Per discussion in the World Bowl Discussion Thread, we will be extending sign-ups and hosting bids indefinitely until some time in the mid-to-late December. Sign-ups will remain open during this time (feel free to sign-up or submit a hosting bid), but we will not be pushing actively to get this thing moving until late December, unless consensus emerges to the contrary.

World Bowl XXVIII Host Bid: Drawkland and Frenline Delpha

IC Information

Drawkland

Drawkland is an Empire built like a sort of Constitutional Monarchy. The nation is massive and dominates its home planet. It's performed more of a "Ladle Spoon" role than a "Melting Pot" role, spreading its culture to others, so the populous is generally homogeneous, but with almost 5 billion citizens, it has more than a fair share of variety. The infrastructure is well-maintained and comprehensive, so citizens and visitors alike have dozens of options at their hands to get where they need to go. Tourist favorites are the Metropolitan Airships and Intercity Missile Trains. The currency is valuable, at around 1.8 Lolads per NSD, but since the economy is very powerful, prices are half what they are most other places, so it evens out. Accommodations in the large cities range from the highest of quality suites to the cheapest of motels, but all are held to a common standard. Any that charge a certain price must be held to a certain level of upkeep, especially in the large cities.


Gridiron Football is arguably one of the biggest sports in Drawkland, due in no small part to its link to the nation's favorite pastime, Marching Bands. It has a lively domestic league which draws nearly a billion fans yearly, and very high tech and high quality fields nationwide.

Frenline Delpha

Frenline Delpha is a democratic nation that celebrates heavy freedoms and a small wealth gap. The economy of Frenline Delpha is heavily industrialized but incredibly efficient. The tax rate is high, but the cost of living is low. All religions are accepted and you can find at least 20 different religions in whatever city you are in. Many cultures are represented in Frenlinian cuisine. If it exists in the multiverse, you can probably find it here. We plenty of travel options throughout the city, from taxis to travel busses for teams, to busses for tourists. We also have rental cars. Take a stop at one of the several scenic relics from ancient bloodbenders in the capital. There are even decorative fire hydrants, painted by local youth expressive artists. Most of our available hotels are at least 3 stars, and they come quite cheap. Plus, our currency is valued at .62 theories ({) for 1 NSD. If you are low on money, we also have high quality motels that offer free breakfast and wi-fi.


While football is not the most popular sport in Frenline Delpha, that honor belongs to baseball, it certainly has a cult following. There is an entire channel dedicated to the sport, it causes a lot of crazy bar fights on Sundays, and Frenline Delpha has some of the best stadiums in the multiverse. Any language is also accepted here, and no discrimination will be met for anyone who is of a different race or species than your typical Frenlinian. A true mixing pot, in both sports and culture.

Group Draw

The group draw will use pots to sort the participating nations into the required number of groups. The pots will be sorted by seeding and then alphabetical ordering. The group draw will be announced over a Chatzy, that I will link to later, should this host bid win. (IC Note: All round robin games will take place in the home stadium of whoever is listed first.) Format

As we currently have 45 sign-ups, we will be looking for three more spots to make 48. However, we can make do with 42, as there are three puppets. We also have plans for more sign-ups, explained below:

42 teams: 6 groups of 7; double round robin; top two from each group advance to the single-elimination tournament

48 teams: 8 groups of 6; double round robin; top two from each group advance to the single-elimination tournament

50 teams: 10 groups of 5; double round robin; top two from each group are ranked according to tiebreakers, and placed into a twenty team single-elimination; Challonge will provide the bracket for all over-16 single elimination tournaments.

54 teams: 6 groups of 9; double round robin; top two from each group + next best four nations move onto a single-elimination tournament

56 teams: 8 groups of 7; double round robin; top two from each group advance to a single-elimination tournament

Scorinating Experience

Drawkland

While it may be true that Drawkland has not done a major tournament before, he understands the ropes, and he has some experience. The Drums of Drawks competition ran smoothly, and we have confidence that he will be able to perform his half of the tournament.

In addition, Frenline Delpha has a more minor tournament under their belt in the form of the IBS tenth edition. The tournament ran rather well, and has saved the IBS from being taken out to pasture for at least another edition. While he may not have done a major tournament, we believe Frenline Delpha is capable of pulling off his end of the bargain in this event. Plus, he already has experience with scorinating football (see NSCF 12).

Scorinating Method

We will be using version 0.3.3.of xkoranate, with the SQIS formula with sudden death overtime. There will be a Roster bonus worth 5 points, and all participants have the ability to earn two days worth of RP bonus before the first match-day, including the Roster bonus. The RP grading will be five points, with quality being taking into account well before quantity. RPs will be cumulative, and RP bonus will reset to the beginning rank plus roster bonus after the group stage. In the case of bye days, the RP will go towards the next played game. If you commit a violation of your opponent's RP, be it contradicting what they say or violating their RP permissions, then you will lose 20 RP points. Your RP bonus + rank can't go below 0. If it does, the bonus will still be set at 0. However, it may take you a few days of RPing to get it back above zero.

World Bowl XXVIII : Royal Kingdom of Quebec

Introduction

After little thought and even less consideration, the Royal Kingdom of Quebec present their bid to host the 28th World Bowl.

OOC Information

OOC: Royal Kingdom of Québec has hosted or co-hosted the World Cup 73, World Bowl XXIV, World Cup of Hockey XXV&XVI, Baptism of Fire LVII, Cup of Harmony 64 and International Basketball Championships 17-18. The user behind the nation is currently the President for the World Cup of Hockey Federation and a longtime member in many sporting committees, as well as formerly organising the NSCAA Ice Hockey Competitions. He also has hosted many seasons of domestic hockey and football leagues, and has been working on to scorinate a full front of 8 collegiate sport leagues on top of leagues in 6 pro sports.

Scorination

Scorination will be done in the latest version of xkoranate on the Gridiron Football(American) function, using the modifiers that Saintland has created. Style Modifiers will be from -5 to +5. RPs will be scored from 0 to 3 and the criteria for judging them is based mainly on how creative and how well written they are. RP bonus will serve as a significant factor in the scorination. They will be cumulative, all the way through. Rosters will also be graded and shall be equivalent to a matchday, with same criteria being used as the RPs. There will also be bonus RP opportunities (that you can ignore if you want) next to some of the scorinated matches, which many of you have already experienced through most competitions that Quebec has hosted.

Cutoff and Timeframe

If we'll ever be chosen as the host, the everything thread will be up as soon as possible, based on the host's personal availability. Based on the timeframe that we have set for the time being, the most likely date for MD1 scorination will be sometime in either the last week of December or first week of January. Groups will be drawn 2 days prior to the MD1 scorination. Exact cutoff time range for scorination will be released at the much later date, though it is very likely that it'll be around 23:00 (Toronto-NYC Time). If there's a need for any scorination changes by the host, the host concerned will announce it at least 24 hours before the intended scorination time.

Format

Right now, with the record number of signups, it'd make lot more sense to expand the format. So, if elected, we'll cutoff the signup at 56. These teams then, using pots, will be divided into 8 groups of 7 each. It would be a single round robin format, all playing in either Quebec. Top 2 teams per group will advance into the playoffs after qualifying stage, where then they'll be seeded using the tiebreakers seen below (which will also be used for breaking ties inside of groups). Group Champions will be awarded spots 1-8 with runner-ups 9-16. There will be no reseeding during the playoffs.

In the even that the number 56 cannot be reached, alternate formats will of course be proposed.

September was always a typo, probably from reuse of the text from our previous cycle. I thought I had corrected that. Next time I update sign ups (and add Quebec's bid) later today, I shall fix that.

Since Kaboomlandia also brought it to my attention, once we have a host bid, I will sweep the sign-ups for nations that have CTE'd or been DEAT'd prior to the beginning of the tournament, which might affect our final number somewhat. Just a heads-up.
