President Junigka Dealt Major Political Blow as High Council of Prime Ministers Overwhelmingly Approves Neutrino Weapon Exports
MARIA - The UTR’s top policy-making body, the High Council of the Realms Prime Ministers dealt federal President Kihra Junigka a devastating political defeat as it was reported by Maria insiders that the High Council overwhelming approved a final resolution authorizing the sale and export of neutrino warheads.
President Junigka refused to answer journalist questions after the High Council session and vote.
The warheads detonate similar to traditional nuclear weapons, but release no radiation. Instead, high energy neutrinos released during detonation pass harmlessly through most inorganic materials, but are very destructive to organic material. The weapons are called “clean-kill” because they leave no residual radiation from the blast. Even though they kill all life within their blast zones, life can begin recolonization of the effected area almost immediately. And nearly all vital infrastructure remains intact.
Warhead strength will be measured in SciAdv points according to maximum blast diameter in hexes, each 100 of SciAdv strength equalling a 1-hex blast diameter.
The High Council approved the measure with proposed export controls. Nations will only be able to buy the warheads if they meet a number of criteria. Buyers cannot be actively engaged in armed conflict, or considered to be politically offensive or unstable by the High Council. The maximum strength of warheads exported will be equal to the buyer’s SciAdv to a max of SciAdv=450. Special exceptions for several key allies are rumored to be included, but were not made public.
The buying nation must also agree to not reexport the warheads to other nations. And to not use the warheads against civilian populations or ecologically unique areas as identified by the High Council or the Global Alliance.
The warheads will come with variable yield detonators allowing the user to limit the weapon’s damage down to just a few city blocks, or maximize its yield while inflight. They will be sold with and without delivery or launch systems (missiles or launchers, etc). Nations buying just the warheads will need to acquire or supply their own delivery, launch, and other necessary components.
The cost for each warhead and detonator set (not including delivery, launch, or other components) will be determined by blast diameter strength with each SciAdv of strength priced at 1 billion NSD.
In related news, State owned Szytrovf Kuri Chemicals (MAREX: SYKC.34) has announced it received approval from the UTR Foreign Trade Authority to begin exports of its active boron-carbon nano-tube shielding, which the company’s Kuri Defense Materials Labs developed specific to protect against neutrino radiation. The flexible shielding, actually a coating applied to existing shielding, will be sold in classes of different levels of protection strength, upto a maximum export strength of 500. It can be used to shield bunkers, fall-out shelters, and even ship hulls.
Szytrovf Kuri Chemicals says shielding strength must be higher than a warhead’s relative blast strength (meaning, taking into account distance from blast) in order to be effective. If a nation purchases and deploys neutrino shielding of strength SciAdv=100 it can defend against a neutrino warhead of SciAdv=100 or less. Szytrovf Kuri Chemicals warned however that multiple smaller warheads, for example 20 neutrino warheads each with strength SciAdv=10, striking very near the same section of anti-neutrino shielding could first weaken and then penetrate the shield, as an attack of this type is calculated by multiplying each warhead’s strength by the number of warheads striking the shield, in this case the SciAdv=100 shielding fails against a combined warhead SciAdv strength of 10 x 20 = 200.
The High Council also extended legislation governing weapons exports by ordering that all future weapons and dual-purpose sales be prohibited to nations under sanctions imposed by either the High Council or the Global Alliance.

United Coalition Chancellor Chamberlain Charms UTR
MARIA - Chancellor Chamberlain has charmed top members of the UTR government while maintaining a low profile since arriving in the United Realms’ capital.

The Chancellor’s trip to secure better relations and enhanced trade between the two mega-powers has been little publicized and over-shadowed by President Junigka’s recent lost battle against the passage of legislation allowing the export of the realms’ neutrino technology.
The president, seemingly interested in claiming a political victory somewhere, has put her full support behind enhanced relations with the United Coalition, including adding the country to the UTR’s Most Favored Nation trade list along with the United Federation of Ajerrin, Onza, Cyrellican, Caisus-Galgistan-Yktia, Ivstinian, and Mare Solis.
Trade with nations on the Most Favored Nation list is exempt from any import taxes, their currencies are accepted in all major metropolitan and tourist areas, and their corporations can freely engage in business activity within the UTR.
Junigka has also approved adding the United Coalition to a list of nations with access to the realms’ most advanced military technology and cooperation in hopes of securing future joint defense-related projects and trade.
Said Foreign Minister Zakarro before a meeting with Chancellor Chamberlain and the UTR Foreign Trade Authority Director General, “The UTR values its long-lasting and peaceful relations with the United Coalition. We hope to take our relations to the next level, and in the process help each nation enhance its economy.”
The trade agreement is expected to produce a 1% boost in each nation’s GDPs.
The Chancellor was also briefed on draft legislation currently being written within the realms’ Technocratic Council of Commerce. The legislation is being written so that other nations can use it as model legislation.

Under the draft law, foreign companies will be allowed to engage in three basic activities in the UTR—importing into the UTR, exporting out, or investing and participating in the UTR economy.
The legislation, actually based on negotiations with the Chancellor, defines how to calculate imports and exports prices, and how to invest in the UTR and profit from the investment based on the UTR’s overall economic performance.

President Junigka Launches “Battle for the Future” Reform Agenda in Wake of UTR Lackluster Performance in Latest Regional Economic Report
MARIA - President Junigka kicked-off the new year with a pre-emptive strike against a lagging economy and her critics by placing the blame for the United Realms lackluster performance in the latest regional economic report squarely on the governments of the individual realms and promising federal action.

The president offered a blistering critique of the individual realms, calling several out by name when she sighted rampant corruption, pollution, and income inequality as key factors weighing down the UTR’s overall economic performance.
The president spared no punches. After reading the regional report aloud and sneering when she noted the Arcadian Mandate, not the UTR boasted the planet’s largest economy, Junigka even blasted her own administration of Athretvari for doing too little to combat fundamental problems plaguing the economy such as environmental degradation and corruption, which she termed “a most despicable act against the social and economic interests of the people.”“We must see these crimes (corruption) for what they are, attacks against our economy, attacks against the rule of law within our financial system, (and) attacks against our people.”
The president announced the creation of two special, independent anti-corruption divisions within the Ministry of Law & Order.
A Government Anti-Corruption Office will be empowered to look into and prosecute allegations of corruption against public officials at all levels of government from local to federal. It will be headed by Henrik Tzujehr, currently serving as Chief Prosecutor for Szkehnja. He is a well-known anti-corruption reformer known most for taking down the Pink Smog Gang, a notorious Nedean youth mafia that terrorized Hritszberhga’s Nedean minority community for over a decade before Tzujehr busted-up the gang in an undercover sting on its pony-fight gambling operations across the realm in 2659.
An Economic Anti-Corruption Office will be empowered to look into and prosecute allegations of corruption within the business sector. It will have as part of its mandate rooting out fraudulent business practices that prey on elderly and disabled citizens, a particularly cruel crime currently sweeping across the realms, striking Wicko and Athretvari especially severe with over 260,000 cases being reported in the first six months of 2663 alone.
The president fumed when discussing the recent rash of economic fraud, saying, “There are few words for such insidious acts against the most vulnerable among our people. What type of monsters are these criminals that they would steal the last savings from an elderly citizen, leaving them in utter despair? To compound the tragedy, many victims refuse to tell even members of their families they have been victimized out of shame or fear they may be deemed incompetent to live independently. Such cruelty, within our own borders cannot be let to stand unchallenged.”
The president proposed increased enforcement by the realms of their anti-corruption laws and harsh new federal penalties for governmental and economic corruption.
Junigka also decried the realms’ abysmal environmental record, announcing two major programs, one in natural habitat protection, conservation and reconstruction, and the second in the form of a new Realms Environmental Research Authority which will be given powers to make and direct large-term investments in pollution and toxicity reduction technology research and development.“We shall not only repair the scars we have inflicted upon our environment, we shall assume the lead in developing the necessary technology to get the job done.”
New legislation requiring polluting industries to adopt better anti-toxicity technologies will be passed. The legislation will also include a ж5 trillion assistance fund to support small and mid-sized businesses adopt the technology.
The president also announced a new Community Health Clinics division within the Ministry of Health that will open and operate more than 70,000 local community clinics and “mega-clinics,” or small scale hospitals, across the UTR. The clinics, each of which will have at least one general practitioner doctor and a registered nurse on staff at all times will also have enough beds for between 5 to 60 patients. The clinics will help alleviate pressure on the UTR’s stressed healthcare systems by providing routine health services and minor medical emergency care. They will also serve as front-line medical centers during natural and manmade emergencies.
The Realms Health & Medical Research Authority also got a major boost when the president announced that RHMRA would receive long requested funding to expand its medical technology and pharmaceuticals research laboratories in Xyckron, Szkehnja.
The last “economic vice” the president identified was income inequality, saying, “The concentration of wealth in few hands leads to economic stagnation. It results logically in fewer minds making ever more important decisions concerning our overall economic well being. The wealthy do not realize that by concentrating wealth they make the masses reliant more and more upon them to provide for the economic prosperity. This responsibility becomes a dangerous burden if not fulfilled. By insuring a good and reasonable distribution of wealth, we will not only stimulate our economy by placing more money in the hands of more consumers, but we will also protect our wealthy from the lethal inevitabilities of oligopoly.”
The president announced an Earned Income Assistance program for families earning less than ж25,000 per RP year, and individuals earning less than ж15,000.
The program also includes employment assistance in the form of skills training and job placement with companies that will receive tax breaks for participating in the jobs program.
Low cost housing will also be constructed and made available to low income families and individuals as part of the program. President Junigka announced that 500,000 new low-cost housing units will be constructed across the UTR in 2664.
