Totalitarian State of Oceania Seized by Revolutionaries, Claiming to Found "The New Oceania"

The blast of fireworks and cries of celebration filled the air in Oceania last night as thousands filled the streets at the declaration by armed rebels that Oceania's previous totalitarian reign had finally ended.

Oceania, a European, isolationist superpower which took power during the 1950s has long been the target of criticism due to its authoritarian structure, utter lack of civil liberties and wars of attrition with other countries. Comparable to nations such as North Korea, Oceania has attempted to brainwash its citizens into a state of unquestioning obedience, impoverished fear, and love of the mysterious dictator "Big Brother" and the party beyond anything else. Many world leaders have taken Oceania's consistent human rights violations to the World Assembly, but due to not desiring a war with the aggressive military powerhouse, little has been done to change Oceania by the international community.

Within Oceania's borders, however, much has been going on. While the concept of a mysterious "brotherhood" within Oceania has long been the topic of many fictional works, an internal revolution was regarded as impossible due to the state's strict psychological hold on its populace, it appears liberty has finally been achieved. While news has supposedly been censored by the Oceanian government from reaching the outside world, a civil war has been being waged for months. Stories of revolt have inspired a real-life Brotherhood to form, meeting in impoverished areas where government surveillance was less concentrated. Freedom fighters and arsonists have demolished important Party buildings, assassinated key Inner Party members, blown up railways bringing goods to the capitol and employing many other revolutionary tactics.

Despite the government responding to these issues through unceasing propaganda, stricter laws and expanded surveillance, political dissidents' numbers only increased. Shipments of weapons between other countries were hijacked by revolutionary sympathizers and smuggled into Oceania for use by the Brotherhood. Secret councils met in abandoned warehouses and plotted attacks. On April 17th, a "glorious overthrow" was initiated by an unknown number of Brotherhood members. The Ministry of Peace, responsible for managing foreign policy, military budgeting and weapons production was infiltrated in the night and destroyed with its own experimental weapons. The Ministry of Plenty, responsible for distributing essential goods to the populace and rumored to be restricting their flow, was seized less than an hour later and sacked for its bounty. Citizens reported people standing on the rooftops giving speeches about prosperity to come as gold coins were thrown into the streets. The Ministry of Love, the base of operations of the Thought Police, was raided. After a long and bloody struggle, the building was raided, the police slaughtered and communications methods destroyed. Lastly, the Ministry of Truth, managing propaganda and news, was invaded, scoured for documents revealing the location of the true Political Command Centre, and burned to the ground. The PCC was quickly located, invaded and taken over by Brotherhood members.

Reports detail the last two weeks being days of dire chaos. Tanks rolled through the streets as the Party's military fought with tooth and nail to reclaim its surviving facilities. Brotherhood warriors fought back, oftentimes fighting with actual hammers and sickles to symbolize the triumph of the people. When it didn't work, they turned to automatic weapons and experimental explosives. Despite Oceania's government being founded on principles of English Socialism (affectionately called INGSOC), the struggling officials outlawed all socialist symbols. With no police force to carry this legislation out, the laws were without meaning. The attacks on the Political Command Centre became less and less frequent, and have not occurred once in the past four days. The Brotherhood believes that Oceania's government has backed down, and the revolutionaries have shredded the original constitution, had it sent to a private paper manufacturer, reassembled the shreds into a new document, and written a new constitution on that paper. One rebel present at the creation of the new constitution said the act was "all about the symbolism."

Last night, the leader of the brotherhood, known as Commander Red, declared the establishment of the world's youngest nation: "The New Oceania."

While our network has not been given permission to report Commander Red's exact words, we were allowed to report an overview of his responses to our interview questions. Commander Red claims that The New Oceania will be a country free of tyranny, surveillance and civil rights restrictions. All basic human rights are respected, with the exception of free speech, which The New Oceanian government deems should not cover advocating the return of the previous government. People known to be former Inner Party members can be beaten to death in the streets and the perpetrators will, according to Commander Red, not face charges. The new national animal is the Blood Wolf, a fictional animal to represent the new nation's relentlessness in hunting down their oppressors, their belief in aiding the entire pack, and aggressive ferocity towards those who would attempt to conquer them. Commander Red expresses concern that while the country is rebuilding itself, that other nations would attempt to invade. He harbors a distrust of other nations for not helping to destroy the previous government, and makes it clear he will not be showing a pleasant face at any negotiations. He warns that the military is being assembled quickly and any acts of war will not be tolerated.

New legislation and organizations have been being founded, and a new equivalent of the Ministry of Plenty will be distributing the golden coins found in the ministry as the new currency. Fangs, the base currency, and teeth, each one worth a tenth of a fang, will serve as the official currency, although their worth relative to other currencies is unknown due to the country only just beginning to open up trade with select nations. The Minister of Currency claims that the country may change its currency to the Euro depending on relations to nearby countries. As it stands, emigration is legal but entrance into the country is not, with the exception of ambassadors of other nations on official business.

The international community is conflicted on the emergence of the newborn nation. Some see it as a people's uprising and the beginning of a new communist utopia. Others believe Commander Red will attempt to expand his powers to dictatorial levels and become more aggressive until he begins promoting war. Even now he speaks of his desire to liberate other countries living under totalitarianism, though he neglected to mention any specific nations. Many world leaders are advising that the revolutionaries are not to be trusted, and that they are either overzealous and don't have a true understanding of politics, or that their history may be made up so that Oceania can quickly import more goods and then revert to its original form with greater war potential.

So far, the only decision Commander Red has made in regards to foreign policy is the legalization of emigration and the ceasing of all wars with several Eurasian and Eastasian countries Oceania had been fighting with. Commander Red claims that these wars only served to absorb the excess wealth which should have gone to the people, and that The New Oceania must focus on securing itself and becoming a recognized country before it even considers war. As the situation develops and The New Oceania connects with other nations, the world will see if this is truly, as the revolutionaries claim, the end of Oceania's oppression.

"Sir, here's the international news for today."
The Private tossed a packet of papers written in Danish onto General Miki Christiansen's desk. Christiansen flipped through the pages.
"Oil. Oil. More oil. Deforestation. Brand new planes. Oh, wait, what's this? 'Totalitarian Regime of Oceania Overthrown' Hmm."
He reads more into it.
"Well. I'll be damned. Another bloody communist country. And those revolutionaries are killing are killing the former leaders left and right."
He closed the packet and put the papers on his desk. He opened his desk drawer and took out a pen and paper. He began to write.

Hello, Commander! Congratulations on your rise to power! I have been informed of your treatment of the former leaders of your great nation. I would like to offer to take the remainder of them in to Greenland to provide them refuge. Do not worry, as long as your nation is how you want it, we won't let them back there. We would like to have them here to start a new life away from their old one.

A black Jeep with mostly-broken windows stopped outside the Political Command Centre. Within two minutes, the woman driving it walked into Commander Red's office with a quiet knock on the door.

Red was standing by the office window, staring out at the nearby buildings in various conditions of damage. "This is the wrath of the wolf." He murmured to himself.

"Commander, sir?" The woman asked. Red turned to her quickly but said nothing, she approached his desk and dropped the letter on it. "A letter for you. Brought to the border by people working for Stratocratic Greenland."
"Greenland? The corporate state? What do they want to do with us?"
"We don't know, Commander. They requested this be brought to you personally."

"Probably declaring war to take all our oil for new planes or something." Commander Red said, rolling his eyes as he tore open the envelope and read the letter.

He paused for a moment, then sighed. He closed his eyes and rubbed one of his temples, in thought. The woman figured he wanted to be alone and left the office. The Commander sat down at the desk which he barely felt was his - Big Brother's name tag still sat on the corner of it. He opened a drawer and found a pen, opened another and found paper, and began to write. Almost everything he said had an air of intensity to it, as did his handwriting.

Red took a breath. It's alright, he told himself, cooperation is not acceptance. He set the letter aside, and started over.

Greetings, General Christiansen! We are honored that a great nation such as yours should be the first to reach out to us!
These are hectic times we are going through, General. The civilians are currently counting on the Brotherhood to re-establish a new government, and until that happens, we have no control over their actions. Some of them are simply carrying on their lives as they previously were, simply without a feeling of being watched. Some wander off to previously forbidden natural areas and lie in the fields. Inevitably, some watch for their previous oppressors and jump out from alleyways to assault them with crowbars. At the moment, there's nothing I can do about this, and I assure you that it is not agents of our own government carrying out these attacks.

The people are zealous, and if I even tried to enforce a law forbidding the assault of former Party members, they would view me as simply a new tyrant and this government would be brought down before its howl could be heard. Likewise, I am not willing to do anything for those who did everything to keep us down. However, emigration remains legal, and we do not extend our power beyond our borders.

You may send whatever you like to the borders of Oceania, but not within, to help any former Party members who make it out of the country. Their citizenship has been revoked and you may take them as you see fit. Our government will not take any measures to help nor hurt the officials - We have more important things to spend our fangs on - but I cannot say the same of the citizens.

General Miki Christiansen was sleeping. He was taking his normal afternoon nap in his room inside the Nord Falk Kommando Bund CentCom base. When suddenly the door burst open.
"Sir! Sir!"
Christiansen was jolted awake. He turned to face the Private holding an envelope in his hand.
"What the hell, Private?"
"Sorry, sir. It's urgent. We have a response from Commander Red!"
"Hand it over."
The Private tossed the envelope over to him, then left the room. Christiansen proceeded to open it.
"Well," He said to himself. "They took us up on the offer, but with a few exceptions."
He got up and exited the room, envelope in hand. He proceeded to the CentCom tower, and plopped down in his chair. He put the letter on his desk.
"Alright, so they won't let us in the country, but will let us on the outside." He said.
A young Colonel came up to him.
"Sir, if I may provide my inquiry, I believe we should position vehicles in neighboring countries of Oceania. Therefore, when the former leaders escape the border, we can pick them up and take them back here."
"Good idea, Colonel. You are smart to think of that. I will send the order to our troops, you notify Commander Red on what we are going to do."
"Yes, sir!"
The Colonel left the room. Christiansen sent the order to his officers.

Kandi Sandi, the NMK's Minister of Foreign Affairs was reading the prepared daily news feed / brief. He had comprehensive access to local and global news via a number of news sources and some assistance from Intelligence. As such, he did not miss any major news such as the rising and falling of governments. When it came to the news of the fall of the previous Oceanic government and the unfortunate rise of a new potential Communist power he was very displeased. He groaned out to his main assistant 'Another day, another unneeded brutal communist uprising. Why is it that they can never treat the previous leaders with a modicum of niceness / ettiquete. I really, really hope that doesn't occur in our immediate geographic and geopolitical area. Guess I have to write a letter commending them on their uprising while making the official opinion of communism known.

Greetings, let me as the Foreign Affairs Minister of the New Mushroom Kingdom welcome your new government to the world. I applaud your uprising against such an oppressive and wrong government, they did not grant the citizens enough freedom and deserved to be overthrown. However, two things concern me: your ideology and your treatment of the former government officials. It is very brutal and wrong to just let the citizens murder former inner party members. Additionally, what about said members families? Are the wives and kids all guilty and sentenced to death because of someone else's actions? I think not, and it would be wrong to think otherwise. As for the other matter, the NMK is a staunchly capitalist country and we have had multiple bad experiences with communist countries in the path, so I cannot say that we officially approve of this ideology. I would recommend however that you not attempt to cause any revolutions or communist conversions in any nearby areas. Such an action would be very aggressive and merit an appropriate diplomatic response.

Most former Party members heard rumors of a rescue team from Greenland waiting outside the border to take them in as refugees. Some were assassinated before they could make it, some dismissed the rumors as completely false, some believed it was a trick by the Brotherhood to round them up and execute them, and some legitimately made it beyond the border and were taken in. These men and women are very wealthy, and are excellent business owners and politicians. They would make a good contribution to Greenland's economy.

This was not the primary concern of Commander Red. It was the new message he'd received. A nation which still identified itself as a kingdom trying to tell a new country born in modern times how to run now?! Nonetheless, being antagonistic would do the country nothing at this time.

Thank you for your recognition of our existence, Mr. Kandi. Many nations have turned a blind eye hoping we'd simply disperse. However, despite your disapproval of some of our activities, you did not deny us.

Our citizens are currently in no condition to be controlled, Minister. Some of them are carrying on their lives as normal, simply without a feeling of being watched. Others have spent hours in previously off-limits areas, lying in grassy meadows, staring up at the clouds, finally allowed to think. Some of them have taken to hiding in alleyways with crowbars, waiting for a Party member to emerge and claim their revenge against the Party. There's nothing, in our current state, our government can do about it. Even if we could, I'd be hesitant to prevent them. It may be harder for people outside The New Oceania to understand, but the old regime was not simply restrictive and censoring - it was murderous. Our citizens have seen their parents, friends, siblings, children, husbands and wives unpersoned by the Thought Police. When they see a Party member lying in the street begging for mercy, they see in their desperate eyes justice for those they have lost. I've committed my fair share of actions of what both Old Oceania and your nation would call crimes. But we did what we had to do. Better slaughter for justice than slaughter for control. Families of Party members have, for the most part, been spared; while they benefited off of the perpetual oligarchical collectivism, they did not create it nor sustain it.

As for our ideology, we obviously have our differences. Our system has its benefits, as your less-socialist system does as well. While ours may have had a tendency to be warlike, we currently have no intention of declaring war on your nation. Our society is currently at its most vulnerable, and while its military and economic power is rising towards the average fast, we are at our weakest state. It's necessary for us to be showing a willingness to fight, so that greedy, rampantly-capitalist nations don't try to send their greedy hands to take our freedom back from us. The Wolf bites the hand that feeds it lies.

Is revolution currently a concern within your country? If it's going to happen, it is not the action of our nation; it's the action of the vox populi.
