"Exotic Demolitions Accord"
A resolution to improve world security by boosting police and military budgets.

Category: International Security | Strength: Mild | Proposed by: Jean Pierre Trudeau

The World Assembly,

Recognizing the rights of member nations to utilize exotic demolitions materials to meet the construction needs of their nation,

Concerned that exotic demolitions materials which are not properly secured have a probability of falling into the wrong hands and can be used in roles to which they were never intended,

Thus resolving to enact a sensible policy that allows for the safe and secure usage of exotic demolitions materials, whilst maintaining the safety and security of the surrounding populace,

The General Assembly hereby,

  1. Defines exotic demolitions materials as materials not normally used in the explosive deconstruction or removal of material including, but not limited to:

    1. Nuclear materials,

    2. Antimatter, or

    3. Exotic reactive metals which have the possibility of producing an explosive yield.
  2. Requires member nations to ensure their exotic demolitions materials are fully secured against theft,

  3. Demands that member nations take all measures necessary and practical in preventing the transfer of exotic demolitions materials, design specifications, and materials if there is probable cause to suspect that they will be weaponized,

  4. Further requires member nations whom allow the use of exotic demolitions materials to ensure they are only used by qualified agencies,

  5. Clarifies that nothing in this resolution shall be interpreted as affecting the right of member nations to research or use exotic demolitions materials for peaceful purposes, nor denying members nations the right to further restrict the use of exotic demolitions materials.

What about the FT nations which use this stuff like butter? Antimatter powers every single device now and they use tachyon-assisted pseudo-graviton pulse matter deconstructors (or other technobabble) for demolitions?

Of course it does. There is nothing in the resolution which excludes weapons. Bombs demolish things too. Which... is why I think Jean phrased it in this manner. O.o

For disingenuous titling, I'm going to have to be provisionally opposed.

No. Opposed. We don't really care for back-handed attempts to block off entire classes of weapons.

We would wish to see a clarification in this resolution that states this resolution only covers explosives used for peaceful/engineering purposes and not weaponry. We see the logic and purpose behind this, and would vote for it if it came to vote.
As an editor I seam to spend an awful lot of thyme going threw issues and checking that they're no oblivious errars. Its a tough job but someone's got too do it!

"Ambassador, you would be banning a great deal of the Weapons the Imperium has used for 200 Years. That was an oversight. I was half drunk when writing this. I will find a way to fix that.

Grays Harbor wrote:No. Opposed. We don't really care for back-handed attempts to block off entire classes of weapons.

I have never had any intention of closing off entire classes of weapons, otherwise I would have banned chemical weapons outright when I had the chance.

Calm down. It was an oversight that can be fixed. As for the "disingenuous titling"? The title is not disingenuous. It is meant to block any strong regulation on using these explosives for peaceful demolitions.

Good. Well — my comment was in the context, quite heavily implied, that you had included it as a backhanded way for another piece of nuclear weapon legislation without saying that it was nuclear weapon legislation.

What about magic? It has been said that the Supreme Warlord can call down strikes of lightning at whim, or summon tornadoes to destroy entire villages.

AWARE that rumor has it the Supreme Warlord of United West Afrika can call down strikes of lightning at whim;

ALSO AWARE that rumors go on to suggest that the Supreme Warlord can summon tornadoes to destroy entire villages;

ALSO ALSO AWARE that such rumors are quite terrifying if true;

THEREFORE:

1. OUTLAWS the use of magic as a weapon of war;

2. PERMITS the continued use of magic as a weapon by unicorns, leprechauns, and tinklefaries - as they have no other options really - but requires them to tone it down a bit;

3. TIMIDLY SUGGESTS to the Supreme Warlord that he kindly refrain from using his powers for evil;

4. CALLS FOR the immediate arrest of Merlin and his gang of belligerent guerrilla freedom fighters operating in South America;

5. ESTABLISHES the World Assembly Magic Assessment Group, Excelsior! (WA MAGE!) and tasks it with the following: (a) determining if magic really exists, (b) writing that information down and telling us, (c) if magic does exist, pointing it out when it's happening.

We would imagine that in an area where magic works, this would require said nations to ensure that exotic demolitions are properly warded, or failing that, competent warlocks to be charged with harnessing elemental spirits to protect said demolitions.

The Supreme Warlord may consider this so long as we are permitted to use magic in self-defense. Also, let's not be ridiculous: Unicorns are not real.

Since the Honourable Ambassador's most unfortunate departure and resignation from this World Assembly, I would assume that this legislation is now permanent on hold (also known as development hell). No office raid was undertaken by the Duke of Geneva's regiment.
