The United Communist Communes People's Assembly serves as a parliamentary body for the representative plenipotentiaries of the Communist Commune nation states of the UCC and is the executive committee for its Communist political parties. Nations may discuss and propose resolutions for the purpose of international security, economic development and social progress. Officially, the Party Congress of a nation state elects a Central Committee which, in turn, elects the representative delegates for the UCC and General Secretary in a process termed democratic centralism.
Any nation can request to evoke and summon a People's Assembly at any point. All member nations will cast their vote towards a requested resolution or piece of legislation or amendment to bills and acts. All legislation passed in the UCCPA is extended and applied to all nation states under the membership of the UCC (provisional members included).
The Assembly analyses among other main aspects, the development of the international situation in the context of the deepening of the structural crisis of capitalism and of a complex process of realignment of forces at the international level, alerting to the great dangers deriving from imperialism’s offensive.
Membership All nations wishing to join the United Communist Communes must formally request membership through an open letter to the UCCPA. Voting will determine the outcome of the request via majority. Members of this union agree to follow the First Union Act declared in the 1st United Communist Communes People's Assembly Summit and the resolutions voted on and approved in the UCCPA.

The Assembly agreed to position Admiral Zanzabar at the leadership of the UCC by a voters’ majority of 134 to 45 from Assembly delegates. Zanzabar therefore is officially recognised as President of Otundi Kogo and Chairman of the United Communist Communes. President Ignacio Servantes was elected as Deputy Chairman and successor to the Chairmanship of the Union.
