as we're part of the EU, so we're also required to nominate a replacement.
So while it's true that Lord Hill's brief is going to Latvia, the verb tense used in 'there will be no British voice around the Commissioner table' is misleading; at least until the UK's departure is confirmed.

Yes. But the EU is basically telling the UK that its departure must be confirmed as soon as possible. Why do you think they want this?
