The civilisation overall was at one point unified in the Aláranid Economic Collective, which has since dissolved into a civil war with innumerable factions. Kaskanad is nearer the edge of civilised space than the centre, so it's neither as rich not is it protected by a larger power. Nonetheless, this is definitely a clean as Cen said. So you have flexibility in the way your character is structured and how they react to the environment, but there is rule of law and all, and all of our characters will be operating from that background.
If you want a parallel, think Germany immediately post-reunification. The public still prefers to avoid thinking about the events of fifty years earlier, but there is significant emotion sub-surface.
Perfect, thanks.
I'll get an app up tomorrow c:
Edit: is it ok if I use some minor human philosophies and sayings in regards to the race's culture? As in, they still have idioms and tribal sayings that have survived the transition to FT. tbh, this isn't a major point, but I thought I'd ask it as well.

Wonderful. I shall toss him on the list.
Now for a bit of clarification:
The IC proper shall begin with a reunion of sorts of veterans from Círpryad focused around Colonel Ilvaris, who was one of their leaders during the war. As Kado wasn't alive then, he wouldn't have been one of the folks invited to the initial event. Since I want him and other non-military or younger PCs to be able to participate, the second event that occurs is a tacit way by Círpryad of attracting new folks once they decide to stage a revolution. I figure Kado can come in here since they've asked for additional pilots, mechanics, and other such folks with applicable skills and a resentment of Ruscal Nor.

Any word on my application, or does it need improvement?

Great Confederacy Of Commonwealth States wrote:RÍSIAD CHARACTER APPLICATION:
Character Name: Kesdo Vannagan Nordo
Age: 164
Physical Description: Both old age and loss have withered his face and bones. He looks like he has lived three centuries already. While his age reflects on him, there is a sad smile around his eyes. He never laughs heartily, there is always some force stopping him from doing so. His saddened eyes give him the look of someone who has seen the galaxy in her entirety, someone who has looked into the endless void of space and time and understood. He always wields a walking cane, which hides an old sword that hasn’t left its scabbard for fifty years. He uses it heavily.
Personality Description: If one were to meet a wizard without special powers, it would be Kesdo Vannagan. He has a loving heart, but a closed one. A heart of kindness, but one that kindness has hurt, too. He is friendly, but he looks downbeaten. His anger is reserved, and not many mortals have lived to see him in outrage. Always ready to pour you a cup of tea.
Occupation: Local politician
Physical Skills: Could always fence, but age and lack of practise have caught up with him a bit. Still, he can hold his own somewhat against an untrained robber. Something he does now and again, too. He can also dance quite well, mostly traditional dances regarded as ‘fancy’. He has mastered the art of cooking too, if that’s a physical skill.
Mental Skills: Here, Kesdo Vannagan truly shines. He has never been one for physical endurance, but his memory is beyond a doubt very strong. He has read many books, has seen quite a few things, and is always ready to share certain wisdom. He never gives an answer straight-forward, though. Everything is in riddles and lessons. An intelligent man overall. He also is a killer at chess (or the equivalent of this universe).
Information We Should Know [Character]: He lost everything when the capital was destroyed. It’s where he worked, where he lived, where he enjoyed himself. He had friends, his wife, son and daughter, their children, colleagues… everything was taken from him while he was out of town for an emergency meeting. When he returned, his whole life had been turned to glass. He still keeps a shard of the glass as a mantle piece.
Information We Should Know [RPer]: James Usari, at your service! I like RP-ing people with a history, people with deep-running emotions that have the ability to tear them apart. This man will not be defined by his physical actions, but by his internal forces and the wisdom he can provide.

Love it; he'll be a great addition to the atmosphere, especially since I can foresee some neat dynamic between him and Colonel Ilvaris. Tossing him on the list.
