Usually we don't give out validities but in the case of The Chain, I will make an exception - nations with no emigration will not qualify for the first issue and, as such, The Chain as a whole.

While I don't see anybody being quite down for another undertaking as massive as The Chain anytime soon, smaller chains are probably feasible, and could make for a great group project for players to chew on together. There's certainly plenty of events worthy of national concern that could be spread across a small handful of issues. Even before we had the ability to do real chains, there are some two-issue psuedo-chains already (like how you get that one issue about the aftermath of banning cars after you choose in an earlier one to put that ban into place.) What differentiates those from real chains is the possibility of branching. Where a psuedo-chain is generally just two issues (B follows as a result of choosing A,) a real chain should probably be three issues minimum (B or C follows as a result of choosing A1 or A2.)
They are understandably more difficult than a regular one-off issue to draft, however, owing to their increased complexity. You need to have a map in mind of how players will progress through the chain, and like any CYOA, you need to really manage your branching paths to keep it from spiraling entirely out of control. (For instance, The Chain could easily have topped upwards of 50 issues if left unchecked; when drawing up that initial rough map of the thing, I had to deliberately trim branches down and make them end. That draft called for 21 issues; Sanc and the other editors knocked a couple more off to bring it down to the final 19.)
Anyone that wants to try their hand at drafting a chain, I would recommend starting by drawing yourself up a flowchart to map out that progression. You might have some ideas for the actual content of the issues, but it will really help your writing if you have that map laid out before you start writing.

Damn. I was looking so ridiculously forward to getting the chain too. Oh well, looks like it's time to review my immigration and emigration policies....
