It's not about there being town halls or not. Even if there are town halls, it's designed to be split up into multiple polling stations rather than everyone going to one town hall (to avoid queues etc..).

We use lots of very small polling stations all over the UK that serve a few blocks of residents, rather than serving a larger area with fewer polling stations. Since there isn't a town hall or government building in every area, often churches, historical sites, schools, museums, cafes/pubs etc... are used instead.

Municipal buildings like schools, community centres, libraries (if any are left) are used as polling stations, as well as things like church halls and scout huts.

Its more that they developed differently - the industrial revolution meant a new kind of urbanisation for the UK, that ensured towns sprung up without the traditional nucleus where a town hall would be (similarly different types of urbanisation have happened since then as well), or they were simply engulfed by conurbations. The UK's urban layout is different from France's in this regard, so we have city clusters (Manchester), 'new' towns (Milton Keynes), London, and some old regional towns (like Norwich, or York). I'm oversimplifying it, of course.
Villages are different matter.
