In his free time he often lazes around, daydreaming about being a soldier and how cool it would be to be a combat pilot, which he often pretends to be as he haphazardly weaves through traffic on delivery runs.

Occupation: Commercial Pilot
Physical Skills: He's used to large amounts of stress and g forces thanks to his reckless driving getting him into strange and dangerous situations. He isn't a skilled shot and prefers to either run things over or hit them really hard with a wrench.
Mental Skills: Kado isn't the brightest person around but he knows a lot about piloting vehicles and making hastily repairs. He has the bare minimal of formal education, everything he knows about vehicle piloting and maintenance he learned from experience.

The setting is clear(er) than not, much more like Star Trek than Bladerunner. Minus the inter-species interactions, of course.

This. The civilisation overall was at one point unified in the Aláranid Economic Collective, which has since dissolved into a civil war with innumerable factions. Kaskanad is nearer the edge of civilised space than the centre, so it's neither as rich not is it protected by a larger power. Nonetheless, this is definitely a clean as Cen said. So you have flexibility in the way your character is structured and how they react to the environment, but there is rule of law and all, and all of our characters will be operating from that background.
If you want a parallel, think Germany immediately post-reunification. The public still prefers to avoid thinking about the events of fifty years earlier, but there is significant emotion sub-surface.

Personality Description: Jonas is regularly an extroverted person, friendly to a fault and always willing to engage in conversation. He rarely has anything derogatory to say to an individual, and only speaks negative of someone when it is the absolute truth. For the most part, however, Jonas heavily prefers the privacy of his own company than those of others. More specifically, the company of the forest. Jonas is an outdoorsman, through and through, and will take any chance he can get to remove himself from large crowds in order to confine himself to the trees. It's a sort of therapy for him, and has been a constant struggle in his effort to maintain a regular civilian life.

Through various teachings and the bitter resentment that Evan held for those who defeated him, Jonas has had that same attitude imbued within him. His mother was killed in the destruction of Alenas. He harbors a strong, and well-warranted, hatred for the new government. He will be willing to fight them with an almost fanatical zeal, yet guards his tongue about speaking of his rebellious thoughts.

Physical Description: He's a rather pale-skinned fellow, but then again it's to be expected when you're a glass-walker. He has a band of rather tanned skin about his wrists, the ends of his fingers, and his eyes. These are, as one might suspect, the only places that are regularly exposed to the light of day. From underneath his thick clothing, he's best described as standing roughly six and a half feet tall with a wiry frame making him almost seem to take on an alien appearance. With a thin and gaunt face, brought about by years of malnutrition and general hard living, it's no wonder he's got the rugged features of a nomadic wanderer of the ruins of the old capital.
Personality Description: He's as sociable as one might expect a lone-wanderer might be, which is surprisingly social. He in fact adores being able to just interact with someone alive, given his job description, he doesn't get much time to do so. His incredibly exuberant and happy demeanor is something not to be taken lightly though, as it is rather just the mask he chooses to wear. To him there is nothing worse than letting other see the instability within, and having grown up in the shadow of the Ruscal Nor government in place he's seen the price to pay for being too vocal.

Occupation [Non-Military Personnel]: Glass-Walker. These nomadic wanderers are hired by various agencies to commit to special research and recovery missions within the badlands left behind by the glassing of the old Capital. Seen as generally disposable, the nomadic people who wander the sand and glass-ridden wastes are often given passable sums of money to pick up items they might otherwise leave behind. Along with this specialty, comes a certain degree of discretion only attainable by using such an undermined aspect of society planetside, as the Glass-Walkers are those whom sit at odds by nature with whatever governments or authorities that try to administrate over their wandering camps.
Physical Skills: His body has been conditioned over the course of the last fifty years to be at a constant physical peak condition. In fact, some might even claim it moves beyond what is considered possible, but those of the nomadic tribes existing in the wastes know otherwise. Sharp eyes and quick fingers have kept him alive through various pitfalls and journeys he's taken and an adaptation to the harsh climate of the glasslands has given him comfort in working on the hottest of days and the coldest of nights. He however is a rare member among the Glass-Walkers, he has been given the title of Lyrin-Vel'amee, a traditional name taken from the fastest member of his tribe and given to the next that rises up. He is, without a doubt, fast.
Mental Skills: He's not well-educated, having only read the occasional file or two from the tribe's archival tent. He's rather grown up learning how to speak the languages offered to him to conduct business within the glassed ruins and as such his vocabulary is also slightly stunted. Don't take this to mean he is not clever or intelligent however. He has learned to speak several different local and foreign dialects of the cultures he's come in contact with and his own nature in being the fastest member of his tribe has often lead him to act as a courier. His abilities having been honed to take in his surrounding constantly over the years has lead to his purposeful development of a near eidetic memory. It is to that extent he has become a mental courier of important information and likewise has catalogued hundreds of archive sites and locations of interest in the event they might be needed in the future.
Information We Should Know [Character]: He's fast, I emphasize that only to bring about the point that it was this speed that made him come to the attention of a scout. I'm thinking that perhaps he's been recruited to work with any resistance factions in recovering lost artifacts within the glassed areas, given his uncanny memory. After having run a few recovery missions for the resistance now building up, he's been brought in to work as a saboteur and spy. He has the raw talent and now simply needs to hone it for the conflict ahead.

Personality Description: Seras is a rather cold, brash women who doesnt seem to have time for games. Although she finds the glassing of the capital overly ruthless, she does admire the directness. Although she does have a combat state of mind, however, she is often too direct. Her frankness often gets her into trouble as well.

Occupation [Non-Military Personnel]: She was a robotics tech. She quit that job to put her focus purely on rebellion
Physical Skills: She is rather average in strength for her age and build (athletic), however she has a very high stamina and tolerance to pain

Information We Should Know [Character]: Seras aims to support the cause in every way possible. Truly a jack of all trades in combat, she has skill in everything but excels in nothing, being average in all but robotics. She is generally quiet about her personal life, but things she has shared include her father having once been an officer in the military who was glassed in the capital. Her mother died whilst Seras was quite young from heart failure, so her father had raised her. It is speculated that underneath the cold exterior, that comes loose when she consumes any form of alcohol or drug, is a joking, carefree person. She denies this wholeheartedly.
