KAMI, ang pinakamataas na puno ng bansa, nagkakaisa sa ilalim ng kalayaan, huwag mag-atas na ito saligang batas upang maisulong ang kalayaan at kalayaan para sa lahat at upang maipagtanggol ang mga karapatang iyon kahit saan mang kami.

PASAL I: OTORITA KUASA


BAGIAN 1: Ang Punong

Ang termino ng punong luar kay Terten ay may batas na hanggang 8 na taon lamang ngunit maaari niyang maiwan ang kanyang pwesto bago pa niya maabot ang kanyang batas.

BAGIAN 1: 2: The punong is proclaimed to be head of the coalition oligarchy and the head of the government. The constitution in itself does not grant the absolute power vested in the punong but rather it protects it. The punong's party will be pronounced as the ruling party automatically and it will be declared the coalition government.


BAGIAN 2: The president
Hereby, the position of the head of the state shall be vested, by this constitution, in the Office of President. The President shall be elected at large in the region for a term of 6 months. Each President not serve for more than 1 consecutive term. The President shall have the sole power to enforce all laws passed by the united Nations and shall have the power to veto any legislation. The President shall not act without approval of the united Nations except in the state of regional emergency which shall, for the extent of this constitution, be defined as a state in which the region has fallen under attack of or is being attacked by raiders or if the population of the Asigna nagtion does not exceed 2 nations.

BAGIAN: Ministers of the bayan
Hereby, under this constitution, there shall be three ministers who shall serve with executive authority. This ministers shall namely be the MINISTER OF WAR, the MINISTER OF FOREIGN AFFAIRS, and the MINISTER OF INTERIOR. The purpose of each minister shall be to ensure that all the rules and regulations passed by these united Nations are enforced and to oversee each area that they are delegated. Ministers shall not have the power to eject, ban, or punish members of the government but they do have the power to issue warnings and advise the Punong and the President. Each minister shall be elected at large by the vote of these united Nations for a 3 month term. Each minister cannot serve for more than one consecutive term.
1) The Minister of war shall be hereby charged with ensuring the safety of these bayan from raiders and other malignant evils that may lurk in NationStates.

2) The Minister of foreign Affairs shall be hereby charged with maintaining diplomatic relations with other regions, evaluating and giving advice on embassies, leading regional recruiting efforts, and controlling economic and political relations with other regions.

3) The Minister of Interior shall be hereby charged with maintaining these bayan’ regional efficiency, ensuring that all member nations are following the appropriate laws, overseeing the voting process, taking complaints and evaluating proposals, and investigating charges of misconduct.

BAGIAN: Vacancies in Office
Hereby, under this Constitution, if the President or the punong of the Asigna of Freedom becomes incapacitated, unable to perform his/her duties, or is deleted, the Minister of war shall become the Acting-President and Minister of war until the President’s original term ends. The punong on the other hand will be replaced by the ruling party secretary yet a snap election shall occur to replace the position immediately. If the Minister of Defense is deleted too, the Minister of foreign Affairs shall become Acting-President and Minister of External Affairs. If the Minister of External Affairs too is deleted, the Minister of Internal Affairs shall become Acting-President and Minister of Interior. If the Minister of Internal Affairs in deleted, the Chief Justice shall become acting President and shall relinquish his office of Chief Justice to another nation he shall appoint. If the Chief Justice is also deleted, the President shall be chosen in a way that is set by the law. If one of the minister’s offices becomes vacant in the middle of a term, the President shall appoint a temporary minister to serve the remainder of the term. If the acting President or Temporary Minister shall assume office more than half-way through the term, they shall be eligible to run for another full consecutive term. If the acting President or Temporary Minister shall assume office half-way or less than half-way through the term, they shall not be eligible for another consecutive term as the term they served will count as a WHOLE term
.


PASAL: LEGISLATIVE AUTHORITY


BAGIAN 1: Legislative Process
Hereby, under this constitution, all legislation must be passed by vote of all participating member nations. Legislation shall begin with a proposal that must be drawn up and be presented to the Minister of Interior Affairs who will then forward that proposal on to the respective minister that the proposal deals with (War, Interior, or foreign Affairs). The minister(s) to whom the proposal deals with then may state their opinion about the proposal and their opinion shall be attached to that proposal. The proposal and the ministers’ opinions will be presented before the entire region. The entire region will have exactly 72 hours from the moment the proposal has been submitted to vote on it. All votes must be sent to the Minister of Interior who will tally up all the votes and at the end of the voting period of 72 hours, announce if the bill has been passed or not. Member nations may change their vote at anytime between the 72 hour period but must notify the Minister of Interior Affairs. All member nations must be notified through an agreed system established by law to ensure that legislation is fairly voted on. If 50% of the region requests a revote, the bill must be revoted on. Any bill that passed with a majority of the region’s vote shall become law. All executive officials and officers of the government of the bayan shall also have the right to vote for legislation as well and shall have the right to propose legislation as well. Their vote however shall count for no more than the member nations’ vote and each nation in this region shall have exactly 1 vote.

BAGIAN 2: Veto Power
Hereby, under this constitution, the President of the bayan shall have the power to veto any legislation that is passed by the region. After being passed by the region, every bill must be submitted directly to the President who has 72 hours to either veto the bill or sign the bill. The President’s decision must be sent to the Minister of Interior Affairs before 72 hours. If the President makes no decision on the bill after 72 hours, the bill shall become law. If the President vetoes the bill, the nations of this region shall have the power to call for a revote of the bill within a period of 36 hours after the President issues his veto. If the bill is then passed by more than 75% of the voting regions, the President’s veto shall be overridden and the bill shall become law.
BAGIAN 3: Legislative Powers
Hereby, under this Constitution, the following powers are granted to the legislative power of the bayan
-The power to make laws regarding national tariffs, import fees, excises and duties and the power to require uniformity with the intent to make trade freer throughout these bayan.
-The power to regulate commerce with other regions
-The power to establish a method for citizenship, immigration, and membership for any nation wishing to join the bayan
-The power to establish a uniform medium of currency accepted by all nations across the region and the power to list the punishments of the forgery of such currency as listed above
-The power to establish uniform trade routes and intercommericial highways for the necessity of commerce
-The power to establish uniform taxes or membership fees for each national member
-The power to promote the arts and science by granting authors and inventors an exclusive right to their published works, findings, or discoveries
-The power to establish medals of honor, badges, rewards, and prizes for successful accomplishments in the fields of arts and science.
-The power to establish task forces and regulatory agencies to combat raiders, piracy, and other crimes that are committed in the air, on the seas, or in the Regional Message Board.
-The power to create embassies with another region or to the power to make international treaties and join organizations
-The power to declare war on another region, grant letters of Marque and Reprisal
-The power to raise and support armies beneficiary for the region’s security against other hostile raiders and to raise armies to protect regional members
-The power to call together members’ militaries for the In-Context defense of another member’s nation suffering attack from a foreign region
-The power to exercise power over all tracts of land and assets that are bought and controlled by the bayan directly
-The power to make all laws which are necessary for the protection, safety, and welfare of the bayan
BAGIAN 4: Powers Not Granted to the Legislative Power
Hereby, under this constitution, the following powers are not granted to the Legislative Power of the bayan
-The Writ of Habeas Corpus shall not be suspended unless in the case of rebellion, war, insurrection, or regional invasion
-No bill of attainder or ex post facto law shall ever be passed by these bayan of Freedom
-No tax inflicted by the bayan shall be more than 15 per centum of a nation’s revenue
-No tax or restrictions on duties, import fees, excises, and tariffs shall be passed without being uniform for every nation in the bayan
-No regulation passed shall give preference to the commerce or trade of one nation over another
BAGIAN 5: Powers Not Granted to the Nations
Hereby, under this Constitution, the following powers shall not be granted to the individual nations of this region and the powers that are not granted to the regional legislative power nor are not prohibited to the individual nations are powers granted respectively to the individual nations of this region only.
-No Nation in this region may inflict excessive import duties, excises, taxes, or tariffs on the commerce of another member nation of this region
-No nation of this region may use military force against another member of this region without consent of the regional legislature
-No nation in this region shall use any form of weapons of mass destruction against any other member of this region or any other nation whose region has embassies established with this region, in a time of war or peace.
-No nation in this region shall treat the citizens of another member nation in this region with contempt or deprive them of life without due process of law nor put them through any form of torture
-No nation in this region shall offer any support or make an alliance with enemies of the bayan.


PASAL III: JUDICIAL AUTHORITY

BAGIAN 1: The Supreme Court of the bayan
Hereby, under this constitution, all judicial power of the bayan shall rest solely in a supreme court. This supreme Court shall have three judges, one of whom will have the position of Chief Justice. Each judge shall be appointed by the President of the bayan with the consent of all three ministers for a term of one year. If one of the judge’s seats becomes vacant via deletion, the President shall appoint another judge to serve out the remainder of the term.
BAGIAN 2: Powers of the Supreme Court
Hereby, under this constitution, the Supreme Court of the bayan shall have the power to settle all disputes between nations of this region. The Supreme Court shall have the power to challenge the constitutionality of any bills passed by the bayan and shall have the power to strike down a bill as unconstitutional. The Supreme Court shall have the right to settle issues both Out-of Context and In-Context and can settle disputes between parties, groups, or organizations from multiple member nations of the bayan. The Supreme Court shall have the power to try embassies and settle cases pertaining to ambassadors and diplomatic issues and immunity. The Supreme Court shall have the power to prosecute member nations for repeated violation of rules and shall have the power to issue ejection and banning of any nation. To make a decision, 2 of the 3 judges must agree to the decision and one judge shall write the “Court Opinion” and one judge shall write the “Dissenting Opinion.” If the judges vote unanimously, no dissenting opinion shall be recorded
.


PASAL IV: PUNISHMENTS


BAGIAN 1: Impeachments
Hereby, under this constitution, there shall be a method for the impeaching of any government official for the reasons of corruption, bribery, fraud, seizure of power, inactivity, violation of NationStates rules, or violation of this constitution and/or other laws and statutes of this region. Hereafter, if the President or Ministers are in need of impeachment, the Supreme Court shall investigate their case and compile a report based on the evidence and research that they conduct. If the Supreme Court or any of its judges is in need of impeachment, the Ministers and the President shall conduct an investigation and compile a report summarizing their investigation and the results. If both branches of government are in need of impeachment, a Convention of all region members shall be called and they shall appoint a group of investigators to investigate the allegations and prepare a report of such. The report compiled on the offending persons shall be submitted then to the entire region and a voting period of 72 hours shall take place in which the nations of the region shall vote on the impeachment of the official(s) charged based on the report. The Minister of Interior Affairs shall be in charge of such proceedings but if that minister is the one being impeached, the Minister of Exterior Affairs will take his place. If that minister is being impeached as well, then the Minister of Defense shall be in charge of proceedings. And if he is charged, then the President shall be in charge of proceedings and if he is the one being impeached and no other minister is available, then the Chief Justice shall be in charge of proceedings. If he is involved in the allegations, then either one of the judges shall be in charge of proceedings and if they cannot do so due to allegations, the nations of this region will appoint someone at large who will take care of the proceedings. If 75% of all region members vote to impeach the official(s), he(they) shall be removed from office and permanently barred from ever holding a government office again in the bayan of Freedom as long as this constitution stands.
BAGIAN 2: Ejections and Bans
Hereby, under this constitution, member nations of this region can be punished for breaking rules and regulations after getting 1 warning from the Minister of Internal Affairs. All member nations that are given 1 warning and continue to violate regulation shall be referred to the Supreme Court where they will be prosecuted by the Supreme Court in accordance with the Bill of Rights, being provided a fair and equal trial. If they are found guilty, they shall be punished according to the appropriate laws and the Chief Justice shall give the appropriate sentence according to the appropriate laws. Punishments include a temporary ban from the regional message board, a temporary ban on being able to vote or run for any form of office, and/or an ejection from the region for a certain period of time stated by law. No member can be banned for life without the approval of the Minister of Interior Affairs, President, and the majority of approval from the nations at large (decided in the same way a bill is). All rulings about punishments require the unanimous consent of the entire Supreme Court. In the case of regional security, if a specific nation is threatening to attempt to raid this region or is bringing in nations to raid this region, that region may temporarily ejected and banned by the President until the Supreme Courts makes the decision on his case. Members of the government cannot be ejected or banned from the bayan unless they have been impeached and removed from office first.


PASAL V: THE BILL OF RIGHTS

Hereby, under this constitution, all member nations of this region shall be guaranteed this bill of rights. These rights are under no circumstances to construe the basic rights of a nation.
1. Each and every single nation has the sole right to leave this region at any moment without explanation
2. The freedom of expression, speech, press, and religion shall not be construed by any law in the bayan
3. Every nation has the right to follow and practice their own form of ideology or belief as long as it does not endanger or jeopardize the safety, existence, or well being of their fellow nations.
4. Every nation has the right to refrain from joining a military exercise or operating in the army.
5. Every nation has the right to a fair and equal trial by the Supreme Court and no nation can be banned or ejected from this region without a fair trial unless they pose an immediate threat and danger to the security of the bayan
6. Every nation has the right to propose legislation, run for political office, ask for reforms, and vote in the regionwide elections.
7. Every nation shall be guaranteed the right to a speedy trial.
8. Every nation shall be exempt from any form of cruel or unusual punishments at the hands of the government of the bayan
9. Every nation, except the President, has the right to vote as they please in any international body
10. Every nation shall be granted a measure of sovereignty and its national affairs shall not be interfered with unless it is of the utmost importance for the security of the region as a whole.

11.The punong has the right to break these under the power of the paramilitary.


PASAL VI: INTERNATIONAL ALLIANCES AND ORGANIZATIONS


BAGIAN 1: Joining an International Organization
Hereby, under this constitution, and as stated in the bill of rights, each nation shall have the power to join any alliance or organization of their choosing. However, if the bayan wishes to join an international alliance as a whole, they must pass a bill that announces their membership to that organization and it must win the majority of the vote to allow this region to become a member. Nations of this region may also propose to leave organizations or alliances through the same process. This process is the same as that of a bill detailed in Article II-Section 1. In the bill that is passed, it must detail how the delegate/ambassador to that organization is chosen and how he represent this region, whether he votes himself or he votes based on a regional decision.
BAGIAN 2: Embassies
Hereby, under this constitution, all embassy requests that are received by this region must be put before the regional vote and voted on through the same procedure detailed in Article II-Section 1. If the embassy is approved, the President must open embassies. A member of this region may also propose a bill requesting embassies with another region as well and it must go through the same procedure listed in Article II-Section 1. An embassy may be withdrawn at anytime through appropriate legislation as well.
BAGIAN 3: The World Assembly
Hereby, under this constitution, the President of the bayan shall also serve as the delegate of this region to the World Assembly. All World Assembly members who live in this region must endorse the President or they will be punished through a system established by legislative law. When resolutions are put before the vote of the World Assembly, the President must inform the region of the resolution and all nations of these bayan must then submit a vote of either Yes, No, or Abstain to the Minister of the Interior Affairs. The voting will be open for exactly 36 hours after the resolution was proposed before the World Assembly and after 36 hours, the Minister of Interior Affairs must tally of the regional vote and notify the President and the region of the outcome. The President must then either vote YES, NO, or abstain from voting on that resolution, based on the option chosen by the majority of these united Nations. However, all other member nations do not have to vote according to the results in the World Assembly as only the President is bound by oath to do so.

PASAL VII: OATHS AND MEMBERSHIP


BAGIAN 1: Oaths
Hereby, under this constitution, all nations who take any government office in the bayan must give an oath of affirmation after being elected every term.
1. The Oath of the President: “I (Nation Name), do swear (or affirm) to uphold the Constitution of the bayan and to defend the bayan from all threats both domestic and foreign and that I will execute this office to the best of my ability. So help me, (preferred deity or just leave blank)”
2. The Oath of each Minister: “I (Nation Name), do swear (or affirm) to uphold the Constitution of the bayan and to defend the bayan from all threats both domestic and foreign and that I will execute this office to the best of my ability. So help me, (preferred deity or just leave blank)”
3. The Oath of each Supreme Court justice “I (Nation Name), do swear (or affirm) to uphold the Constitution of the bayan and to rule with justice, dignity, equity, equality, and all due fairness in all cases and disputes which may be brought before my humble chair. So help me, (preferred deity or just leave blank)”
BAGIAN 2: Membership
Hereby, under this constitution, this shall be the procedure for all nations to become members of the bayan. All nations that enter the bayan shall be required to take an oath of membership before becoming a member of this region. However, nations may also be subject to go through a citizenship procedure which may be established by law. Any nation that does not want to become a regional member yet still wishes to remain in the region may do so but will be considered an immigrant and a foreigner and will not be able to vote, run for political office, or take part in any form of government. Rules for immigration, border security, regional security, and granting of visas or passports to immigrants and foreigners must be designated by appropriate legislation.

1. The Oath of Citizenship/Membership: “I (Nation Name), do swear allegiance to the bayan and do swear to obey its laws and uphold the Constitution of the bayan. I also promise to remain loyal to punong (Current punong of Asigna). So help me, (preferred deity or just leave blank)”
ARTICLE VIII: AMENDMENTS

Hereby, under this constitution, this shall be the procedure for all amendments that shall be proposed for this constitution. Any member of the bayan can propose an amendment to this constitution but their proposal must be seconded by one other member before it can be proposed to the Minister of Interior Affairs. This proposal must then be put before public debate before the entire region for a period of 48 hours where it can be debated on and argued about by the nations of the region. After 48 hours, the proposed amendment will be put at vote before the entire region for a period of 72 hours where members will send their vote to the Minister of Interior Affairs. After the voting period ends, the Minister of Interior Affairs will announce the results. The amendment must win at least two-thirds of the vote from all members of the region to become an amendment .

PASAL IX: MISCELLANEOUS

BAGIAN 1: Treason

Hereby, under this Constitution, the definition of treason shall be: “the giving of aid by a citizen or member of this region to another nation or region that is an enemy of the bayan and is currently at war with the bayan; or, giving aid to and informing or working with raiders and invaders to destroy this region. Destroying the progress of the nation and doing anything that opposses the will of the nation.” The legislative powers of this region shall choose what the punishment for treason shall be.

Treason is punishable by firing squad.


BAGIAN 2: Fugitives and Executions
Hereby, under this Constitution, the bayan will not assist member nations in trying criminals, executing them, or pursing wanted fugitives unless those fugitives have broken regional law

PASAL X: RATIFICATION

The constitution is permanent by all means yet still developing depending on what tasks or struggles the bayan will face.

PASAL XI: Paranaque laws
Eugenics will be used by doctors to determine the descent and racial composition of every citizen in Asigna Philippines. The eugenic services are free and compulsory for every citizen in Asigna Philippines. Ancestry will be determined to see whether one is Chinese or not.

They (Chinese people and mixed breed people related to Chinese descent) are not allowed to have businesses, own any private property and become citizens of Asigna. Any sight of them, they shall be detained and immediately deported to China by organized convoy.

PASAL XII: Cyber crime prevention act of 2012

The Act also mandates the National Bureau of Investigation and the Philippine National Police to organize a cybercrime unit, staffed by special investigators whose responsibility will be to exclusively handle cases pertaining to violations of the Act, under the supervision of the Department of Justice. The unit is empowered to, among others, collect real-time traffic data from Internet service providers with due cause, require the disclosure of computer data within 72 hours after receipt of a court warrant from a service provider, and conduct searches and seizures of computer data and equipment. It also mandates the establishment of special "cybercrime courts" which will handle cases involving cybercrime offenses (offenses enumerated in Section 4(a) of the Act).

PASAL XIII: Reproductive Health Act of 2012

The bill mandates the government to “promote, without bias, all effective natural and modern methods of family planning that are medically safe and legal”.

Although abortion is recognized as illegal and punishable by law, the bill states that “the government shall ensure that all women needing care for post-abortion complications shall be treated and counseled in a humane, non-judgmental and compassionate manner”.

The bill calls for a “multi-dimensional approach” integrates a component of family planning and responsible parenthood into all government anti-poverty programs. Age-appropriate reproductive health and sexuality education is required from grade five to fourth year high school using “life-skills and other approaches”.

The bill also mandates the Department of Labor and Employment to guarantee the reproductive health rights of its female employees. Companies with fewer than 200 workers are required to enter into partnership with health care providers in their area for the delivery of reproductive health services.

Employers with more than 200 employees shall provide reproductive health services to all employees in their own respective health facilities. Those with less than 200 workers shall enter into partnerships with health professionals for the delivery of reproductive health services. Employers shall inform employees of the availability of family planning. They are also obliged to monitor pregnant working employees among their workforce and ensure they are provided paid half-day prenatal medical leaves for each month of the pregnancy period that they are employed.

The national government and local governments will ensure the availability of reproductive health care services like family planning and prenatal care.

Any person or public official who prohibits or restricts the delivery of legal and medically safe reproductive health care services will be meted penalty by imprisonment or a fine.

Proclamation № 5 of 2041, May 6

General Order No. 1 - The President proclaimed that he shall direct the entire government, including all its agencies and instrumentalities, and exercise all powers of his office including his role as the Commander-in-Chief of the Armed Forces of the Philippines.

General Order No. 2 – The President directed the Secretary of National Defense to arrest or cause the arrest and take into his custody the individuals named in the attached list and to hold them until otherwise so ordered by the President or by his duly designated representative, as well as to arrest or cause the arrest and take into his custody and to hold them otherwise ordered released by him or by his duly authorized representative such persons who may have committed crimes described in the Order.

General Order No.3 – The President ordered that all executive departments, bureaus, offices, agencies and instrumentalities of the National Government, government owned or controlled corporations, as well all governments of all the provinces, cities, municipalities and barrios should continue to function under their present officers and employees, until otherwise ordered by the President or by his duly designated representatives. The President further ordered that the Judiciary should continue to function in accordance with its present organization and personnel, and should try to decide in accordance with existing laws all criminal and civil cases, except certain cases enumerated in the Order.

General Order No. 4 – The President ordered that a curfew be maintained and enforced throughout the Philippines from twelve o’clock midnight until four o’clock in the morning.

The waters around, between, and connecting the islands of the main archipelago, regardless of their breadth and dimensions, form part of the internal waters of the Philippines.

Revised penal code (2043)

1st degee Murder = Hanging unless if it was justified by a motive such as a "revenge murder" or a grudge due to the victim's cruelty or an infraction done to the suspect's party , then that would be penalized by Reclusion perpetua, life imprisonment. Hanging will be the choice if the murder was done with no motive and if it was preemptive with no provocation.
2nd degree = Reclusion perpetua and hard labor
3rd degree = Reclusion perpetua


Stealing/theft = 20 years
Aiding & Abetting / Accessory - Conspiracy to commit crime would depend on the severity on the crime and the level of intent there is (uncovered by lie detectors). If the conspiracy was done for treason, that would mean death by firing squad.
Assault / Battery - If damage was medically fatal, it would be 30-50 years in hard labor.
Drug Possession - Depends if it was drug pushing or pulling. Pushing would depend on the severity and the potency of the drug and pulling would mean immediate rehabilitation and counseling if needed.
Burglary - If there was loss of life due to an assault done on opposition to the hold upping, it would be hanging for them

Child Abuse = The child would be surrendered to the MSWD while the suspect would face the wrath of 10 years of hard labor, fines for the physical damages and counseling for solving the cause and neutralizing the psychological motives of the abuse.

Computer Crime - If it was done against the state, it would ma treason. Depending on what motives could be attached, other crimes could also be attached to the charges against the perpetrator. Making a computer virus would mean penalizing the perpetrator by making him pay the damages.

Extortion - 5 years of hard labor and penalty payments. Depends on the validity of the extortion. If extortion was proven valid, the charges on the suspect would be removed.
Forgery
Fraud - The gain of the suspect would be surrendered according to the victim's accounts (which would be cross examined for truth). While there would be a suspension of the criminal from doing actions that the suspect used to deceive.
Harassment - Depending on the severity of harassment.
Hate Crimes - Intolerance would mean community service and spiritual counseling regardless on theistic stance.
Homicide - Homicide is attached to every unintentional casualty would mean additional 20 years in prison.
Indecent Exposure - Disturbing the peace and fines as well as incarceration of 3 months. It would intensify if the instance is repeated again and again by the criminal.
Identity Theft - Probation and fines depending on reputation damages. Applicable only to people above the legal age 17.
Insurance Fraud (Estafa) - Penalty payments will be met or else, hard labor until a certain "quota" (equivalent to the losses done by the crime) is reached.

Kidnapping - Depends on the instances involved. If the victim wishes to comply to the kidnapper as its "true home" there would be a huge line of questioning before penalty could be reached. As well, penalty would depend on the conditions being experienced by the victim while he or she was kidnapped.

Hereby solidifying the embargo on the People's republic of China and the Republic of the Philippine bayan. No exchange of tangible consumer of manufactured goods shall happen between these two nations as long as the People's republic of China does not withdraw its irrational territorial claim that is of the nine dash line and so long as it maintains claim on the republic of China (Taiwan). This law however, does not determine that the Philippine bayan takes sides in the one China policy over determining who is the legitimate China.




- Hereby solidifying the embargo on the greater socialist republic of Zhouran as retribution for their actions in 2030 that resulted in the seizure of the Luzon strait.

- Hereby outlawing all Chinese-Zhouranese fishermen to enter Asigna Philippine territory defined by the Philippine archipelago and the other land territories in its military jurisdiction, it's internal waters, its territorial seas which is defined by the waters inside the archipelago structure and the continental shelf as well as the interior of the 200 kilometer exclusive economic zone.

By order of the congressonary, the embodiment of the will of the Filipino bayan. The Paranaque laws are hereby ABOLISHED for being unconstitutional for the bayan's principles of equality, fairness and humanity. 1. The individual's own body is recognized by the state and the constitution of the Philippines as the most fundamental personal property of a Filipino citizen inviolable to state intervention.
2. The state recognizes the fact the a person is solely responsible for the well being and state of his/her own individual body given that this act is brought upon by the individual to his/her own self and not by any foreign party.
3. Certain acts that are recognized as rights and are responsibilities of the individual who through his/her consent has allowed this to happen to himself/herself are:
-Being given vaccinations
-Plastic surgeries and other superficial modifications
-Organ transplants
-Gender changing/alteration operations
-Other potentially life threatening operations by licensed doctors who had warned in prior time that the operation in question is by stock knowledge, risky. The state defines stock knowledge as "facts widely accepted by the field of all sciences".
-Euthanasia, the failure of performing an operation that brings about quick and painless death is the responsible of the individual who had decided in prior time the method of his/her own death.
4. The state recognizes that any outside intervention or coercion to the individual to do to his/her own body opposing to his/her true consent as a violation of individual freedom rights ("Obstruction of individual rights") and will be sent to 6 months of detention and state assigned productive service and will be sent away from the individual involved as far away as possible. The state recognizes any true opinion by an individual done in a decision making environment free from pressure or coercion as a true consent.

3. The state hereby declares that the prospectus of every single college student will be made liberal and no single course shall have an issued mandatory prospectus deviant from their majors. Non connected classes will be voluntarily chosen.
