[Idea] International Justice Act

The International Justice Act is an act to increase the amount of votes required to pass legislation in the World Assembly.

OBSERVING that a simple majority vote is required for a proposal to become a resolution in the World Assembly,

SEEING how only a simple majority vote may not fully represent the member states of the World Assembly,

AND

NOTING that this may lead to legislation being passed that isn't extremely supported by the member states of the World Assembly.

THEREFORE a proposal must receive two-thirds (2/3) of the total votes cast "For" in order for it to become a resolution.

THIS isn't prohibited because the rules state that, "Adjusting the number of votes needed for queue," isn't allowed, but this is not a vote in the queue, it is an actual World Assembly vote, and this action is therefore allowed.

Read the rules. Any legislation that seeks to change the mechanics of the game is metagaming a Game Mechanics violation - such as changing the voting process.

However, I want to remind the delegate that this vote will also affect repeal calls for already passed legislation.

OOC: That won't change the fact that you are not allowed to pass proposals that affect the game itself. The number of votes required is a function of the game. This is illegal.

Game Mechanics

Game Mechanics violations are attempts to change how either the World Assembly or NationStates work. Generally, these are proposals that should be threads in Technical. Anything that requires and adjustment to how the game does things, or requires a change of code falls into this category.

Examples of game mechanics violations:

Requiring "proper" spelling and/or grammar
Adjusting the number of votes needed for queue
Creating a universal WA currency
Forming a secondary WA, or forcing the current WA to dissolve
Requiring that nations are ejected for non-compliance with any resolution

You're right. It is not exhaustive, but just a few examples. The first line of the rule is clear:

Game Mechanics violations are attempts to change how either the World Assembly or NationStates work.


Proposals at-vote are still part of the World Assembly and the game. Attempting to change the way at-vote works is attempting to change the way an aspect of the game works.

If Member nations want to be represented in the WA, then they should vote on resolutions. We don't need a 2/3 policy, we need the policy we have at the moment. I think you may be forgetting that almost all resolutions have more than 1/3 of voters who disagree with resolutions. The WA wouldn't be able to get anything done, if a 2/3 vote threshold was passed.
