Ainin happens to be the author of this act. Due to a previous ruling several weeks ago by an admin, taking bills out of queue requires the author to state that wish along with one second. This, therefore, made it a viable and applicable procedure.
Thank you Mr. PpT.

Oh, I forgot, you weren't here when we did the queue change. Go to the OP of this thread. The posts below it should tell you where it is. Basically, a bill was introduced to redo the queue so that we would have categories instead of a numbered system. This way, we don't have to keep track of a new queue. Hope that helps!

Once we are done voting, I edit the categories to fit in the new bills and take out the ones voted on. I don't see why anybody needs to see the bills after they've already been voted on unless you are reviewing them to see which ones passed or not. The archives are currently being given a renovation by the admin team. Once the assigned admin has gotten to the bills we just voted on in the health category, you will be able to see them there.
Oh I didn't know that. Thank you Mister President!

The Senate of Aurentina,
Noting that it is the general consensus of the medical community that the usage of sunbeds by minors puts them at a much higher risk of cancer,
Realizing this may, and almost certainly will, put a heavy strain on the Aurentine healthcare system in the long term,
Affirming that it is the duty of the government to protect children, whose ability of free thought may be heavily influenced by factors such as peer pressure,
Understanding that immediate action must be taken,
Enacting the following sections,
Section I - Definitions
a) Sunbed is defined as a device or chamber emitting ultraviolet radiation for the primary purpose of tanning.
b) Tanning is defined as the act of darkening the skin through willful exposure to ultraviolet radiation.
Section II - Restrictions on Usage of Sunbeds by Minors
a) All persons under the age of eighteen (18), to be known for the purpose of this act as minors, along with its singular form, are prohibited from using sunbeds.
b) With the signed consent of a practicing physician acting in an official capacity, a minor may use a sunbed for medical purposes only.
c) Proprietors and employees of properties containing sunbeds must ask for a passport, a Universal Credit benefit card or a drivers' license before authorizing the usage of one.
d) On all tanning beds must be marked in large, visible letters, the following text:SUNBEDS CAN CAUSE CANCER. For your own safety, use responsibly. 18+ only.
Section III - Prohibition of Propaganda Relating to Sunbeds
a) Encouraging a minor to use a sunbed is Incitement of a Minor to Illegal Activities, a derelict.
b) Allowing a minor to operate a sunbed is Reckless Endangerment, a derelict.
c) Failing to ask for identification before allowing usage of a sunbed is Improper Practice, a contravention.
d) The illegal usage of a sunbed is Failure to Respect a Statute, a contravention.
Section IV - Regulations on Usage of Sunbeds
a) All sunbeds must be registered with, and licensed by, the Ministry of Health.
b) The Ministry is charged with inspecting all sunbeds in the Aurentine Commonwealth once per 12 months (1 year).
c) It is strongly suggested inspectors disguise themselves as clients.
d) Any proprietor violating regulations regarding their sunbeds may be fined up to £1,000 (GBP) or have the device itself confiscated, excluding any additional charges.
Hereby passes the Artificial Sunbathing Statute for Influenceable Schoolchildren and Teenagers Acting for the Nonproliferation of Cancerous Emissions (ASSISTANCE).
