RATIFIES the Convention on the Recognition of Qualifications concerning Higher Education in the European Region;

SIGNS the Bologna Declaration (Joint declaration of the European Ministers of Education);

DEFINES "university" as an institution of higher education and research which grants academic degrees in a variety of subjects.

1. Universities may voluntarily choose to participate in the provisions of this act.
2. Participating universities shall have two academic years to comply with the European Credit Transfer and Accumulation System (ECTS).
3. Participating universities shall issue the following degrees -
a. First Cycle Degree: Bachelor's Degree
b. Second Cycle Degree: Master's Degree
c. Third Cycle Degree: Doctor's Degree
4. Universities which succeed in the implementation of the above reforms shall receive compensation from the Ministry of Education for any costs incurred during this process.

Actually, countermotions couldn't have stopped my filibuster.

A countermotion can only be raised between the point the original motion is made and the point where it passes. So, in the case of throwing RFALLA into another category, that was a total span of... 0 seconds.

Wait, that countermotions bill actually got to debate? I told the author that he needed to remove that clause or else I would veto it as an admin. My fault for forgetting, but that bill needs to be taken out and amended per admin ruling.
