Government Type: The government is high authoritarian, and bears resemblance to modern "socialist" states. A single Premier presides over the Politburo, which contains the ministers that administer the nation. Armed Forces are commanded by the Minister of War, the economy is regulated by the Minister of Finance, etc.
Government Information: The ruling Premier is Vladimir Mirov. The Minister of War is named Caeda Irawondona, made famous in the Galora campaigns. The Minister of Finance is Pavel Telov, the Minister of Foreign Affairs is Vladimir Helgraf.
Government Status: Relatively stable. Minor insurrections are occurring, due to the discontent with the totalitarian benevolent and peaceful government. Some separatist leaning politicians are in power though, such as Helgraf.
Population: Approximately 120 billion inhabitants.

Home World/Capitol: Pavlostani: Gaia Atlia: Attograd
Capital Status: The capital itself is actually quite nice. A healthy trade is established in the area as tourism is booming due to nearby nebulae. A darker side to the capital world exists in the Oort Cloud, where a pirate base is established that regularly waylays travelers.
Notable locations and such: Warric, the home of the Pavlostani military and major shipyards, the Vilan Boneyard, the site of an ancient battle, lifeless hulks of ships lie there, frequented by militias.
Founding Species: Humans
Other Species: The Supremacy claims to have a pure human population, likely due to extreme xenophobia. Several alien races exist, most are confined to labor camps or other hard labor projects.

Society and Cultural information: The Pavlostani public are mainly uninformed of the happenings of the galaxy, and are quite content, with the exception of a few. These people are being quietly cracked down on by the government, their military being passed off as pirates to the public. Most join militias or insurrections. Production/Construction: Production is quick, the Pavlostani can synthesize most materials, some must be mined, and large slave forces construction crews mean lots of help with the production.

Colonization/expansion: Basically, the Minister of War presents the idea to the Premier. If the Premier approves it, the Minister of War organizes a fleet and sets course for the target. The Pavlostani normally attempt to peacefully take the planet, however, are known for ruthlessness if diplomacy fails. After seizing the target planets, supplies are beamed and reconstruction begins. The public have no say, and often no knowledge of such an event until several months afterwards when the government declares the peaceful acquisition of a new system. Common reasons for expansion is to find materials for a large project.

Diplomacy: If a nation called the Holy Dominion of Inesea joins, we will most likely be on good terms with them. Otherwise, we have few foreign relations.

Technological Age: The Pavlostani are a few millennia more advanced than modern humans. We are roughly on par with the Galactic Empire.
FTL Capabilities: Warp drive at its highest (Warp 10) allows for infinite velocity. Obviously, we cannot achieve this. The highest attainable warp factor, 9.9999 can reach speeds up to 199,516 times the speed of light. This requires tremendous energy though, and can only be maintained for a few seconds at a time. Normal military speeds are warp seven, 656 times the speed of light.
Inter Planetary Travel Normally though warp drive. Less common travel such as slipspace and hyperdrive are gaining popularity with the Pavlostani Hipster Movement. :p

Military Information: The Pavlostani, having been reclusive for years, possess rather small fleets. However, with planned expansion campaigns, the Pavlostani are developing powerful new weapons and attempting to quickly build ships. Antimatter, plasma, and laser weaponry are widely seen throughout the Pavlostani Fleet. On land, foot soldiers generally use phaser or disruptor weaponry. Walkers and other heavy armor are heavily seen on land.
Doctrine: The Minister of War presides over the entire military. Below him, five Fleet Admirals exist, reporting directly to the Minister. The Pavlostani military is known for usage of asymmetrical tactics and brutality.

Army: Foot soldiers, walkers and tanks. Energy weapons are used by the soldiers. Land forces are presided over by General Belstrad.

Navy: The Navy is considered a frigate navy, while carriers are beginning to appear more commonly. Five Fleet Admirals collectively control the fleet.

Strengths: High quality, superweapons (Basically, the Eviscerator, which is currently unfinished)
Weaknesses: Small numbers, alleged corruption in the higher ranks

Technological Bases: I draw inspiration from Star Trek and Star Wars, though I do my best for my bases to be a pure, Pavlostani style.

You must have been created naturally to have a soul. Born of flesh, or whatever your equivalent is. An artificially constructed lifeform is a golem, a useful tool but not a being with a soul.

But is a creature who has replaced its metal with flesh not worthy? Can it not be said these amalgamations of tissue and thought warrant a soul in itself?

So, here is my concept..... Application is not done yet but...

"Long time ago, there lived a crystalline species, they were F---- powerful and strong. Their body could withstand various energy weapons and kinetic weapons. Their militaristic civilization was so powerful that they could terminate several other civilizations! HOWEVER, their luck didn't last long. They found out some weird liquid called Dihydrogen Monoxide, or DHMO. Their solid bodies were dissolved instantly upon the contact with that element. Thus, the counterattack of once victims had begun, they were doused with DHMO, or more commonly known as Water. Their whole system was submerged in water during the downfall. They were lost in memories of space after that... Even the civilization who revenged them had fallen as the time has past... Too bad, a star from one of their ancient solar systems became a red giant and vaporized the water. These thinking crystals had undergone the stage of evolution from the beginning, and erected another civilization. Fortunately, they have no memories left about the past tyrannic, brutal, oppressive, and world-consuming civilization. But, their future will depend on which civilization they are about to contact at this very moment."
