Not the Fourth Fleet. If you are talking about attacking their ships with yours-fine, but that is a battle that will play out in the IC, not before anything starts.

All carrier groups are either in Japan, California, Washington State, or Virginia. I checked. Four are in the Pacific, along with 4 Expeditionary Strike Groups while the rest are in Norfolk, Virginia or Mayport Naval Station in Jacksonville, Florida. So California, Hawaii, Florida, and Stull have most of the US Navy. Coast Guard units might be more common in Texas.

Did you note the territorial change? You may not be able to keep the Stennis/Nimitz., though I think you getting one of them is fair. You certainly cannot have the George Washington. The Reagan defecting to you is fine.

My bad on the Washington. Nimitz and Stennis are homeported in Kitsap, Washington and last I checked, only parts of Southern California are not mine.

You said earlier you were fine with him taking Washington/Oregon. San Francisco is a little extra, admittedly, but California is still the strongest state in the Union, and the strip of land he has from it is essentially just enough to tack it on. You keep everything else.
