Market Protection Act
Urgency: High | Author: Minister Robert Glasgia [MSP] | Category: International Development | Co-sponsors: Minister John Geilinor [LDP], Minister Zephiniah Nuckerberg [Ind], President Guy Britanno [LDP], Minister Erich Malgrave [MSP], Vice President Alexander Ainin [TR], Vice Chair of Opposition Tom Schmidt [LCP]

CONCERNED by the lack of tariffs upon foreign imports

STATING that without tariffs domestic industry may be disadvantaged, while heavy tariffs may damage the Aurentine markets

APALLED by the ignorance in earlier attempts to implement the National Tariff Act

NOTING that the act attempted to restrict trade heavily and may have damaged Aurentine markets

WORRIED that the act had no exemption for those who our government has agreed to trade freely with and therefore if enforced would not allow our government to make or sign free trade agreements

HOPES that senators will rather be in favour of the more sensible provisions set out in this act

Article I. – Definitions
  • a) Defines ‘Aurentine enterprise’ as an enterprise operating within Aurentine territory and with a majority of ownership under by Aurentine citizens
  • b) Defines ‘foreign enterprise’ as an enterprise primarily operated outside of Aurentine territory or with majority ownership by a foreign national
  • c) Defines a ‘good’ as a tangible product with a definable monetary value
  • d) Defines an ‘import’ as a good manufactured outside of Aurentina and traded onto Aurentine territory

Article II. – Tariffs
  • a) Hereby enacts a tariff of two percent of the monetary value of all imports
  • b) Raises this tariff to ten percent of the monetary value of imports that include alcoholic beverages, recreational drugs, firearms or ammunition
  • c) Said tariffs will be levied by the Revenue Collection Service
  • d) Exemption from tariffs may be allowed, if signed into law by a trade treaty or similar agreement and agreed upon by the Revenue Collection Service
  • e) Encourages the senate to alter the rate of tariffs in future to adapt to the national and international economic climates

Senator Tom Schmidt (LCP-20):

CUR: YES
MPVORA: NO
NPA: YES
FAIFA: YES
DDSA: ABSTAIN
PPSEEA: YES
FTA: YES

I order that these votes be struck null and void should Belmaria have already voted by proxy for me by the time this post is made.

On the DDSA, I abstained because were I'm from, we drive on the right unless we want to die in a head-on collission. Driving on the right's just too ingrained in me to vote for anything else. :)

I submit this to the queue.
Child Benefit Allowance Programme Act
Omnibus Category: Business and Finance
Drafted by: Polvia [RG]
Sponsors: The Nihilistic view [NLP], Geilinor [LD], Seitonjin [NLP], Venaleria [RG], CTALNH [SAP]

Article 1 – Definitions
[1] Minor: An individual which is below the age of eighteen (18) years, or is otherwise eligible for payments.
[2] Fraud: The use of, or knowingly giving, of false or misleading information to obtain a benefit for which otherwise would not be eligible at the time.
[3] Household: A house and its occupants, regarded as a unit.
[4] Resident: An individual who has been granted permission by the state to stay within the state on a long-term or permanent basis.
Article 2 – Eligibility
[1] Any resident or citizen household which has within it a resident or citizen minor(s) may register with the Ministry of the Treasury to begin receiving payments.
[i] Payments may be claimed by the parents or legal guardians of the minor at a monthly rate, or as a lump sum quarterly, biannually or annually, as stated upon the registration of the household.
[ii] The rate at which payments are to be able to be claimed may be altered at any time, and any changes to the ability to claim payments will come into effect upon the beginning of the next year immediately following.
[2] In the case where a household includes a dependent individual who is, or is older than, eighteen (18), but who is in a full-time education, the benefit may remain in application until that individual turns twenty (20) as long as they remain a full-time education.
[3] In the event of situations of the nature such as those in which the minor’s parents should both be deceased or the minor should be of an age where they might live without a legal guardian (for example, they are eighteen (18) and in a full-time education), the minor is to be eligible to receive the same payments until they are no longer eligible.
[4] If a new legal guardian or household should become wholly responsible for the minor, the legal guardian or household becomes eligible for payments.
[5] Only one household may receive payments for any individual minor, of which the minor must be an occupant.
[6] Any household receiving payments is required to certify at least every four (4) months that both the household receiving payments, and the minor for which the payments are for, remain residents of the state.
Article 3 – Allowance and Benefit
[1] Payments are to be managed by the Ministry of the Treasury and funded directly through the income tax.
[2] The amount of the payment to each household is to be dependent upon the number of minors within the specified household, and the rates are to adjust in accordance to the percentage increase of inflation.
    [I] Monthly Allowance Amounts
      One Child – £120
      Two Children – £240
      Three Children – £375
      Four Children – £579
      Five Children – £740
      Six Children – £900
      Seven Children – £1,061
      Eight Children – £1,222
For households with over eight minors, an additional increase in payment sum of plus twenty six and one half percent (+26.5%) is to be applied per minor.
[II] In the case of multiple births the sum paid for each individual minor shall be increased for those respective minors.
[i] In the case of twins, payments of one hundred and fifty (150) percent are to be made for both minors.
[ii] In the case of triplets, payments of two hundred (200) percent are to be made for those minors.
[iii] Payments shall likewise increase, in the case of multiple births numbering greater than triplets, at a rate of fifty (50) percent per additional child.
Article 4 – Fraud and Punishment
[1] Should an individual be found to be guilty of fraud in obtaining payments , it is to be considered a delict.
[I] The crime warrants up to five (5) years in prison, with a minimum sentence of six (6) months.
[II] The person(s), if found guilty, must each individually pay three (3) to six (6) times the amount of total fraudulent payments that they have received.
