We ban no drugs. Prohibition doesn't work. It just creates a criminal subculture.

Full Name of Nation: The Triune Republic of Jankenjin
Population: 1.159 billion

Legal Status of Caffeine: Unregulated
Criminal Penalty (Intent to Supply): None
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Not considered a narcotic as it has little effect on our nervous system.

Legal Status of Tobacco: Semi-regulated
Criminal Penalty (Intent to Supply): Misdemeanor offense.
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Burnable tobacco products are considered a health and pollution hazard.

Legal Status of Marijuana: Unregulated
Criminal Penalty (Intent to Supply): None
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Not considered a narcotic as the active ingredient, THC, has no effect on our nervous system.

Legal Status of Alcohol: Semi-regulated
Criminal Penalty (Intent to Supply): Supplying alcohol to an obviously intoxicated Jankenjin is a misdemeanor offense.
Criminal Penalty (Private Ownership): None, although being publicly under the influence can be a misdemeanor offense; driving or operating machinery while under the influence is a felony offense.
Reason for Legal Status: Public drunkenness is considered an aggravating factor in crime.

Legal Status of LSD: Regulated
Criminal Penalty (Intent to Supply): Felony offense (attempted murder)
Criminal Penalty (Private Ownership): Misdemeanor offense
Reason for Legal Status: Poisonous, even small doses are fatal.

Legal Status of Cocaine: Semi-regulated
Criminal Penalty (Intent to Supply): None
Criminal Penalty (Private Ownership): Available to medical professionals only
Reason for Legal Status: Acts as a local anesthetic on us but has no narcotic effect; often used in dentistry. Its usage is regulated as overdoses, while not lethal, are physically quite unpleasant.

Legal Status of MDMA (Ecstasy): Regulated
Criminal Penalty (Intent to Supply): Felony offense (attempted murder).
Criminal Penalty (Private Ownership): Misdemeanor offense.
Reason for Legal Status: Poisonous, even small doses are fatal.

Legal Status of Heroin: Regulated
Criminal Penalty (Intent to Supply): Felony offense
Criminal Penalty (Private Ownership): Felony offense
Reason for Legal Status: Acts on our nervous system the same way as it does on a human's.

We also have an addition to this list:

Legal Status of Chocolate: Semi-regulated
Criminal Penalty (Intent to Supply): Supplying chocolate to an obviously intoxicated Jankenjin is a misdemeanor offense.
Criminal Penalty (Private Ownership): None, although being publicly under the influence can be a misdemeanor offense; driving or operating machinery while under the influence is a felony offense.
Reason for Legal Status: The active ingredient in cocoa, theobromine, is a powerful stimulant to us (a single chocolate bar, for example, will make a Jankenjin intoxicated for several hours). Like public drunkenness, public chocolate intoxication is considered an aggravating factor in crime.
Yes, we have a Factbook, for all those odd facts about this bunch of weird aliens.

cameroi's constitution forbids banning possession of any article or substance, but allows for the banning of mass production, importation, or sale for valuable consideration.

Reason for Legal Status: Sagatagan is an anarchist society whose polycentric common law only covers self-ownership and mutualist property rights.

All other drugs are exactly as legal as caffeine in Sagtagan. Despite this, Sagatagan does not have a drug problem. Really. We don't. So stop asking! But, in all seriousness, prohibition of drugs is seen as counterproductive in the country.

Full Name of Nation: The Oceanian Home Country of Novikov
Population: 3.241.000.000

Legal Status of Caffeine: Legal, however the use of caffeine as an additive to food is strictly prohibited
Criminal Penalty (Intent to Supply): None when distributing natural products such as coffee or tea which contain caffeine, mandatory fine 50.000-1.000.000 O£ for sale of caffeine as a food additive
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Caffeine is legal as a naturally occurring substance, first being consumed (in tea) over 800 years ago in Novikov. However, the Novikovian government made caffeine's use as an additive illegal as part of a broad initiative to restrict the use of food additives and improve public health.

Legal Status of Tobacco: Legal
Criminal Penalty (Intent to Supply): None unless one sells without paying taxes, then a 1.000-50.000 O£ fine and/or 1-5 years in prison
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Tobacco has a history of use in Novikov stretching back 400 years. It is viewed as a public health risk, and education teaches the dangers of use. However, under Novikovian law it is the individual's right to choose what substances he/she may ingest.

Legal Status of Marijuana: Legal
Criminal Penalty (Intent to Supply): None unless one sells without paying taxes, then a 1.000-50.000 O£ fine and/or 1-5 years in prison
Criminal Penalty (Private Ownership): None
Reason for Legal Status: Marijuana is viewed much like tobacco, with a history of use stretching back at least 1.000 years.

Criminal Penalty (Intent to Supply): None unless one sells without paying taxes, then a 1.000-50.000 O£ fine and/or 1-5 years in prison
Criminal Penalty (Private Ownership): None

Legal Status of LSD: Illegal unless used in the course of psychiatric treatment
Criminal Penalty (Intent to Supply): Street sale is punishable with a 1.000-10.000 O£ fine and/or 1-5 years in prison, sale to a legal distributor without paying taxes carries a 1.000-50.000 O£ fine and/or 1-5 years in prison
Criminal Penalty (Private Ownership): 250-500 O£ fine
Reason for Legal Status: While LSD is viewed as having a valid psychiatric use, the recreational use of this substance is viewed as a minor public health risk and is thus restricted.

Legal Status of Cocaine: Illegal
Criminal Penalty (Intent to Supply): Street sale is punishable with a 1.000-10.000 O£ fine and/or 1-5 years in prison depending on the amount

Caffeine is legal for all ages. Alcohol and tobacco are both legal for those aged 21 years or older (however, alcohol and tobacco use are permitted at earlier ages, with the permission of a parent or guardian; in this case, the minimum age for alcohol is 15, and for tobacco, 10).

All other drugs are legal for those aged 25 and older who meet the following conditions: No criminal record whatsoever; annual income of 250,000 USD or greater; citizen of Bakharha by birth; and written permission from the person's employer, if applicable (if the person is self-employed or unemployed, they can substitute the employer's permission with the signatures of 25 people who can attest to the person's personal integrity). Use of those drugs without meeting any of these conditions results in a public lashing (the number of lashes is equal to the years of age the person is) and a fine (equal to one thousand times the years of age). The number of lashes and the fine both double for each repeat offense. After five offenses, the person is executed by gunshot at point-black range.

Postby TurtleShroom » Fri May 28, 2010 12:30 pm

Full Name of Nation: The Holy Republic of TurtleShroom
Population: 1.314 billion

Legal Status of Caffeine: Legal
Criminal Penalty (Intent to Supply): N/A
Criminal Penalty (Private Ownership): N/A
Reason for Legal Status: Caffeine is found in coffee, sweet tea, and chocolate. Especially tea. It is not considered a drug.

Legal Status of Tobacco: Illegal
Criminal Penalty (Intent to Supply): Six months
Criminal Penalty (Private Ownership): Three months
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition

Legal Status of Marijuana: Illegal
Criminal Penalty (Intent to Supply): Three years
Criminal Penalty (Private Ownership): Eight months
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition

Legal Status of Alcohol: Illegal by constitutional Prohibition
Criminal Penalty (Intent to Supply): Seven years
Criminal Penalty (Private Ownership): Two weeks, sentance doubles per offense
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition, look up "Prohibition of alcohol" for more

Legal Status of LSD: Illegal, and sometimes, tried as murder.
Criminal Penalty (Intent to Supply): Life in prison or capital punishment
Criminal Penalty (Private Ownership): Twenty years to capital punishment
Reason for Legal Status: Sentient mushrooms are major residents of TurtleShroom, and they come in all types. Naturally, some sentient mushrooms will be halluciogenic. Possession of "magic mushrooms"/LSDs and the consumption therein is pretty mcuh the equivalent of murdering a mushroom, which, in TurtleShroom, has obtained sentience and a mental capacity similar to that of humans. As such, if the item is a "magic mushroom", murder of a citizen may have been directly or indirectly involved. Like any murder, the verdict if proven guilty is either life-in-prison-no-parole or the death penalty.

Legal Status of Cocaine: Illegal
Criminal Penalty (Intent to Supply): Five years
Criminal Penalty (Private Ownership): Two years
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition

Legal Status of MDMA (Ecstasy): Illegal
Criminal Penalty (Intent to Supply): Ten years
Criminal Penalty (Private Ownership): Ten years
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition. Also, on a more comedic note, the high punishment (way above that of less evil drugs) may link to the state's old Baptist heritage. Ever heard of "Rave parties", a 1990s fad involving glowsticks and bass music? Those are frequently charged with ecstacy abuse and contain dancing. Dancing is regulated and sometimes banned on a municipal level in much of the country, Rave included. It's a freaky anachronism for a country to allow any ban on dancing in the twenty first century. The penalty is higher ebcause of the elderly disdain and regulations or bans on "dirty dancing", like that of strippers, exotic dancing, anything like that of Lady GaGa, and dances involving intimacy (outside of the slow dance), as well as dancing when not fully clothed. On a federal level, strippers are not allowed to take off their underpants or bikinis and must wear their license around their neck. On a local level, it may be banned all together!

Legal Status of Heroin: Ilegal
Criminal Penalty (Intent to Supply): Fifteen years
Criminal Penalty (Private Ownership): Fifteen years
Reason for Legal Status: Archaic morals/no-drug policy/Prohibition. Even if TurtleShroom wasn't locked in perpetual conservatism, heroin would still be hated. Many humans grip their arms and cringe just thinking about it.

TurtleShroom is a liberal nightmare. 8)

Full Name of Nation: The Empire of the Star of the Queens
Population: about 80,000,000

Legal Status of Caffeine: Illegal after certain concentration (at least the amount found in a cup of coffee) except on the doctor's prescription.
Criminal Penalty (Intent to Supply): Fine of $ 10,000 (or 1 year in labor camp)
Criminal Penalty (Private Ownership): Fine of $ 5,000 (or 6 months labor camp)
Reason for Legal Status: Coffee causes dependence and insomnia, and high blood pressure, which will damage the circulatory system on the long run. Energy drinks on the other hand are harmful even for a short-term use, thus illegal.

Legal Status of Tobacco: Illegal
Criminal Penalty (Intent to Supply): 15 years in labor camp
Criminal Penalty (Private Ownership): 1 year in labor camp, 10 years ban from the use of State insurance
Reason for Legal Status: Smoking kills, although does it slowly. The ban from state insurance comes from intentionally harming oneself.

Legal Status of Marijuana: Capital crime
Criminal Penalty (Intent to Supply): Slow and painful death by immersion in acids alive.
Criminal Penalty (Private Ownership): Quick and painless death by a Head Shot.
Reason for Legal Status: Recreational drugs kill. If you take them, you commit suicide. Why would we keep you alive if you don't want to? And if you sell substances which kill, you commit genocide, which is a crime against humanity.

Legal Status of Alcohol: Legal until the equivalent of 0,1 liters of pure alcohol/day (all alcohol purchases are registered on one's ID.)
Criminal Penalty (Intent to Supply): None. (Illegal suppliers: $ 100,000 or 10 years in labor camp)
Criminal Penalty (Private Ownership): None for reg any size of registered stockpile (you are allowed to stockpile booze for weeks, then drink it at once.) If blood alcohol levels exceed drunken levels, you have to go to rehab for 1 year, and pay for it (session cost about $150,000), and you are banned from buying any alcohol for 1 year, and banned from using the State insurance for 10 years.
Reason for Legal Status: Alcohol if used wisely (eg. wine) have a beneficial effect on one's health, but too much of it will cause serious liver damage, or death of alcohol poisoning. By harming yourself, you lose state insurance.

Legal Status of LSD: Capital crime
Criminal Penalty (Intent to Supply): Slow and painful death by immersion in acids alive.
Criminal Penalty (Private Ownership): Quick and painless death by a Head Shot.
