It was proposed at the same time as the ILA, without my knowledge of the previous act and I believe Ainin not knowing of my act when he proposed the ILA, and covers largely the same treaties. However, the RUNC also includes joining the IMF and that is the main diferrence between the two.

1a. One academy shall serve one branch of service
2. Sets the requirements for admissions as follows:
a. An applicant must be at least sixteen years old but no older than twenty-three years old
b. An applicant must be of good standing with the law, no prior felony convictions
c. An applicant must be a high school graduate
d. An applicant must meet the standard military fitness and mental requirements
e. An applicant must an Aurentine citizen or a citizen of an allied nation
3. That upon completion of necessary coursework a student shall be presented with a Bachelors degree in their field of study
4. That upon receiving a Bachelors degree from an Academy a student shall become an officer of the most junior rank in the appropriate branch
a. From the date of their commissioning a graduate is required to serve at least six years in the Armed Forces
5. That each academy shall be under the command of their respective branch
a. Educational, both mental and physical, staff shall be commissioned officers in the academies respective branch with the necessary credentials
I. Failing to find any individuals matching the above requirements the positions shall be filled by fully vetted and credentialed civilians, until such time as appropriate military personnel can meet the requirements

Further noting that inability to afford a college education should not prevent worthy applicants from joining

Hereby mandates
1. That the academies respective branch shall cover all costs of attending an academy
2. Should a student for any reason be expelled or dishonorably discharged from an academy they shall be responsible for any fees accrued up until that point
3. Students of these academies shall occupy a unique position in the Armed Forces rank system, they will rank below the most junior officer and above the most senior NCO
a. This rank only stands for ceremonial purposes and no student shall be allowed to command a ship, vessel, mission, or issue orders

Realizing that not all potential officers will be able, or will wish, to attend one of the three academies

Observing the need for as many qualified officers as possible

1. That Officer Training Programs(OTPs) be established at civilian colleges and universities, pending permission from appropriate college and university officials
a. OTP units will operate under the auspice of their respective branches and be commanded by qualified officers from said branch

e. A canidate must an Aurentine citizen or a citizen of an allied nation

Hereby defines the following,

Specialized Scientists: certified scientists specializing in specific fields of the study of energy and its renewable abilities
Renewable Energy: energy which comes from natural resources and is naturally replenished
Non-Renewable Energy: energy which is relating to that of a fossil fuel, such as oil or natural gas, or a natural resource, such as a metallic ore, that is not replaceable after it has been used
Carbon Footprint: the overall amount of carbon and greenhouse gas emission over a period of time

Hereby instates the following,

I. The Senate of Aurentina, in collaboration with the Ministry of Energy and Ministry of Environment, establishes the National Aurentine Commission for Renewable Energy Research (hereby known as NACRER), made up of teams of specialized scientists, representatives to the Ministry of Energy and Ministry of Environment, and a 10 member board of Senators willful to report on NACRER's progress as well as to compose bills such as this one in order to nationalize efforts made by the commission
II. NACRER shall be a government-sponsored agency responsible for the improvement of existing energies (hydro-electric, wind, solar, tidal, wave, rain, geothermal, biofuel) and the research of new sources which may benefit our supply
III. NACRER shall be responsible for the support and continuation of the gradual change from non-renewable sources and fossil fuels to a completely renewable system
