That's not really how he works. He sets things in motion and lets them play out. Directly causing it is boring to him. He will interfere if things get out of hand however, but that has only happened once or twice.

Powers, abilities, and skills: Delaware, being a Spartan, has enhanced senses far more greater than a regular human. With Years of training and Office of Naval Intelligence ops, this gives him enhanced strength, the ability to run up to 30 miles per hour, and agility. He can dodge some bullets with acrobatics thanks to his MJOLNIR Hayabusa Powered Assault Armor, and he can Climb up surfaces with Gravity boots integrated into his armor. His most powerful feature is his Durability. His armor is durable, and can be amped up with the help of his Artificial Intelligence Zeta. Zeta allows him to utilize the Overshield, which drains his Hayabusa Powered Assault Armor energy to his upgraded shields, allowing him to take more damage while still being able to dish out more.
At x2 Overshields, Delaware's shields gain a Red color, and he can withstand most firearms.
At x3 Overshields, he is completely immune to bullets and explosives.
At X4 overshields, he becomes a slow moving Walking tank, completely immune to almost all sources of damage. This makes him very slow, though.
Equipment (If any): Hayabusa Powered Assault Armor, Ma5b assault rifle, M6C/SOCOM pistol, his A.I Zeta and a Katana that can cut through steel.
Short backstory: Lamar Grew up on New Atlanta, Earth. After being drafted into the ONI's SPARTAN program, he became a killing machine, serving in battles such as the Battle of Reach, Earth, and recently, Requiem. He has a "smart" ONI A.I companion, Zeta, who keeps him company and advises him through battles. Zeta's avatar ranges from a Female in a skimpy french maid outfit to a Hooded monk, depending on Lamar/Delaware's mood.
Weaknesses(Physical weaknesses are for more powerful characters.): Lamar is a strategist, he thinks out things too much. Sometimes, if he's angry, he just blatantly charges into battle with no plan, hoping to win.
