I change my vote on ASSISTANCE from aye to abstain.

It's intentions are applaudable (is that a word?), but I worry of the idea of Aurentina becoming a nanny state.

I have never asked people, ever as a senator or PpT. The only time I bring it up is if people vote for a bill that does not exist.

After a very persuasive statement from Senator Alexander Ainin in private, I have changed my mind once again on ASSISTANCE.

I hereby change my vote from abstain to aye.

I'm very sorry for whatever fuss this creates for the President pro Tempore and his secretary, I hope it is not repeated in the future.

It's late here so I may not have time to count the vote tonight but if you would all like to start debate on health section b as long as nobody tries to vote like last time it will count towards official debate time on the section.

The Senate of the Aurentine Commonwealth:

BELIEVING that educators should behave appropriately and respectfully to all students and fellow staff members,

SEEKING to establish a code of conduct and ethics for all educators in Aurentina to follow,

DEFINING "educator" as one who is certified by the Ministry of Education to provide instruction and education to students, including athletic coaches,

DEFINING "student" as one who attends a school, college, or university at a school which is certified by the Ministry of Education,

Hereby ENACTS the following:

A. Code of Ethics

1. Conduct Toward Students
a. The educator shall deal considerately and justly with each student, and seek to resolve problems, including discipline, according to law and school policy.

b. The educator shall not reveal confidential information concerning students unless disclosure serves lawful professional purposes or is required by law.

c. The educator shall not knowingly treat a student in a manner that adversely affects the student’s learning, physical health, mental health, or safety.

d. The educator shall not deliberately or knowingly misrepresent facts regarding a student.

e. The educator shall not exclude a student from participation in a program, deny benefits to a student, or grant an advantage to a student on the basis of race, color, sex, disability, national origin, religion, sexual orientation, or family status.

f. The educator shall not solicit sexual conduct or a romantic relationship with a student who is under the age of 18.
i. The above clause shall not apply if the student does not attend the same school as the educator.


g. The educator shall not grade a student in an unfair or biased manner on the basis of race, color, sex, disability, national origin, religion, sexual orientation, or family status.

h. The educator shall not provide illegal/unauthorized drugs to any student or knowingly allow any student to consume illegal/unauthorized drugs in the presence of the educator.



2. Conduct toward Practices and Performance
a. The educator shall not knowingly engage in deceptive practices regarding official policies of the school district or educational institution.

b. The educator shall not knowingly misappropriate, divert, or use monies, personnel, property, or equipment committed to their charge for personal gain or advantage.

c. The educator shall not use institutional or professional privileges for personal gain.

d. The educator shall neither accept nor offer gratuities, gifts, or favors that impair professional judgment or to obtain special advantage. This standard shall not restrict the acceptance of gifts or tokens offered and accepted openly from students, parents, or other persons or organizations in recognition or appreciation of service.


3. Conduct Toward Colleagues
a. The educator shall not reveal confidential information concerning colleagues unless required by law.

b. The educator shall not willfully make false statements about a colleague or the school system. This clause does not prohibit fair criticism of an educator's school.

c. The educator shall not interfere with a colleague’s exercise of political, professional, or citizenship rights and responsibilities.

d. The educator shall not discriminate against or coerce a colleague on the basis of race, color, religion, national origin, age, sex, disability, sexual orientation or family status.

e. The educator shall not use coercive means or promise of special treatment in order to influence professional decisions or colleagues.


4. Conduct Toward Parents and the Community
a. The educator makes concerted efforts to communicate to parents all information that should be revealed in the interest of the student, if under the age of 18.

b. The educator manifests a positive and active role in school/community relations.

c. The educator endeavors to respect the values of the diverse cultures represented in the community and in his or classroom.


B. Enforcement

1. Educator Oversight Commission
a. The Educator Oversight Commission (EOC) shall be established, under the direct authority of the Ministry of Education. The duties of the NRC shall be twofold:
i. Regulation and oversight over all educators under its jurisdiction.
ii. Investigation of complaints made against the professional character of all educators.

b. The EOC may revoke the Educational Achievement Certificates of educators or suspend, for a specified period of time, educators who are proven to have seriously violated any of the standards in the Educator Code of Ethics.

c. Educators whose Educational Achievement Certificates have been revoked may re-apply to earn one after a period of 5 years has passed.
