Article I.
Abolition of the Ministry of Culture and Sports

I. Hereby dissolves the Ministry of Culture and Sports, striking the following line - "The Ministry of Culture and Sports, with the task of protecting the cultural heritage of the country, promoting cultural and sportive activities and expression, manage cultural and sports agencies and organizations." - from the Ministry Foundation Act and declaring that line to be null and void.
II. Transfers all powers and personnel of the former Ministry of Culture and Sports, that were involved in education related tasks, to the Ministry of Education and allows the leadership of the former Ministry of Culture and Sports to allocate the appropriate funds for such a change
III. Therefore transcends all other powers and personnel of the former Ministry of Culture and Sports to local governments, to be divided as the leadership of the former Ministry of Culture and Sports seems fit
IV. Recommends all employees displaced by such transfers for preference upon application for vacant positions in government, if they apply within their speciality

Article II.
Abolition of the Ministry of Customs

I. Hereby dissolves the Ministry of Customs, declaring the executive order that established it to be null and void.
II. Establishes the Department of Customs and Immigration, under the jurisdiction of the Ministry of the Interior
III. Transfers all powers, personnel and finances of the former Ministry of Customs to the Department of Customs and Immigration

STATING: That such transfers have already been established in practice through executive decree, but shall be immediately corrected if this bill is to be struck down.

Just going to get this out of the way now, as I'll be at a property/casualty actuarial training conference from May 12 to May 21:

Jan Stuuart (The Liberated Territories) has the authority to proxy-vote for me during the period beginning Saturday, May 10, at 0100 CET and ending Sunday, May 25, at 0100 CET. TLT may give this authority to Skeckoa if he is unable to cast votes for me at any time during that stretch.

APPALLED at the disorder and subsequent arrests caused by several members of the Aurentine Senate,

EQUALLY APPALLED at the undue use of force by members of the Gendarmerie and other law enforcement bodies,

The Senate of the Commonwealth of Aurentina hereby passes the Senate Bailiff Act, as it appears below:

1. The Office of Senate Bailiff shall be created to maintain order, assist the President pro Tempore of the Senate, and maintain Senate Chamber decorum.

2. The Senate Bailiff shall have no law enforcement powers, and shall not be armed with any weapon.

3. The Senate Bailiff shall have limited enforcing power within the Senate Chamber, and not without. He shall be able to administer punishments and suspensions to senators who break Chamber decorum, or who disrupt Senate procedures past a reasonable level.

4. The Senate Bailiff shall have the authority to place disruptive senators in Contempt of Senate. They will, when placed in Contempt of Senate, be removed from the chamber and barred from entering for a period of two hours. During that time, the senator may vote by transmitting written evidence of his desired vote to the bailiff, who shall then present the vote to the President pro Tempore to be counted.

5. The Senate Bailiff also has the authority to suspend belligerent or otherwise disruptive senators for a period of up to twenty-four hours. Throughout the duration of a suspension, the senator will be placed within a special holding room, under the guard of a member of the Gendarmerie. During this time, the senator may vote via the bailiff, as described in Article 4.

6. If the Senate feels that the bailiff has acted unjustly, any senator may motion to overturn the bailiff's ruling. If the motion passes, the ruling will be voided.

7. The bailiff shall also assist the President pro Tempore of the senate with the administration of his duties. These can include filing documents, taking notes, counting a vote (though not announcing the final results), as well as any other tasks the President pro Tempore sees fit to entrust the bailiff with.

8. The bailiff shall have the authority, at the expressed order of the President pro Tempore of the Senate, to seal the chamber at any time, during which time all persons shall be barred from entering or exiting, except for the bailiff, who may exit and enter freely. If ordered to seal the chamber, the Senate Bailiff shall close the main doors to the Chamber and guard them bodily. An armed Gendarme shall then be ordered to stand and guard the other side of the chamber doors, until the President pro Tempore, via the bailiff, lifts the seal. The Gendarme on duty shall have the right to use any force he deems necessary to bar entrants to the chamber, including arrest. Any violators of a sealed chamber are subject to Contempt of Senate, suspension or legal consequences as the bailiff sees fit. The chamber may remain sealed for a period of 48 hours. Food and drink shall be provided, to all persons in the chamber who request it, by the bailiff.

9. There shall be three Deputies to the Bailiff in the chamber, to assist him in the execution of his duties, at any one time.

May I ask the Secretary to take over my responsibilites until thursday? An accident at my internet company makes it so that my internet only works for about 10 minutes a day, and they said that it would hopefully be fixed by thursday.
