Motokata is seeing a sweltering heatwave as high pressure holds on the country. Every Provence is reporting high temperatures and high levels of humidity causing strain on power and other local resources. People try their best to beat the heat by hitting the pools, staying indoors and ultimately gritting their teeth and bearing it. Motokata City in particular has been feeling the effects of the hot temperatures daily. Hot tempratures are not unheard of in Motokata but prolonged heat with little relief is uncommon. "Makes you wish for typhoons."

While some find the heat oppressive many of the nations young girls are finding the fun by getting to show off their new bathing suits early. Maiko Sawamura and her best friends have been enjoying it. "Got a new suit a month ago but it's been raining forever. Now it's hot and sunny so I get to show it off. Put on the lotion and enjoy it while it lasts I say."

Days while usually sunny, nights are seeing an abundance of explosive dry lightning storms.

Six deaths are blamed on lightning and 45 on heat. Public Officials urge people to drink plenty of fluids, dress lightly and limit stressful and physical activity. If possible relax in front of a fan or A/C unit. If you don't have A/C seek a building that does to cool off. If you feel you are suffering ill effects from heat, dial Emergency Services right away. Weather Center of Motokata says the heat wave will likely continue for another week.

Is Motokata On the Way to Free Public Education?


For more than a century education in Motokata has been left to the private industry and individual provenances and cities to determine, but with little to no money handed down at the national level and with almost no national standards. The long held rational is private schools would require students to show effort, prevent coasting by "lazy" kids and allow parents the options of either homeschooling or putting their kids to work on family farms, stores, etc. As a result 95% of schools charge some kind of tuition fees which can range to a few hundred to thousands of thousands of Dinars. Limit low income families to consider options of rent versus education for their kids. The schools that do serve openly with low to no costs are often understaffed and in poor condition such as this school in Pakxe a small farming community. The school has freely educated it's students but it has seen the cost of no public funds. One of the schools teachers took us through.

"Our books are usually a few years behind, our students sit two or three to a desk. Building really doesn't hold well during rough weather, it's basically a thatch hut made to hold a lot of children. The children are excited to learn but we're concerned they're not learning more to prepare them for adolescence or adulthood."

Schools in larger cities have the advantage of greater economic pools to choose from with parents and students considering their options but tuition costs still remain high for most. Mariana Juandez who migrated with her daughter from the Mot-Philippine Islands has had a hard time getting her daughter into a good school for a good cost. "I'm a single mom, I work two jobs to put food on our table. I'm better off here then where I was but not by much"

With stories like this flooding into public offices at every town, city, and Provence of Motokata it seems the men and women at the top are ready to reconsider this tradition. Nguyễn Sinh Hùng Mayor of Gingh Mihn Provence has gathered the support of most of his fellow mayors from around Motokata to demand a change in the legislation and by the State Holder. "If we're to prepare our children, if Motokata wants to stay as a high economic powerhouse and if we want to grow in the world it is time to give them the knowledge and the tools to do so."

Nguyễn not only has the support of politicians but the support of many of Motokata's Clergy. High Ranking Priests and Priestess of the Madokami and Yuekami Churches as well as support of Christian, Jew, Muslim and other religions have voiced support of giving a universal education to all children. One young Priestess, Yoshiruku also personally wrote letters to political figures about the need for education. "As a Priestess it's my duty to give Spiritual help. But with the Church being as open as it is we often get asked to teach and other faiths come in. Some wish to have a secular education and that is fine but it's hard to give a secular education while having to be in a religious position. I think if the Goddess her self came down she would want to see the same."

Attempts of education reform have come in the past with other Oligarchs at the top, including the Odas, the now Oda-Sparrow, the Rikus and others. Most have come short with goals or ideas but never before has the movement been so strong. "THIS IS NOT JUST A MATTER OF IDEOLOGY THIS IS A HUMAN RIGHT!" Protesters shouted at the Capital Square. "FREE EDUCATION FOR ALL!" With the growing public desires as well as agreements between many of the nations political figures it grows more likely than ever before that Motokata will truly see a universal education system for all.

Turbulence forced an Aero Philippines Flight into an emergency landing yesterday. The plane was bound from Bagerhat in the Southern Pala Island to Manila in the Philippine Islands when a broad band of thunderstorms delayed it's initial takeoff. Air Traffic Control did clear the airline for take off but strong winds and lightning proved to be overwhelming for the air craft and forced it to land prematurely about 15 kilometers away from the airport and just 5 kilometers from the shoreline. All 50 Passengers and crew aboard are reported safe and there were no serious injuries.

Motokata City residents were given a rude awakening early this morning when a minor earthquake struck the city. The quake occurred at early 4 AM, local time, was measured about a 5.7 and shook some buildings and flooded emergency numbers from concerned citizens. No injuries or major damages reported.

Typhoon Hana made landfall in the Chawaland Refugee Sanctuary causing damage to much of the island. A low end Class A storm knocked out power, took down trees and homes and caused extensive flooding in some areas. Ganosian forces have mobilized relief with care packages and will be quickly undertaking rebuilding efforts. Hana is the first storm to hit the island since Ganosian claimed control of the island and is expected to dissipate before hitting the Java Archipelago, where it's locally known as a cyclone.

Football takes the lead as Motokata Women's League squared away against Lamoni in an exciting match. Kotobuki team captain took charge in front and lead her team to a decisive victory at 6-3

The Men's Division faced the Filipino Manila League not quite the bang the women's division showed as Kikuchi managed to score the most goals but not enough to take the team to victory with a loss in a close match at 4-6.




Turning to Baseball news, the Bengal Tigers has been disqualified from participating in the Nationals this year due to unpaid club dues by the team's owner. Earlier this year the Motoktan Baseball Association raised it's annual dues for member teams and Bengal's Owner, Kou Yuu said he wasn't happy about that.

"The MBA's inflation isn't matched to anything but their pure greed. And unfortunately most organized baseball games are controlled and ran by them."

Yuu has said he would like to leave the Association but says it would negatively impact his team by going at it alone, he states "if we want to make a change we must all join and jump the ship"

Stocks took a bit of a dip after a week long high. MOSDAQ dipped 4 points closing at 27 while the Motokat Exchange fell down 6 points closing at 30. Here's a look at the current trends.

"Hello everyone I'm back again after getting married and once again want to wish everyone most grateful thanks for so many well wishes for my marriage. And what a day to be back as it's a very busy day weather wise in the region especially around the Motokatan Sea. As we have, count them, one, two, THREE active tropical storms, two typhoons and one tropical storm. First of all we have Typhoon Molly, named by the Philippine Meteorological Center, and that is nearing to make landfall in the Philippines looks like along the north western track so much of Luzon will be affected by this storm. This is a Class B storm, that is a Category 2 on the Saffir-Simpson Scale and it's on the rather strong end of one too this is gonna really be a soaker of a storm wide spread flooding and damage is expected with this one. Now we do think this storm will make it to Motokata Proper but we aren't sure if it will stay along it's north-western track or potentially shift coming down more south towards Motokata City in the meantime a Typhoon Watch is in effect for all provinces of Motokata.

Now looking to our south at the AHSCA islands we have another big storm making some trouble this is or was a hurricane now it's a tropical storm it's not designated or named as that isn't done in the islands. It was at it's peak a Category 4 storm so the fact it's come down quite a bit is some good news but the bad news is it is for sure making landfall over what is Corona Island and it is a very slow moving storm which is producing some heavy rains and strong winds and we all know that their infrastructure just really isn't built for storms but again good news is this is not as strong as it was and they have certainly seen their share of strong storms in the past.

The third storm is Typhoon Momo and this is a really big storm it's a Class C and could elevate to class D now fortunately this particular one is moving away from us it's trekking north so it won't be afflicting the Philippines this time around but still it is a dangerous storm as it is straddling along major shipping and flight routes so be alert.


Here's our outlook it's a wet wet week so get your coats and umbrellas out because we are expecting some pretty heavy rainfall thanks to these three storms and this will be all over Motokata. Rain with humid conditions still a little on the warm side. We are expecting as high as 2 meters in some areas which will be causing some flooding and this will be especially dangerous along rural river banks which will very well crest and swell above normal. We are expecting landfall from Typhoon Molly which is Typhoon Mika here by the end of the week again still not entirely certian of it's path as the tracks have it all over the place. Remember, even if it's just a Class B Storm it still poses a danger so take the needed precautions as soon as you can.

"If tipping is not your thing one business seems to have the answer and it's the Motokata Dance Clubs nationwide. In an effort to keep encouraging tourists coming into dance joints, the Union of Exotic Dancers has found a new way to make sure their dancers can still make their money in a nights worth and not shy away tourists where tipping is not a custom. The plan is to allow a person to pay extra for price of admission to cover a 10% tip. We talked to one girl who feels this is a great idea.

We do work hard for our money and we would hope all our customers would tip us but some don't do it which makes it a little harder for us at the end of the day. I know not everybody looks at stripper favorably but we're just working women like anyone else."

Head of the Dance Union, Rimi Fujieda feels the recent deal will be great "Our girls only make about 1500 Dinars monthly, sounds like a lot but consider cost of living it's eaten away pretty quickly. Clubs aren't willing to raise admission prices or food and beverage prices in general to cover salary increases which is why tipping is so important. 10% gratuity to admission is really not much to ask, the expected tipping rate is usually 15-20% and they'll be making that from locals but some nights bring out tourists more than locals and if they don't tip our girls it might as well be a slow night or a bust. Our members come from all walks of life, some are well off and enjoy the art of dancing, some are single moms working paycheck to paycheck, some have been able to get out of poverty because of the job. For now we hope people will opt in voluntarily but if it comes down to the system not working we might have to start applying it to all out of town visitors."

While the deal was mostly curtailed to the stationed soldiers living in Motokata, Fujieda has said the deal can apply to anyone at any club at anytime who wants to opt in.

Oil Refineries around Motokata are expected to start increasing production and output of more fuel. MNW's Alyssa Silver has the story.

Last week the Motokatan Office of Trade and Commerce signed a major trade and import agreement with Pegasus Petrol to the tune of more than two-trillion dollars in a six year contract to import more than 14 million barrels of oil. The Department hopes the new deal can start to stimulate rising cost of fuel around Motokata and increase domestic input and output of fuel. This year oil production dropped due to a very active typhoon season afflicting the southern islands and the Philippine islands as well as rising tensions from other suppliers. Department Executive Aya Hoshino has said this new deal will be good for the economy of Motokata.

"Fuel to run our cars, fuel to light and heat our homes, businesses, more fuels to produce the things we use every day. Motokata is doing great with nuclear and geothermal based energy but a fuel surplus will keep us running efficiently and proactively. We'll have enough in the event of emergencies. This is also a great deal for Motokata's trading reputation as we keep showing ourselves an economic viable country to import and export goods around the world, we're going to remain competitive."

Those who work in the Fuel and Oil business here in Motokata are excited to see the new deal. "I'm very happy" said Phạm Chí Lợi a refinery worker. "Bad weather has cause major slowdowns on importing crude oil from the gulf and the Philippines. Production was slowing down and that was costing us money and time. Good to know I'll have plenty of work to do."

Drivers are also happy "I rely on my vehicle to work" Said commuter Kaorin Onishi, "if fuel prices go down then I don't have to loose so much of my profits."

But not all are happy about the increase in petroleum imports. The Earth Alliance of Motokata has protested the new import deal.

"We need to get off our addiction to fossil fuels!" Shouted protester "Pegasus Petrol is part of the problem not the solution!"

"Oil is bad. It leaks it spills it contaminates water and it's just all around dangerous"

"We need to invest more in alternative fuels, renewable energy. Fossil fuels will be gone one day and we can't rely on them forever."

"We are contributing more and more to climate change we need to stop!"

"Well the angry rhetoric hasn't slowed the Government's track to being the importing as ships continue to deliver to the MKC Refinery #1 this is the central hub of Motokata that sorts, refines and distributes petroleum to other refineries and service stations hard to see with the rain now but it is running at full capacity right now both with domestic and imported product. MOTOKATAN AIRWAYS (MSE: MAW) business is up in terms of travel and tourism with flight bookings in the usually off season spiking thanks to major price cuts in ticket fair as well as bonus deals. The company hopes to make the holiday travel season a delight for it's customers when often it becomes a frustration. And as MAW continues to expand it's routes overseas the company stock continues to rise as does the seeming disdain from former employees, whom are accusing the company of being reckless in flights. A former flight attendant simply referred to as "Yuu," to protect her anonymity flew with MAW for 6 years and now she's been raising some attention, calling the company out for being reckless.

"When I flew with the company a few things struck me about it, while security and maintenance were seemingly routine on the ground, once in the air whole different circumstances. I saw people with open and loaded firearms, hazardous carry-ons and it seemed piolts had little concern for safety of us and the passengers. They would deliberately fly though turbulent thunderstorms rather than divert or climb it made doing our job harder and frightened passengers. They do it because the company wants to pinch pennies on fuel and rather than expend a little extra to go around they just fly through"

Officials at MAW have dismissed "Yuu's" claims as foolish. Spokesperson for the company, Atsuko Tokito rebutted such accusations by "Yuu"
"I have no doubt this Yuu person is a disgruntled employee. Unfortunately it happens, workers get burned out, they quit prematurely and they take their frustrations out on the company because they didn't receive their benefits because of their early departure. While I cannot comment directly regarding inflight turbulence, it is the discretion of the captain how to deal with those matters we cannot."

Veteran Pilot Akira Akemi also commented on the matters. "I've been flying with Motokatan Airways for more than 30 years, as far as I'm concerned it's never been safer to fly. I've flown every type of aircraft from props to jet each plane is an improvement on itself. If dangerous contraband is getting aboard planes it's clearly a failure of gate security but that's the problem of the airport not the airline."

"Captain, what about the comments about not diverting during turbulent weather?"

"It's not uncommon for us to fly through thunderstorms, ice clouds, air pockets, whatever it may be. Some come up and surprise you like clear air turbulence, thunderstorms while detectable aren't always avoidable. Some climb high and spread wide and diverting would eat too much fuel. Remember we are both national and international flights and we can't just land anywhere."

Customer comments have also allegedly be sanctioned by the company. "Ms. Yuu" runs a blog containing comments "allegedly suppressed by the airline"
Including those from Aero Philippine, a sub division of MAW. Many comments seem to concur flights often get rough and bumpy and the attendants never seems to know what is going on. This one star comment not found on motokatanairways.mk says during an Aero Philippine flight from Motokata City to Manila was "so rough, my daughter and I were queasy the whole time. We were going up and down, we thought we would crash for sure."

Captain Akemi stated "If you ask me, people are soft. When I started flying we had to fly in the weather period because going high wasn't possible. People just sat back and dealt with it. Before me, my father was a boat captain when the only method of travel was sea travel."

Tokito assured rough trips are nothing to be afraid of, "Turbulent weather probably brings up images of crashes, especially in the days since Flight 1280 but technology has improved since then, we know more than we did then and accidents like that are very rare these days. While more recently we had Flight 1482 that was a series of issues and we've been working on new technology to prevent that in the future."

"Breaking news out of Motokata City Tonight where Motokata City International Airport is reporting that Senator Yuki Fujikawa's private plane has gone missing somewhere over the Moto-Philippine Sea."

"Early this evening Air Traffic Control operators reported loosing radar contact with the private aircraft owned by SkyHoppers Company here in Motokata operating out of Motokata City and Manila it mainly serves these two destinations for small private flights. Fujikawa represents the 10th District of Motokata City and was in the Moto-Philippines meeting with Governor Alejandra Ponce. Officials are believing the plane has gone down and efforts to find the aircraft are underway now. On the phone is MNW Corespondent, Tsuki Mitsuawa she is joining us from the base of operations, Tsuki."

"Ami, I am here at the base-camp of the search and rescue efforts handled by the coast guard and navy, currently it is half-passed two in the morning and has been about an hour since this area of the ports of Manila have been sanctioned and quartered off to organize the search effort so things are moving fast. The weather is terrible, strong gusty winds, high surf and rain it is likely slowing down the effort...."

"It's been 72 hours since the aircraft of Senator Yuki Fujikawa disappeared en route from the Philippines to Motokata. Search and Rescue efforts had now shifted to recovery hoping to recover the aircraft and the flight-data-recorder to understand what happened. "Well we still aren't entirely sure that it was weather we won't know until the wreckage of the plane is found, and the FDRCs are found but weather seems like a likely culprit. As I understand from talking with other investigators that Senator Fujikawa inteded to leave the Philippines a few days ago but but weather kept her grounded for an extra day but it seems she was able to get enough of a window to clear Manila and head for Motokata City."

"Her husband an amateur pilot was the one at the controls and a fairly experience pilot it doesn't strike you as odd with severe weather in the area he would take off?"

"Well, you see planes take off in all kinds of weather and in this region this time of the year it's obvious bad weather is pretty common but I assume if he felt there was a clear enough path to fly through even with a little turbulence he thought according to his best judgement it was safe enough. Obviously things can change quickly especially between taxiing on the runway to getting in the air, it's very possible whatever clear path they may have had could have closed, winds could have shifted. Again this is assuming it was weather related and not something else."

"Right officials have not ruled out foul play just yet and obviously that far out to sea from the last reported location it would be unlikely an explosion would be seen or heard. Now weather wise what could bring the plane down? I mean turbulence is a fairly common occurrence is that unlikely?"

"Unlikely but not entirely impossible, obviously a down draft could be a factor it could just be the weather itself too much turbulence broke apart the fuselage. It could be icing on the wings or pilot tubes as we saw in MAW 1482, could be a lightning strike causing an engine flame out. Given no mayday was recorded it probably happened fast."

Manufacturing Jobs have Doubled

The Economic Diversity of Motokata and the Philippine Islands published it's latest economic assessment of Motokata's economy. Overall the reports have changed only slightly in most areas with a small growth in GDP per capita and the overall GDP of mainland Motokata has remained high. The report has also shown where various industries have seen growth and the report has shown that in the manufacturing sector has doubled over the past year. Thanks to new economic incentives by the Oda family as well as new international contracts by various firms. Weapons manufacturing grew 6%, Information Technology, 7.2%, Auto Manufacturing, 8.4% all bringing a wealth of new jobs. In Motokata City alone, 12 new planets opened by CyberLink, Motokata's largest electronics manufacturing and distribution companies, brought over 1000 new jobs to the cities. A decrease in inner city crime has been attributed to the expansion of production plants around various large cities.

Other sectors saw growth and decline, retail saw a 1.2% growth, pharmaceuticals .03% growth but by contrast, agriculture the third largest sector in Motokata, saw a .02% decline. Economists say declines and growths happen every year and there is no concern about slight shrinking. "Last year Agriculture grew by 1.1% so this year it had a minor decline but trends come and go."

Baseball Season Starts

It's baseball season here in Motokata and at Chiba Stadium the first pitch of the World Series was thrown by pop idol, Aki. Motokata City Sea Serpents versus The Lucky Thunder from Machida. M.C. Sea Serpents won the coin toss and were first up to bat, leading the team was Captain Yuki Kaname starting off with a successful fly ball giving Kaname a two base lead. The second batter managed an unexpected bunt which fooled even the short stop giving a successful run landing the team the first point of the game. Things got heated in the sixth inning when the Lucky Thunder team managed to score enough runs to tie up the game but ultimately the Sea Serpents won out the game at 8-5.

Women's baseball got off to a rocky start in Jungnang due to a rain delay which set the game back an hour. Fortunatley for fans the rains let up and the teams went to bat with the Rose Blossoms versus the Wildfires. Rose Blossoms Team Captain, Heo Yoon-ji threw the first pitch and after two strikes, opposing batter, Park Yun-Mi smacked a long fly ball out into left field and managed a complete run of the bases scoring the first points. After a series of rotations of in and outfielders the Wildfires scored a well earned victory at 4-2. "

And Motokata on the world stage managed to hold their own in a game against the Fevered Bayonets out of Ganosia. Amar Jewl smacked a home run shot in the 9th inning giving the Ganosia team the last point needed for victory in a very close game of 6-5.

The loss has set Motokata back a rank in the world leagues but the team is not down and out yet as two more games against the less favorable Bengal Tigers out of Mokastana and the Mabinogi Bull Dogs out of Eeri. One still wonders if Motokata can finally make it to the Pendant as Motokata is usually known for great playing at home but often falls short against teams on the international stage."

Two Dead After Ship Collision

"Good evening I'm Yuko Iwao
A Large Freight Ship collided with a smaller fishing vessel late last night, more than 100 kilometers southwest of Motokata, leaving two crew members of the smaller fishing vessel dead. The small boat was a fishing trawler registered in the Philippines and the large cargo ship was a freighter running cargo for the Shogaku Shipping Company out of Motokata City. According to logs the two ships collided at about 23:45 local time and the resulting damage to the cargo vessel the Kitakaze and the unnamed trawler was so great it forced the Kitakaze to run ashore on a nearby reef and wait for rescue."

An investigation is underway to determine the exact reasons behind the collision but Captain Rui Kuroda, Captain of the Shogaku freighter says no investigation is needed as it boils down to simply bad timing and bad weather. She joins us now by phone, Captain."

"We left port in already choppy conditions and by the time we were out midway to sea it was pretty rough going. Kouichi Kuromichi, father of the murdered teen shouted "MURDER" over and over again and proceeded to assault him and his attorney. Bailiffs were forced to tase the man and escort him out of the room. There were not cameras present but standard audio recording of proceedings did capture the dramatic exchange, warning that there is explicit language."

was last seen at a convenience mart less than a kilometer from her family's apartment in the middle of the day on Sunday, October 5th last year. Surveillance footage showed a strange man talking to her and showing her leaving with him. He had worn baggy clothes and obscured much of his features making identification difficult for eye witnesses. But as it turns out Vincent was also a resident of the apartment complex Kuromichi lived in and knew the man from seeing him around on a daily basis. This is how, police have said, he managed to lead her along with no resistance. Her remains were discovered in early January along a secluded wooded hiking trail.
Vincent was a Ganosian expat living in Motokata City doing mostly odd jobs and construction to get by. He had a criminal record of larceny and assault however his record was expunged sometime before leaving Ganosia and arriving in Motokata.

Vincent was arrested later in the month of January on an unrelated charge after getting into a bar fight in downtown Motokata City assaulting two patrons, he confessed to policed he had murdered the Kuromichi girl. "

VINCENT: Just somethin' I gotta get off my chest.

VINCENT: That little girl who's been in the news...That little girl...It was me who did it to her.
POLICE: You are saying you kidnapped that little girl, that is what you are saying to me, yes?

POLICE: So you wanted intercourse with her, but she refused you and you lashed out?

Motokatan Airways stock fell 5 points speculators say recent bad press about the company and a number of poor customer experience may be hurting business. The CEO of the company has stated the more likely case is just the reduced activity in some international terminals due to high congestion of the season and he expects a rebound soon enough.

Sakamoto Finance continues to increase its share price rising up another 22 points yesterday. East Tropicana Banking, founded by the wealthy outed heiress, Yuri Sakamoto isn't falling to pressure after bouncing back from it's four week slump to a dramatic high up 15 points a 6.2% turnaround. Improving weather conditions are expected to jump start the economy after four weeks of on and off heavy monsoonal rains to increase agriculture productivity, more travel in and out of the country and more business staying open longer hours with better foot traffic."

SUNSHINE RETURNS FOR US, STORMS IN THE SOUTH

"Mika is out of the office today we have Ling Zhi with us for our weather and she has some good news to report."


"Great news for everyone who is tired of the wet deluge we have been in all month long it's finally going away and it's going away for a little while. High Pressure is retuning and by the looks of it, this is going to be dominating our weather pattern for a good while. Just a little patients as we are still expecting showers today, thunderstorms late still a risk of flooding in flood prone areas and in Motokata City do be alert for washed out streets. In the Philippines you have some clouds but for the most part they are drying out already clouds and showers across the southern half of the country the islands but trust me it will be clearing up over the next few days you will be drying up. So you can put away your coats and umbrellas get your your swimsuits. Showers today tomorrow we see the sun rise and we see temperatures go up another 5 degrees and by the end of the week perfectly sunny and HOT, we are going to be warming up with this very amplified ridge that will be sitting right over us. Jet Stream to our north, to our south and this high is just cut off and going to sit here until something changes.

Now let's look to our south we are tracking a good sized tropical storm trawling along the South Seas and this is a full scale typhoon last checked the wind speeds were clocked at 115 kilometer per hour that puts it at a Class C Storm for us, category 3 for Saffir-Simpson users. The storm has it just missed the Ganosia-Sanctuary Island so they are out of the woods there but I'm sure the locals got some rain and heavy surf out of that. But the models unfortunately are showing that this is going to impact the AHSCA Islands in the next few days, now where well the Models have a few predicted paths but it's pretty clear the southern most islands, Animalpolis, Corona are for sure going to be impacted, Hoshino has a chance of being impacted.

Now the green path squeezed right in there is the most likely path based on the direction the storm is going and where it is being pushed that will impact Corona directly and Stillstando but we still aren't clear just yet if it will shift. Just the slightest shift a few degrees north or south we will see slightly different points of impact but this is a pretty big storm so either way these islands are just targets right now unless something really changes. Now the red path further north here is unlikely but still possible the storm can take a strong swing north. If it does then Corona is out of the woods, Stillstando may get hit may only get grazed again this has a possible shift track too and Hoshino will take another brunt of the storm or get grazed. Either way Animalpolis is going to take a hit as all models have it running through and that is the largest island in the chain it's pretty susceptible to storms. Aurora getting pass this time we don't see a really dramatic turn that far north the storm is staying pretty much on course and tropical storms tend to be more predictable than something like a tornado."

Philippine Provence Adopts Universal Education


Over the last several years the debate regarding the adoption of compulsory and free education for all children from pre-schooling through the high school level. has been gaining traction, while on the national level that idea still remains that, several provinces have began attempting to take matters into their own hands to give the standard but the Philippine Island Annex of Motokata will be the first to adopt a free universal education system with core standards. P.B. 22-29 was proposed by two local Parliamentary members and endorsed by four senior Motokatan Senate Members as well as State Holder, Kaori and the bill was signed into law by Governor, Alejandra Ponce also one of the biggest pushers for the law.
The long held rational is private schools would require students to show effort, prevent coasting by "lazy" kids and allow parents the options of either homeschooling or putting their kids to work in family business.

As this remains a provincial bill most funding for the plan will be derived from the Provincial Budget each year and critics fear this will limit other programs but Governor Ponce assures the program will work and the budget will be balanced based on other funding received from the Motokatan Government annually. We'll be having an interview with her, shortly.

The measures in the bill successfully voted upon included, free and compulsory education for all children ages 4-18, the academic term will be broken down as such,
1st quarter lasting June - mid-August with no semesteral breaks included
2nd will be mid-August - late-October Semestral break: approximately one week
3rd November - 3rd week of December Christmas break: approximately two weeks
4th January - mid-late March Summer break: approximately eight to nine weeks and it separates one school year from another.

The state will begin setting up a core curriculum that all schools must follow, public or private and extra programs can be added on with additional funding at the school's discussion. While the exact curriculum is still being worked out for each grade level, a basic plan is expected to include, language arts, mathematics, science, arts and history. Estimated annual budget at least for the first year has been estimated at roughly 461 Billion Dinars.

Some rejected proposals in the bill included a trimester system over the academic term, abolishing private schools, replaced instead by the provision bringing private and charter schools under state curriculum control. Though a direct annex territory of Motokata, like any Provence in Motokata-Proper it does have a degree of semi-autonomy which allows it to bypass the state in certain issues. Consequently that means the the provincial's budget will have to be used to fund this program with little to no help by the state. We are now being joined by Governor Ponce right now from Manila, Governor, congratulations on a victory this has been an issue you have been working for a very long time."

Why are you going for such an aggressive and quick roll out of a plan instead of gradually over the next say 5-10 years as is tradition with major overhaul programs and how much in taxes are we seeing and where are they coming from?"

"It's understandable major programs like these are usually put out more gradually and to an extent we will be doing that but the biggest provision of the law that is rolling out at the start of next year now prohibits tuition to be publicly collected form any State Funded School is now going away all schools will be open to all students but those seeking a private education will be able to still do. But we needed to get this going and get out quickly because there is no more time to wait, the world is increasingly global and the private and public sectors are increasingly competitive and if we're going to be a competitive country as a whole, we need to have our children as the brightest minds and we need them in school, in the class rooms learning what they need to learn.

As for the tax increases we've worked around to make sure that everyone pays a fair share, no one will shoulder a burden too great. Private sector, public sector, wealthiest and the middle class all have a part to pay but the increases will be sustainable for everybody."

"Some critics say the wealthiest and the business leaders will be taxed the most to pay for this program."

"Well the taxation will be progressive and we will examine all closely to see where the burdens fall. The poorest of people won't feel any burden but the wealthiest may see more taxes come their way, those business that show a high and positive economic impact in their communities will only feel a modest increase."

"That is something we hope to role into the future, like now we wouldn't be outright abolishing universities or colleges of private interest but we hope to open publicly funded state schools for those who want to attend but don't have the means to do so"

Typhoon Chiyoda which formed out in open seas two weeks ago and made trek over the Moto-Philippine Islands just a week ago and impacted mainland Motokata. The storm was re-classified to a Class A Storm (Very Violent Typhoon, Category 5) after intensifying following it's trek over the islands, with max sustained winds clocked at 199 km/h, (107 knots, 123 mp/h) impacting Motokata City, including the greater Motokata Provence and region as well as several western provinces and moderate impacts on Motokata's Southern Provinces. Right now casualties are still at a 777 people confirmed with 951 reported missing and hundreds displaced across the regions. The price tag is looking to shoot up but no immediate estimates by the Interior have yet been published. The Agriculture Department however has said massive crop loss is expected with several of the Motokata Provence region's major farming areas being impacted directly.

The Motokata Meteorological Agency had plotted Chiyoda's track showing a strong likelihood of direct impact on Motokata Mainland and the Philippines by then State Holder Oda had declared a national emergency ahead of the storm, issuing mandatory evacuations of floodplains, low lying areas and coastal areas and mobilized the army to be ready to respond and respond they have. First order of business in the aftermath of the storm was of course to reopen the seaports and airports and within hours, emergency power was diverted to both.

"The Sea and Airports are vital to our economy and to our recovery efforts and we'll be putting first priority of clearing and power restoration there." Meanwhile Search and Rescue crews mobilized through heavy hit suburban neighborhoods and deluged downtown portions, S&R reports over a dozen rescues of stranded people unable to get out in time due to health or full shelters. Some elderly unfortunately left neglected with family stranded elsewhere in the country, others disobeying exclusion zones to return home. One such woman who waded through floodwaters to get to higher ground told us she was one of those, Riri Sakamoto, a 23 year old living in Motokata's Lower-Third District, one of the noted zones for flooding confessed to leaving the shelter where she had been escorted to. "Ah it storms so often in Motokata, typhoons are a dime a dozen, it [the Lower-Third] floods anytime there's a heavy enough thunderstorm, I wasn't too worried. I guess I might have underestimated things a bit." Officials say anyone entering disaster exclusion zones currently will be fined and jailed for 30 days. Police Captain Momo Sakura has urged people take police and military relief seriously.

"I understand there is a temptation to return, survey your homes, see the damage, gather what belongings you can but it is a very dangerous situation. There is chest even neck-hi flooding, downed power lines, derbies, other hazardous materials and objects around that can get you killed. Let officials do the work and you will be home a lot sooner if we aren't having to chase you away." Those held up in shelters are trying to keep in high spirits and generally thankful for the fast response. Pedro Gosnell has been stranded in Motokata City since the onset of the storm he's anxious to get back to his home in the Philippines and see his family but knows they are safe. "My wife, my children are all back home, I'm here on business, I was worried but I know they are safe and sound even in the storm's path thanks to quick access shelters like this one. I've talked to them they're doing good."

In the Philippine Islands the storm taking over the central impacting much of the island of Luzon, Island Governor, Alejandra Ponce, along with Mistress Yui Oda began their touring of the disaster scenes there and evaluating what needs to be done.

(Ponce:)"I'm thankful Young Miss Oda has joined me here in the Philippines to help. It's important to show the Mainland Government is aware and ready to respond when crisis like this happen."

This is Young Miss Oda's first time touring a disaster scene in her young-adult life at 19.

(Oda:) "One of our biggest storms in a decade and I'm a few years away from assuming all duties of the State. It's very important I begin to really show that I will be ready to respond to our nation's needs. My mother will cover mainland support while I and Governor Ponce will continue touring the islands. We have a well trained military ready to respond to our needs. The Kashubian border crossing has only briefly been closed while the Zvezdan border crossing is likely to be closed for another day after the fighting ends, but travel restrictions are expected. Both the Morridanes and the Tuktar Provisional Government have stated that the attack will not stop the referendum from taking place and won't effect plans to open up additional border crossings.

In a press release from the Federal government of Timocratic Republic announcements were made of a massive deposits of natural resources were recently discovered after an enormous multi-ship exploratory mission was launched some months ago the most stunning results were found near the end of the expedition, when surprising a massive treasure trove of raw materials and natural resources was located in of all places, the infamous Blood Sea. The Blood Sea is infamous for its treacherous currents, shoals, and unpredictable weather from massive storms that occur in the dreaded waters. As consequence the dangerous waters are known to be the resting place for many shipwrecks over the centuries.

Among the variety of natural resources found, the few that stand out, one is the massive amount of crude oil. The explanatory mission discovered discovered evidence of crude oil in the Blood Sea and a later follow up mission confirmed it. It is estimated that over 350,000 million barrels of oil lying five and half miles below sea level, waiting to be harvested. The exploratory mission also discovered evidence of large deposits or rare earth minerals and other valuable heavy metals often used in today's most advanced technology.

How the treacherous conditions will affect operations was for a moment unclear. Any such operations in the sea will need to be on rugged vessels or rigs and heavily guarded by armed ships, manned by professional sailors familiar with the waters but a shimmer of hope came with a massive business partner in the venture, Montana OIl, a subsidiary of Montana Incorporated, has announced plans to invest $7 Billion Universal Standard Dollars into a massive plan to begin drilling and mining into the infamous Blood Sea outside off the coast of The Timocratic Republic. In total this multi-billion dollar enterprise will cover the construction of four new oil rigs and two deep sea mining operations for their first year of operations. All six operations have been designed to withstand the harsh conditions and weather patterns known of the Blood Sea.

In Addition Montana Inc will be hiring mostly local labor, given their familiarity with the local currents and weather, and is expected to create 900 new jobs in the local area. After the first year of operations, Montana Inc has financial Plans up to create a 10 year plan for the area, including expansion of Oil and Mining operations, as well as growth in the Timocratic Republic with other Montana Inc Subsidiaries.
