Peace, as you describe it, will never exist, for there will always exist a modicum of beings who have not yet learned. In addition, war is, unfortunately, one of the most simplest methods of wealth distribution out there - kill some people and take their stuff. (Ironically it works equally well with your own people.) Baring unpopular plagues or racial/class exterminations, it's the best way to significantly reduce a surplus population while leaving all the population's wealth for redistribution.
