Sorry, I didn't phrase it correctly: They aren't on the Coalition's or the Resistance's side. They aren't interested in these categories - hurt the wildlife and you are their enemy, no matter who you are, who your friends are and who has your back.

But that isn't a thing. The Coalition openly steals Pokemon from Trainers and murder the trainers. Rangers are around to help both Humans and Pokemon and promote the bond between them. The Coalition is breaking that most basic of rules, and thus any Ranger that hasn't simply quit will be fighting them.

But Luxray is a final form Pokemon. How are you going to justify to me you getting a fully evolved Pokemon?

Rangers on the Coalition side? Eh, I don't like it. The coalition caused them to lose their jobs, and Teams aren't known for being kind to local wildlife.

To Jord and Faal: I returned to Alice and Clara with Reece. See last section here.

Actually, Temp, it would be impossible. Rangers are known for their loyalty to whatever person they perceive to be their leader. The current leader is Hastings, even as he rots in a Dim Sun jail. Hasting was known for his tough stance against crime, organized or otherwise. Thus, Rangers would automatically fight against any side with Dim Sun on it. Another reason why they would not help teams is because one of the founding principles of the Union was that no Pokemon should be stolen from it's friend and/or trainer. Rangers are supposed to help people keep their Pokemon safe, a job which the Coalition prevents. Thus, even those who felt no particular loyalty to Hastings would still fight the Coalition. The former Union has a beef with the Coalition, and no Ranger will let the Union's shutdown simply slide.

And Temp, I know.

Ah, but even female Luxios have the default name Luxio. Therefore, a female Luxray nicknamed Luxio would still be a good joke.

Then forget the Rangers, it was a dumb idea leading nowhere as it was.

Among other things, the character I have in mind is going to have had the Pokemon since she was a little kid, when it was still a Shinx, up until the events in the RP, which is a time period of roughly 13 years. I also plan on having the Pokemon recently evolved, meaning that the move set won't be as powerful as if it were further up in the levels; and, if necessary, I can make the character and Luxray learn to adjust for the added bulk and size ICly for a good portion of the RPs beginning stages.

If you want, I can also send you some RP examples over TG.

I know, but after having taken Spanish for two years, seeing a name end in "o" for a feminine character bugs the shit out of me, even if it is hilarious. ;)

You can appear in Mossdeep, Rustboro, or Slateport. Any will do, but Mossdeep would be recommended for Draco (Boss Man), and anyone you want fighting should be either in one of the other 2 cities or heading there.

I personally recommend Rustboro, Tri.

How come Jord?

And yet Steven and the Ranger dude think that sending a bunch of trainers to beat all the gyms in Hoenn is a good idea, bcause the teams "have so far obeyed the customs".

Is it just me or stealing Pokemon and killing the traners is not common in pre-Coalition Hoenn?

We don't have much of a choice in fighting the Gyms. You can't enter the league building without all Gym Badges. The Coalition knows this and is using it to their advantage.

A limited moveset sounds fair to me, Tri.

Besides, Shinx's evolutions learn moves slower than Shinx.

If they kill trainers, why don't the do that from the start to everyone in the Resistance?
That'd be way easier.

Also, if one can free his Pokemon from a Pokeball by trading it into a Rule Ball, why doesn't Steven do that himself?

You know, because they couldn't kill the Resistance. Because they escaped the Coalition and all.

I dunno. I hadn't heard of that till now. But you are right; guys, stop doing that. We have a Pokejammer. You are not allowed to switch Pokeballs.

And Temp, if there was a process for switching balls, there would less than no point in having the Pokejammer.

A limited number of Rule Balls means that yes, there is a point.

But so far that has been the rule. No more transferring. I just wanted Salv to have access to any number of Pokemon.

Possibilities/Apps for NPCs - 1

Thanks. Let's get to work, then!

Trainer App
Name: Doctor Gustav Brackman
Age: 66
Appearance: Here. (Source: SupCom-Wikia)
Sex: Male.
Gender: Male, although not interested in anything female.
Birthplace: Celadon City, Kanto
Moral alignment: Neutral with a bit of crazy.

Biography:
Doctor Brackman is one of the very few scientists of note in the world, who aren't specialized in anything Pokémon. He is both a geologist and engineer, mostly working where those two subjects meet, but also following any new findings outside of it.
Born to a scientist's family in Celadon, when they were on work-vacation, Brackman soon learned the value of intelligence and thinking over muscle and brawn - and of the value all these four things had, when they were combined. He went to school and later to university without many incidents.
He wasn't exactly a bad boy/young man, but he was a magnet for both weirdness and mechanical things, both of which tended to blow up into his face - which was why he became the owner of a wild Klink, a most valuable and by now retired companion of his. That was, when he was taking a foreign semester in Sinnoh.
After his studies, he began to focus on the development and establishment of a seismographic network using his own seismographic sensors, trying to use it to predict geological events like earthquakes, as well as the development of a easier method to detect ressources like coal, iron and others.
However, as much effort as he had put into these machines and devices, many media outlets focus on his not so secret hobby: The construction of giant (and not so giant) mechs, although none of them has ever left the drawing board. He sees much use for such devices in the future, both in industry and other fields, but his other research mostly falls onto the floor.
When the Coalition took over, he was at Mount Pyre to take a close look at the geological properties of the vulcan, as well as the geological properties of the hot springs, and was currently hiking up the mountain with his companions Rufus and Nottel. Imagine his surprise, when he came down the mountain to find the Coalition in charge...

Pokemon:
  • Rufus, a Doduo
  • Male
  • Run Away
  • Moveset:
    • Peck
    • Quick Attack
    • No third move
    • No fourth move
  • History/Personality: Rufus is a nice and trusting Doduo, mostly used as a mount by the old Doctor. He enjoys walking with the old man on his back, as well as working and living with him, for the Doctor always has his favourite treat with him: Pecha Berries.
Rufus was found by the Doctor during his study time, a small and malnourished Doduo, which was brought back to health by him and a study colleague of his. He has his name from her, someone Brackman couldn't change, even if he wanted to.

  • Nottel, an Abra
  • Female
  • Inner Focus
  • Moveset:
    • Teleport
    • Barrier
    • Psyshock
    • No fourth move
  • History/Personality: Nottel is the other half of Brackman's team, a small, young and very intelligent, albeit lazy, Abra. He helps the good Doctor with his research by getting him and Rufus where they need to go over short distances and has a small bit of battle experience.
Due to his intelligence, he mastered the art of using his psychic powers to levitate a pen and to write with it, although it rarely makes any sense. As if to screw with anyone, he writes in Pokéspeech most of the time, a language, which is only understood by other Pokémon (the discovery that written Pokéspeech can be understood by other Pokémon was deemed as unimportant by Doctor Brackman and therefore not relayed to his colleagues).

Optional Section:

Personality: Doctor Brackman is an odd man, with many habits, some of them bad, dedicated to his work up to forgetting to sleep and eat, but a genius in and of himself. He isn't a battler or a trainer in the strict sense, but he would be able to hold his own, if needed. He is a bit of a scatterbrain.
He also likes to call everyone "My boy.", regardless of their gender.
If someone, be it Coalition or Resistance, were to recruit him, he would work together with them without asking questions, as long as they fund his research and he can do it.
Likes: Peace, quiet and scientific recognition for something else then his giant mechs.
Dislikes: Hectic, dumbness and folly.

Trainer App
Name: Anna Maisenberger
Age: 22
Appearance: She is an actress.
Sex: Female.
Gender: Female.
Birthplace: Couriway Town, Kalos
Moral alignment: Neutral Good.

Biography:
Anna is an actress, both before the camera and behind, never showing her true self to anyone. Someone once remarked, that this is due to her being afraid of getting hurt, but that is only partially true.
Born in the borderlands of Kalos, Anna grew up in the midst of uncivilized civilization as she would put it. There was no beauty in the place, nothing to make people dream and to make their hearts pound, only vanity and frivolity. For her, the very embodyment of this idea was Diantha.
She discovered her talent for acting by more or less accident, went to a dedicated school and began to roam the world as actress on the stage, putting emphasis on her character's innermost thoughts and feelings - her performance of the Shakespear-speech about the Quality of Mercy is seen as a modern classic and the PokéTube video of her doing the Saint Chrispin's Day Speech during a pause in a rehearsal of Henry V just for fun and her colleagues is legendary amongst those knowledgeable in what they should look for as well.
When the Coalition struck, she was on stage in full costume (Amalia von Edelreich, The Robbers, Schiller), clearing off in the general mayham around her. She took the light costume and a prop, a useless sword, with her and is currently in the process of refinding her own middle, while also trying to organize a theatre troup to get back a sense of normality.
She tried her luck at both Showcases and Contests, but hasn't won a ribbon.

Pokemon:
  • Mephistopheles/Mephisto, a Numel
  • Male
  • Oblivious
  • Moveset:
    • Magnitude
    • Lava Plume
    • Flame Burst
    • Heat Wave
  • History/Personality: Mephistopheles, named after the Devil in Goethe's Faust, is an odd little Numel. He is oblivious to any affection other then the belly rubs given to him by his lady and mistress, he is an actor, and his stage personalities have an unhealthy affection to fire. Usually his role is to be at his mistress' side and to be a mirror of her emotions by the generous usage of his hump and the ability to shoot fire through it - another role he usually has is to control the temperature in the theatre in order to manipulate the audience in a subtle way.
He isn't a battler, his control over his moves is far too precise for that, but he can and will defend what he holds dear.

  • Brunhilde, a Cubchoo
  • Female
  • Snow Cloak
  • Moveset:
    • Hail
    • Powder Snow
    • Charm
    • No 4th Move
  • History/Personality: Brunhilde is the exact opposite to Mephisto, seeking affection, hating belly rubs and not much of an actor. She can play the nice little Pokémon in her master's arms, when needed and is wonderful at using her ice-type powers to counteract the Numel or to manipulate the audience in the same subtle way, but she is a battler and she has the fighting spirit, which Mephisto lacks.

Optional Section:

Personality: Anna is many things, but loyal is not among them. She is very driven, always looking for her own goals and to fullfill her own little dream of becoming one of the greatest actors in the world, greater then Diantha. She doesn't really care about who is in charge as long as they let her perform, but if the Resistance would ask her, she would not join, but definately help them.
Likes: Acting and good audiences.
Dislikes: Vanity, Diantha.

What do you guys think? Good NPCs or bad NPCs?

You actually made the Characters underpowered. I'm impressed. Most don't have the straight up guts to do that.

Accepted.
My favorite games are the Pokemon Games. Shoot me a TG if you want to talk about them.
Don't worry! It's all just a tall tale, okay?

Thank you. I wanted to make these characters and escpecially their Pokémon a bit underpowered - they have other uses and strengths other then pure battle and that is the point.
Also, the Pokémon are bound to a specific purpose: Mephisto and Brunhilde are both theatrical capabilities, Rufus a Ponita by another name and Nottel a lazy sod. In a way, it is a bit like with Domino.

EDIT: Should I write introduction posts for them on the IC and let them roam around a bit or do the OPs want to keep them in reserve until they are needed?

Do whatever you want with them, within the bounds of reality. They are not our Characters to control, and if we need them, we'll seize control when it is needed.
