Max is a devious devil, and I would not be surprised if he decided to throw us a curveball that would totally fuck up our strategy if we do the same thing we did last year.

All that remains is to show that biological systems replicate in such a way as to satisfy the minimal criteria required for evolution to apply to them, something which has already been adequately shown time and again. At this point, we've pretty much proven that not only can evolution happen, it pretty much must happen since it's basically impossible to prevent it from happening.

1. I think we can rule inter-regional attacks out just on principle. Max wouldn't do that, the ZA is supposed to be a fun event and I think that would piss a lot of people off.
2. Now no actual cure would throw us for a curve, but I don't see any way of pre-emptively dealing with it. Our objective is to have an extremely high surviving population. If we go with extermination from the beginning, we end up with billions dead, win or lose. Our only option is to have the largest nations do cure research and the smallest do extermination, trying to limit that option as much as possible.
3. My biggest fear is that he upped the infection rate. If Max doubles the infection rate we could be looking at an overwhelming number of zombies from day one, forcing us into extermination procedures to stay abreast of the rapidly expanding infection rate.
