World Cellular - The Truly Global Network

Dear Sir/Madame,

It has been brought to the attention of the Imperial Authority for the Electromagnetic Spectrum that World Cellular is providing an unsatisfactory quality of service. World Cellular is one of five major mobile network operators and is not the only one to have received complaints. Alongside Phonetix, XY and Royal Networking, both levels of coverage, reliability and speeds have been challenged by consumers.

Frankly, the Imperial Authority is disappointed by the performance of World Cellular. As the world's largest network operator by number of customers, a certain level of reliability was expected. The other three networks to have received complaints can generally be excused for some reason or the other: Phonetix is undergoing financial difficulties; XY is experimenting with 4.6G technologies and Royal Networking suffered major outages due to extreme weather earlier this year.

However, the Imperial Authority cannot permit World Cellular to escape responsibility this time. World Cellular is the second largest network of customers operator by number of customers in the Dangish Empire yet coverage fell to as few as 71% of the population this year. Entire cities lost coverage or reverted to legacy technologies such as EDGE or GPRS.

The Imperial Authority has requested and received permission from Her Majesty's Government to order a fine to the sum of £12,256,456, 11 shillings and 3 pence. This is approximately $53,000,000 universal standard dollars. The sum is to be paid by August 2nd 2013. In addition to this fine, further action to remedy network problems is required. If Imperial engineers judge this not to be performed by November 1st, World Cellular will lose its licence to operate within the Dangish Empire and its mobile network infrastructure and frequency spaces will be auctioned.

World Cellular has the right to appeal the decision of the Imperial Authority and Her Majesty's Government in court.
