I mean of course it depends on your definition of smart... the Google search algorithms or the algorithms Hark mentions very few people can understand, including those who made them, and can do things no human can do, but on the other hand can't tell the difference between a potato and a tomato. Well yes, a well programmed algorithm will be "smarter" than the average person, but that's likely because the person who programmed it is much smarter than the average person. Everything a computer program can do, a human can do provided they were given the resources to do so, however computers have a natural advantage in that they can process information much, much quicker and can access resources that humans cannot. They are more efficient, granted. But as I said, they can't be smarter than the person who creates them.
