Nope. It's still implying falsities, a better one would be (preferably a country similar to us, and not some country that leaves its poor on the streets to die of hunger and thirst like the United States).


Better than leaving it's poor to starve to death on a muddy dirt track and actively punishing anyone that tries to help them (North Korea) . At least a street is cleaner.

Except you have no support for that, and people in the United States CAN be arrested for trying to help the starving homeless.

The Aurentine Senate,

Appreciating and recognizing the improved efficiency and flexibility created by the SIMBEDS Act and its subsequent amendments,

Believing, however, that the second amendment to said act placed restrictions on the method of voting that have proven to create a more cumbersome procedure than desired,

Hereby declares that:
  1. Operative clause 1 of the act entitled “Second Amendment to SIMBEDS” shall be struck and replaced with the following clauses;
  2. The maximum number of bills in any given omnibus shall be eight (8).
    - The maximum of bills in an individual section of a category may be extended from eight to any number under thirteen. In order for this to occur, a motion must be made, with a designated reason for the motioning, that receives seven seconds and approval from any one of the President, Vice President, Prime Minister, Deputy Prime Minister, or President pro Tempore.
    - If an omnibus should exceed the number of component bills established at 8 or by a motion, the first said number of bills submitted to it shall remain, while extraneous bills shall be placed in a Temporary Omnibus of the same category, next on queue.
    - If this should result in an omnibus over the maximum number of bills, the process shall be repeated ad nauseam.
    - Each Temporary Omnibus shall be removed from the next queue after it is voted on, i.e. it does not become a persistent feature of the queue except when the maximum is exceeded.

The Senate of Aurentina,


RECOGNIZING the necessary termination of loopholes prevalent in bills previously
NOTING the thankful few bills which act to repeal other bills in their same category round
NEVERTHELESS REALIZING the need to stop actions which are unjust to the democratic system

Hereby defines the following terms:

1. Category Round: A relation to the SIMBEDS Omnibus Procedure Act, a "category round" refers to the time-specific point at which a category is being debated and voted on. A category round shall be the specific point at which a category comes back around in the cycle of category debating, voting, and processing.

Hereby mandated the following:

A. The performance of repealing an act which is in the same category round as the bill repealing it shall be deemed against Senate procedure and is punishable by Senatorial Official action. If such an action is performed, the Senate Administrators shall be given the responsibility of acting upon it.
B. Acts may only be repealed after they have been passed. The act being repealed may have enough support in its category round, but simultaneously, the act repealing it may as well. Therefore, even though an act has the Senate's approval, it would not made into law.

Fifth Amendment to the Republican Executive Act
Author: Ainin [NDP] | SIMBEDS: Senatorial Procedures | Urgency: Medium

The Senate of the Aurentine Commonwealth,

Noting that the Council of Ministers is given a mandate lasting a single month by the Republican Executive Act,

Affirming that a single month is not enough time for ministers to implement their portfolios,

Hereby passes the following act, to be known as the Fifth Amendment to the Republican Executive Act (2013).

Clause 3A (III-A) of the Republican Executive Act is struck out and rendered null and void, and replaced with
Ministers shall hold office at the Prime Minister's pleasure for a maximum of the same length as the President of Aurentina. The Prime Minister shall hold office at the President's pleasure. One week before this period elapses, the President shall request the Prime Minister of Aurentina to dissolve the Council of Ministers. They shall have 7 days to comply. If by any chance the Prime Minister is absent or incapable of doing hir job during this time, the President pro tempore of the Senate may do so up to 3 days before the deadline. Neither sitting Ministers nor previous Ministers shall be barred from reappointment.

Motion of No Confidence
If 15 senators motion that they have no faith remaining in a minister or the Prime Minister, they will trigger a vote of no confidence against the person. If a simple majority (excl. abstains) of present senators vote in favour, the person shall be dismissed from the Council of Ministers, but the person in question is the Prime Minister, the Council of Ministers shall go through the aforementioned dissolving procedure, and a new Prime Minister shall be appointed by the President and confirmed by the Senate. However, previous ministers (excl. the Prime Minister) may keep their position, at the discretion of the confirmed Prime Minister and a new Prime Minister shall be appointed by the President and confirmed by the Senate. However, previous ministers (excl. the Prime Minister) may keep their position, at the discretion of the confirmed Prime Minister. Only one vote of no confidence may be held per term.

Prorogation
The President of the Senate may suspend all debate, voting and other legislative activity in the Senate Chamber for a maximum of 1 hour. They understand that this act should only be sparingly used for the sole purpose of keeping an ordered and civil attitude in cases where heated debates actively turn to widespread PPUBA violations by multiple senators, and that improper use is grounds for impeachment.
